‘ODP’,or‘Director’sAcademy’withintheirtournamentname.

INSURANCE
• MSYSAprovidesgeneralliabilityinsurancetosanctionedtournaments.
• AllMSYSAaffiliatedteamswhoparticipateinMSYSAsanctionedtournamentswillalso
beprovidedsecondarymedicalinsurancethroughMSYSA.
• MSYSArecommendsthatany/allteamsnotaffiliatedwithMSYSAmustprovideorcarry
theirownmedicalinsurancetoMSYSAsanctionedtournaments.
• MSYSAstronglyrecommendsthatitssanctionedtournamentsrequirethatnon-MSYSA
teamstoshowproofofmedicalinsurance.ForUSYouthSoccerteams,a
Permission/NotificationtoTravelformapprovedbytheirhomestateassociationusually
issufficient.
RULES
PerUSYouthSoccerandtheMSYSABoardofDirectors,tournamentmustrulesmustcontain
certainpolicies.AcopyoftheserulesmustbesubmittedtoMSYSA.Pleaseseebelowonthe
policiesthatmustappearonyourtournamentrules.
• RiskManagementPolicy–StatethatallMSYSAteamofficialsmustberiskmanagement
certifiedbyMSYSAandmustbeabletopresenttheirriskmanagementcardatanytime

tournament.
RedCardPolicy–Rulesmustclearlyoutlinethedisciplinarymeasurestobeimposedfor
theissuanceofredandyellowcardsorotherimproperconduct.
TournamentCancellation/RefundPolicy–Intheeventthatthetournamenthastobe
cancelled,statewhatrefunds(ifany)willbegiventoteams.
SeasonalYearRoster–Clarifywhichseasonalyear’srosterwillbeacceptedatyour
tournament.
Referee&RefereeAssigningPolicy–Statethatthetournamentusesarefereeassignor
thatiscurrentlycertifiedbyUSSoccer(statetheyearofcertification)andthatall
refereeassigningwillbedoneinGameOfficials.Also,allout-of-arearefereesmustshow
photoidentificationtoverifyidentity.
GuestPlayer/ClubPasscardPolicy–Containaguestpolicysuchthatnomorethan5
guestplayers(fromoutsideateam’sclub)areallowedperteam.Additionally,an
unlimitednumberofclubpasscardplayersareallowedperteamprovidedthatatleast
50%oftheplayersappearingonatournamentrosteralsoappearonateam’sleague
roster.Itisuptoeachtournament’ssponsoringleaguetodefine“club”,andthat
definitionmustbestatedinthetournamentrules.
Small-SidedGames–AgegroupsshouldplayinaformatthatisconsistentwithMSYSA
Rules.Ifanotherformatisused,any/alldeviancesmustbeclearlystated.MSYSAisnot
obligatedtosanctiontournamentsthatarenotconsistentwithMSYSArules.
HOSTINGINTERNATIONALTEAMS
• Tournamentswhowishtohostinternationalteams(thisincludesCanadianteams)must
submittwoadditionalformstotheUSSoccerFederation.Pleasesendacopyofthese
formstoMSYSAforourfiles.ThetwoformsaretheUSSFApplicationtoHost
InternationalGamesandtheUSSFInternationalGamesHostingAgreement.
• MSYSAmustsignoffontheUSSFApplicationtoHostInternationalGamesbeforeitis
senttotheUSSoccerFederation.Instructionsforsubmittingthisform(&payment)are
ontheform.
• TheUSSFInternationalGamesHostingAgreementasksforasignatureoftheHost
OrganizationPresident.
• Whenhostinginternationalteams,theUSSoccerFederationwillreviewyour
tournamentrulestomakesurethatcertainpoliciesareincluded.AUSSFRulesChecklist
willbepostedontheMSYSAwebsitefortournamentswishingtoplanahead.
APPLICATIONFEE&OTHERFEES
• Thesanctioningapplicationfeeis$125andisnon-refundableoncesubmitted.
• TournamentsanctioningrequestsreceivedafterFebruary1stofeachyeararesubjectto
anon-refundable$500latefee.
• Tournamentswhosubmitsanctioningmaterialsandlaterwithdraworcanceltheirevent
willnotreceiveanyrefunds,regardlessofbecomingsanctioningornot.
• Acompletepost-tournamentreportmustbesubmittedtoMSYSAwithin15daysupon
completionofyourtournament.Failuretosubmitthecompletepost-tournamentreport
withinthegiventimeperiodmayresultinadditionalfeesand/orbondsthefollowing
year.
REFEREES
• SanctionedtournamentsmustuseacurrentUSSFcertifiedassignor.
• SanctionedtournamentsmustuseGameOfficialsfortheassigningofreferees.
• Sanctionedtournamentsmustrequirethatout-of-arearefereesshowphotoproofto
verifyidentity.
MISC
• AnadequatenumberofHealthCareProfessionals(HCP)mustbepresentforall
tournamentswith64ormoreteamsatU11andolderagegroups.HealthCare
ProfessionalsareconsideredanAthleticTrainerCertified(ATC)orPhysician
(MD/DO),withskillsinemergencycare,sportsmedicineinjuriesandexperience
relatedtoconcussionevaluationandmanagement.
• Eliminationofpurposefulheadingat11yearsoldandyoungeragegroupsshallbe
infullforceandeffect.
• MSYSAexpectsthatthequalityoffieldsmustbeingoodconditionandmustbe
appropriateinsizeforeachgroup.FieldsaresubjecttoinspectionbyanMSYSADistrict
CommissioneroraStateRepresentative.Allgoalsmustbeanchored.Moreinformation
