2014 Saskatchewan Resident Big Game Draw Supplement The Ministry of Environment is once again pleased to offer the 2014 Big Game Draw Supplement which provides information to assist Saskatchewan resident hunters in applying for the annual big game draw. Included is information on seasons and quotas for all draw species as well as advance notice of changes to this fall's regular big game seasons. It is produced as an online document only, in a downloadable and printable format. This year's draw will open on Thursday, May 1, 2014 and the application period will close on Saturday, May 31, 2014 at midnight Saskatchewan time. The process of applying for the big game draw is a much anticipated event for many thousands of hunters each year. The big game draw is a fair and equitable process that allocates the limited number of licences available for some of this province's most prized big game hunting opportunities. The number of people applying for these limited hunts is increasing annually; last year there were 51,330 applications, 54 per cent more than in 2004. The ministry understands that due to the large number of applicants for a limited number of licences, a number of applicants in the top priority pool will not be drawn. To increase the odds of being drawn, hunters are reminded to consider less popular zones and apply for multiple zones for a given species. Information from the 2013 draw is available on our website, which details the number of hunters applying for each zone on a species-basis, as well as the pool status of the successfully drawn hunters. Reviewing this information will identify zones that had fewer eligible applicants per available licence, and therefore afford a greater opportunity to be selected. All hunters who wish to apply for the 2014 big game draw are required to provide their HAL identification number (HAL ID). Remember, registration for a HAL ID is a one-time requirement; if you purchased a 2013 or 2014 angling, hunting or fur licence, or applied for the 2013 draw, you have already been assigned a HAL number. All awarded big game draw licences will be available through the automated licence system on the individual hunter’s HAL account. Licences will not be mailed to successful applicants. By phone at 1-855-848-4773 (8:00 am to 9:00 pm) or order online (please allow 10 business days for delivery). *see information about seals on third page saskatchewan.ca/hunting What’s New for 2014 Improved Wildlife Management Zone Boundaries All of the province's wildlife management zones (WMZ) have been reviewed with the goal of improving the 'on-the-ground' identification of their boundaries. Recent amendments have revised the boundary descriptions for 33 wildlife management zones. They now follow easily identifiable features such as numbered provincial highways, numbered municipal roads or major water bodies wherever possible. As well, a number of zones have been permanently separated into east and west divisions for more effective wildlife management. A new, high-quality digital map has been produced and is available on the ministry website in a variety of file formats, and will be included in the 2014/15 Hunters’ and Trappers’ Guide. The boundaries which have changed are coloured purple in the PDF version to make them easier to identify. The ministry will make information available to third party providers to allow them to develop a WMZ download for GPS units and 'smart' phones. Big game draw participants are encouraged to familiarize themselves with the new map before they submit their applications. Mule Deer Opportunities Mule deer quotas remain similar to last year. Regular mule deer archery hunting seasons continue in those zones with an eithersex quota greater than 50 licences but the season will be shortened to align with the archery white-tailed deer season. Please check the quotas list to determine which zones will have a regular season. Antlerless Mule Deer Opportunities New changes to bag limits are being implemented in 2014 to allow additional opportunities for hunters. Zones with quotas of 50 or less will now have a bag limit of one antlerless mule deer to allow for more hunters while maintaining similar harvest. For example, zone 21 will have a hunter quota of 70 with a bag limit of one rather than 35 hunters with a bag limit of two. This will allow more hunters to be drawn and have an opportunity to hunt in these zones. Zones with a quota of over 50 will remain at a bag limit of two to ensure the number of hunters in a zone does not exceed landowner tolerance. Hunters who are successfully selected for a zone with a bag limit of two will be able to purchase both a 1st Antlerless Mule Deer licence and a 2nd Antlerless Mule Deer licence, each at a cost of Licence Fees $19.62 and a total of $39.24. Hunters who are selected for a zone with a bag limit of one will only be able to purchase a 1st Antlerless Mule Deer licence at a cost of $19.62. One antlerless mule deer can be harvested per licence. Please ensure you are aware of the bag limit when selecting your zones on your big game draw application. White-tailed Deer Opportunities Saskatchewan resident either-sex white-tailed deer opportunities will continue to be open across the province with a shortened season in place for all firearm types (archery, shotgun, crossbow, muzzleloader and rifle) in the farmland zones. Open seasons for antlerless white-tailed deer will be offered in the city zones of Saskatoon and Prince Albert. Elk Opportunities Elk continue to be above long-term population objectives in the Moose Mountain Provincial Park area. In addition to an eithersex draw for WMZ 33, there will be additional regular licence