WGCNC HANDICAP MATCH PLAY PENNANTS – CONDITIONS OF PLAY 2017
The WGCNC Match Committee shall have full power to alter or make any variations to the Conditions should it
deem it desirable
GENERAL CONDITIONS:

Each Club may enter a maximum of three (3) teams.
Handicap Pennants will be played in one Division, 5 players per team
Note 1 : When a club enters one (1) or more Handicap Teams, then a player who has PLAYED ONCE in
a Team will not be eligible to play in any other team.
Note 2: A player must have played at least one game in the Pennant Competition before being
eligible to play in semi-final, or Grand Final Pennant matches.

HANDICAP ALLOWANCE: Players GA Handicap will be used AS AT CLOSE OF PLAY ON
FRIDAY PRECEDING THE MONDAY PENNANT MATCH.. The handicap to be used on the day
will be the player’s Daily Playing Handicap.
The number of strokes awarded in this competition is ¾ of the difference between the players’ stroke
handicaps. Where ¾ of the difference exceeds 18 the player will receive 2 strokes per hole where
applicable.

REPRESENTING CLUB: A player may only represent one Club within the CNC District for the
duration of the competition. She must be a financial playing member of the Club she is representing and
must hold an Australian Women’s Handicap.

COMPOSITE TEAMS: Clubs unable to field complete teams may combine with another Club within
the same geographical area i.e. – CNC clubs situated within the Northern area may combine – clubs
situated within the Southern area may combine.
5.
HOME COURSE: Each team or composite team must have a home course.
6.
DONATION: On the day of play, each Club will pay $35.00 per team, donation to the Host Club with
the exception of Bonville $110 and Tallwoods $100 per team which includes donation and cart share.
CONDITIONS ON DAY OF PLAY:

Inclusion in the Draw will confirm that a participating Club agrees with and will comply with the
Conditions laid down by the Women’s Golf Central North Coast Match Committee.

Fifteen (15) minutes before the programmed starting time of the first individual Match,
The Team Captains shall simultaneously exchange lists of players showing: Order of play: Player’s full
name: Player’s GA full handicap and Player’s Daily Handicap.. Any reserve player substituted must,
at this point, have been included on the list of players in correct handicap order. At the same time, the
Host Captain or her representative must be given a copy of the list of players as above. AFTER THE
LISTS HAVE BEEN EXCHANGED, THEY MAY NOT BE ALTERED. Should a player on this list
become unavailable to play after exchange of lists and circumstances that would warrant the waiving of
the penalty of disqualification have not been met, that match will be forfeited. e.g player 3 fails to arrive
on time her opposition claims a forfeit and match 4 etc continues as per the list.

HONOUR AND ORDER OF PLAY: The team listed 1st on the draw has the honour. Players must play
in order of their Playing Daily Handicap, the lowest to play first. Should a player be played out of
position, her individual Match, (i.e. the first match played out of order) will be forfeited, but no
subsequent matches will be affected.
The exception to this condition is the case where a player is late and the penalty of disqualification has
been waived (see condition 10). In this case, the player will play at the end of the programmed individual
Matches in her Team’s contest. Her opponent will be the player who would have played against her if the
individual matches had been played in correct order. (i.e. in a Contest, if player 3 is late, she will play
player 3 in the opposing team as originally shown on the List as the last of the programmed individual
Matches).

