Overall goal increase the effectiveness of HIV prevention in
Greece by using practical Quality Improvement (QI) tools
 to build a Quality action team in KEELPNO in order to
provide capacity building and technical assistance to HIV
implementers in Greece
 to train at least 30 national HIV implementers on QI tools
who will implement tools in their projects/program
 to support at least 15 tool applications in Greece
 to collect and analyse data on the process and results
 to create a network of HIV experts actively involved in

Key elements that shaped the process of national
implementation in Greece
• Creation of a local Quality Action team. Good methodology
and planning adjusted to local conditions, helped us build a
team spirit between all stakeholders during the project time
and also addressed the issue of sustainability.
• The use of quality tools in the project itself especially the
implementation of national training and practical application
in Greece helped as formulate a participatory way of work.
• Creation of a network among GOs and NGOs that helped in
adapting the national implementation of the EU project,
shared problems and exchanged solutions.
• Increased provision of national level support during
practical application of the tools helped our participants to
understand better the tools and solve difficulties they faced.

Concerning tool applications in
Greece
Tool Fit: Initial national training in-SUCCEED and PQD. Self-assessed, easier to start
with & most participatory, create environment for open discussion
Careful Planning and Preparation:
1.Duplication of eu process to invite national participants
2.Open invitation of all HIV prevention implementers as identified through the
monitoring of national HIV Response
3.Thorough preparation of the workshops, experienced European trainers (1st cycle )
Participation and Involvement:
1. official invitation of national stakeholders engaging all levels of line management
2. creating an enabling environment for voluntary training and tool application
3.increased willingness of target group, both GO and NGO implementers
Facilitation of the practical application process and completion of case studies:
1.introduction of two facilitators for a tool application
2. Quality action team of KEELPNO provided further training on how to organize and
facilitate a practical application and on how to write and present a case study, tailor
made to individual’s needs.
Available Resources: translation of documents in the Greek language, creation of
trainings sites within Greece, covering expenses for participation of trainees in
European level and collaboration of European experts as trainers