elk hunting opportunities intended to reduce the elk herds in this area. The regular seasons will occur after the September draw hunt and include an either-sex regular season inside Moose Mountain Park and an antlerless regular season outside the park. Elk hunting opportunities in WMZ 33 will have extended season dates similar to last year. In response to concerns from landowners about rifle hunting in early September, the draw either-sex season will be delayed until September 15 in most farmland zones to reduce conflict with farming activities. An additional two weeks will be added in December to maintain the same opportunity to hunt and to increase harvest. Please check the season dates for the area you wish to hunt. Moose Opportunities Moose populations continue to be strong, with a moose season in nearly every wildlife management zone in the province. Draw moose quotas have increased in farmland Saskatchewan in order to continue to reduce the moose populations in southern Saskatchewan by targeting zones with high moose numbers and zones with a greater number of vehicle collisions. Moose quotas in east central forest zones have been reduced slightly to reflect current population levels. The overall number of licences available through the big game draw will remain at 6,000. All individual applicants must be registered in the automated licence system and have a HAL number to apply. If you have not purchased a 2013/14 angling or hunting licence, or did not apply for last year's draw, you can register for a HAL number by visiting our website at saskatchewan.ca/huntinganglinglicences. If you have an account but do not remember your HAL ID, you can either sign into your online account to view your HAL ID or call 1-855-848-4773. Your HAL ID can also be found on any previously printed licences. Only Saskatchewan residents can apply for the Saskatchewan Big Game Draw. A Saskatchewan resident is: How do I Apply for the Big Game Draw? Please review the information on open zones, tentative quotas, proper zone designations and season dates. You may also consult the big game draw statistics from previous years to aid with zone selections by reviewing the number of applicants who applied in the previous year for the species/zone combination in question at https://secure.gov.sk.ca/biggame/default.asp. Applications will only be accepted through the big game draw online application system, which will be open from May 1 to midnight on May 31, 2014. You must apply online. The applications can be accessed from saskatchewan.ca/huntinganglinglicences. Choose “Big Game Draw Information” and click on the link to the applications. When applying online, you must have a Visa or MasterCard. There is a non-refundable $4.00 fee for each application. Applicants are encouraged to print off a copy of the receipt in order to verify the completeness and accuracy of their application. Retain the copy for future reference. Once an application is submitted, applicants can also review the status of their application by clicking on the link “Review Current Application(s)/Draw Results/Pool Status Inquiry”, which is available on the website. ! a Canadian resident whose principal residence is in Saskatchewan and has been living in the province for three months prior to applying for a licence and possesses a valid health services card; ! a member of the regular force of the Canadian Armed Forces or RCMP who is stationed and residing in the province; or ! a member of the regular force of the Canadian Armed forces who was a Saskatchewan resident when recruited or deployed from the province. Applicants must be 12 years of age or older on or before May 31, 2014 to apply for a licence. All applicants born after January 1, 1971 must graduate from a Firearm Safety/Hunter Education (www.saskhuntered.ca) course before applying. Persons whose hunting rights are restricted for either a Wildlife Act conviction or a firearm incident are not eligible to submit an application to the big game draw (including zone 99). Youth Draw Hunters 12 to 15 years of age can apply for the youth draw for antlerless mule deer by selecting "Youth Draw" in the species box. This process provides a greater opportunity for our young hunters to be selected. A youth may apply for both “Antlerless Mule Deer” and the “Youth Draw” by using separate applications. The antlerless mule deer draw is completed first; if the youth is successful, his/her “Youth Draw” application will be removed. Please review the Draw Antlerless Mule Deer section for available zones, seasons and bag limits. Up to 25 per cent of the quota will be allocated to youth entering the Youth Draw. Changes to your big game draw application can be requested by email at [email protected] prior to the closing date with limited last minute changes accepted on June 2, 2014 prior to 5 p.m. Changes will not be accepted after this date. Important information about Big Game Seals ? HAL uses a generic big game seal; there are no longer different seals for different species. ? If you wish to purchase your big game licence via home computer, you must first obtain blank, unregistered seals. ? Seal packs can be obtained free of charge from licence issuers, ministry offices, select provincial parks, and ordered online or by phone. ? When a big game licence is purchased via the online website, an applicant must enter the number from a new, unregistered seal in order to complete the purchase. The hunter then records the species for which the seal is valid, the licence number, year and their signature on the seal. Once a seal is registered, the serial number is printed on the associated licence and it cannot be used for another