PLAYERS ABSENT AT PROGRAMMED STARTING TIME:
Rule 6-3a applies. Players shall start at the time laid down by the WGCNC Match Committee. The penalty
for a breach of Rule 6-3a is disqualification. (If the player arrives at her allocated tee ready to play, within
five minutes of her starting time, the penalty for failing to start on time is loss of the first hole in match
play instead of disqualification.)
The WGCNC representative, shall decide whether or not there are circumstances which warrant waiving
the penalty of disqualification, following the guidelines set down by the Golf NSW Women’s Match
Committee. (see below page 3)
11.
INDIVIDUAL MATCHES: Except in the Area District Final and Final between North and South
no match shall go beyond 18 holes. All players MUST vacate the course when the result of their
match has been decided.
12.
MATCH PLAY INDEX: The Match Play Index must be used. If play starts on the 10 th hole the
Reverse Match Play Index must be used.
13.
CADDIES: Professionals cannot be used. Caddies may only give advice to their player and MUST NOT
enter into discussion with any person on the course regarding the play of a match or the Rules of Golf. If
a Caddy interferes in the Match a penalty as decided by the Match Committee may be imposed.
14.
FORFEITS: A Club unable to play a team/s on the fixed date must forfeit. Points and games will be
allocated to the opposing Club. Should a team withdraw from the competition all points (both for and
against) allocated for matches by that team will be cancelled. If a club is unable to field a full team, the
opposing Captain must be notified that the team will consist of a certain number of players and the team
must forfeit the last place or places. Those players receiving a forfeit are not required to arrive at the
course; however, their names must appear on the result sheet showing they have received a forfeit. Teams
may not give their opponents a forfeit if they are able to field five (5) players. A forfeit once given
cannot be recalled.
15.
PROTESTS: All protests must be lodged in writing by the Club Captain or her Deputy as soon as
possible and within one (1) week after the match. The Captain or Deputy must acquaint the opposing
Captain or an Official of her Club before 6pm on the day of the match of her intention to appeal and her
grounds for doing so. The Captain of any team may protest any breach of the Regulations made by the
other teams. The WGCNC Match Committee, whose decision will be final, will settle all disputes.
16.
RESULT SHEETS: An official of the Venue Club will fill in Result Sheets covering matches played on
the day, duly signed by the Captains or Team Captains of the teams involved. The Venue Club MUST

17.
MOTORISED TRANSPORT: WGCNC permits players to use motorised transport but does not accept
any responsibility for availability. It is recommended that players check with Clubs prior to the day as
some Clubs have restrictions and/or charges for using private carts on their courses.
18.
MOBILE PHONES: The audible emission and/or unauthorised use (including checking or sending
messages) of a mobile phone by a player or her caddie on a golf course and during play is a serious breach
of etiquette and is prohibited. Penalty: One warning then disqualification. In Match Play the warning
may be given by the opponent who may then make a claim in the event of subsequent use. However,
players or caddies who have a medical or other serious reason to have a mobile phone switched on, must
obtain permission from the WGCNC representative for the phone to be turned on in mute mode and used
in such emergency.

The use of Distance Measuring devices is permitted.
20.
WEATHER CONDITIONS: If weather conditions warrant the possible postponement of any matches
the Host Captain is to notify CNC contact person by 6pm on the previous evening and confirm by 6am on
the day of the match. If postponement is necessary the CNC Contact Person must be advised and she will
be responsible for arranging the day matches are played on the course, it is also her responsibility to
advise Club Captains of the new date. On the day, should weather conditions deteriorate and a CNC
representative is not present at the course, the Host Club Captain or her Deputy will be responsible for
calling a meeting with the Pennant Captain or their deputies. A decision will then be made re ground and
weather conditions prior to hitting off and if necessary, after play has started. If they fail to agree the
matter must be referred to the CNC contact person.

21.
ALLOCATION OF POINTS: During the rounds points will be allocated as follows:
2 points for a Match won:
1 point for a Match halved:
In the event of a tie in total points gained for matches, the number of games won shall be used.
If the tied Teams have won an equal number of individual Matches, the result of the Contest played
between those tied Teams will be used. If that match was drawn, the result of the first player’s match will
be used; if that match is squared the result of the second player’s match will be used and so on.
22.
PENNANT WINNER
A semi-final will be held after the completion of all rounds between the leading point scorers of
Group 1 and the leading point scorers of Group 2 in the Southern area. The winner will play the
Team with the greatest number of points of the Clubs in the Northern Area to decide the Pennant
winner for 2017. The Grand Final between the North & South will be held on a Monday (2) two
weeks after the final round is played in the district, depending on the availability of a neutral
course.
Note: On the day of the final all matches must be played to a finish, unless the Pennant Winner has
already been decided.
Player Late for Starting Time: Guidelines for waiving the Penalty of Disqualification (Rule 33-7):
The following are circumstances which may warrant the waiving of the penalty of disqualification:
• Major accident: A major accident is one which involves multiple collisions and/or closures of major traffic routes
including flooded roads.
• First on Scene at Accident to provide medical assistance or act as Witness for Police.
• Unforeseen mechanical problems requiring assistance:
E.g. Car will not start because of flat battery or flat tyre. Validation from mechanic or NRMA must be produced.
The following are NOT valid reasons for waiving the penalty of disqualification under Rule 6-3a:
• Getting lost; heavy traffic; misreading the Draw or starting times;
• In all cases, if a player is delayed and her explanation accepted so that disqualification is waived, she must be at the
course ready to play, within 6 minutes of the last match of her team having hit off. No additional 5 minutes applies.
Players should leave sufficient time to allow for any of the above contingencies.