licence. ? Remember, if a seal pack or a big game licence is ordered online, you must allow 10 business days for delivery. Big game hunters must have their licence and seal in their possession before hunting is lawful. ? Seals obtained in a seal pack can be used in future years, and don't expire until 2020. How Do I Pay for My Application? Applicants to the big game draw must use a credit card, either Visa or MasterCard. Pre-paid credit cards are acceptable and are available from banks, post offices and many retail outlets. Hunters are required to pay a non-refundable big game draw allocation fee of $4.00 per online application. The $4.00 fee will be charged to the specified Visa or MasterCard immediately upon receipt of the application. Pool Status The Saskatchewan big game draw uses a system of priority pools that provide a higher priority to applicants who have not been drawn for a number of years. The priority pools are established based on the last time a hunter was drawn for a particular species. There are four species-specific pools: ! ‘Super A' Pool (first priority) consists of applicants who qualified for 'A' Pool in the previous year but were not drawn for that species. Hunters must apply each year to maintain their 'Super A' status for a particular species. ! ‘A' Pool (second priority) consists of applicants who were drawn three years previous, all applicants who were drawn more than three years previous but did not submit an application the previous year, and all first-time applicants for a species. Hunters who are in 'B' or 'C' pool automatically progress to 'A' pool without applying annually. ! ‘B' Pool (third priority) consists of applicants who were drawn two years previous. ! ‘C' Pool (fourth priority) consists of applicants who were drawn last year. If you wish to advance your 'A' pool status to 'Super A' or maintain your 'Super A' status but do not want to be drawn for a particular species, select '99' as your one and only choice in the zone selection space on the draw application form. Key Points to Remember Ensure that you provide your correct HAL ID on all big game draw applications to avoid any potential complications with purchasing big game draw licences. Apply early. If there are complications with submitting your application it may take time to sort out the problem. The number of zones (maximum of six) you choose on your application can increase the likelihood of being drawn. Only proper zone designations listed in the current Saskatchewan’s Big Game Draw Supplement will be accepted. Remember zone designations with an 'A' following the zone numbers are for antlerless animals. An individual can only submit one application per species. For example, if an individual puts in two separate applications for elk in 2014, both applications will be rejected from the draw. The exception is for mule deer and antlerless mule deer which are considered separate species for the purposes of the big game draw. For elk and moose, you can apply for both either-sex and antlerless seasons on the same application. For example, you may wish to apply for either-sex seasons as your first zone choices and then antlerless seasons as your later selections. If your application is selected, your first zone selection is considered your first priority zone. If all licences for that zone have been issued before your application was selected, your second zone choice will be considered. This process is repeated until all zone choices have been reviewed. If no quota is available for any of your zone choices your application will not be successful. If you are drawn, you will drop to 'C' Pool the following year for both antlerless and either-sex. The actual big game draw is conducted in June and the results are posted by mid-July. An update will be placed on the website informing hunters that the big game draw results are available. Hunters are advised to go online and check the status of their application. Remember each successful applicant will be required to purchase their draw licence(s) online via a personal computer, at a private licence issuer, at Ministry of Environment or select provincial park offices, or by phone at 1-855-848-4773. Seals must be obtained prior to purchasing your licence on a personal computer unless you choose the mail option (allow 10 business days for delivery). Seals may be obtained from private licence issuers, at Ministry of Environment or provincial park offices, or ordered online or by phone at 1-855-848-4773. If you are in possession of seals that were previously obtained, you can use these to purchase a 2014 hunting licence as long as they have not been previously used for a licence. Any seals obtained in a convenience pack and have not yet been associated to a licence can be used until 2020 when they expire. How Do I Get My Licence if I am Drawn? Licences are not automatically mailed following the draw and all successful applicants must purchase their licences through the automated HAL system. Big game draw licences will be available to purchase beginning August 1. All hunters are responsible for checking their draw results online. Draw results are posted by early to mid-July and are accessible from the website saskatchewan.ca/huntinganglinglicences. Applicants who are drawn are considered to be 'holding' a draw licence for that species, regardless of whether or not the licence has been purchased, and therefore are not eligible to purchase a regular licence for that species. Big game draw licences cannot be forfeited and all drawn applicants will move to 'C' pool for 2015. Refunds and pool status reinstatements are only issued for medical reasons and other special circumstances.
