4. In relation to the appointment of BME employees the data shows a static position in
two grade bands and increases in the other two. Progress towards meeting the
overall 5% target is still therefore very slow. Actions have been developed and put
into place to seek to accelerate the slow progress. These actions include the very
recent setting up of ethnically diverse selection panels, especially in more senior
posts and the drawing up of varying localised service targets for BME recruitment to
support the overall corporate target. Consultation has also been put into place on an
employee development plan for BME staff which is planned to be introduced in
2008/9.
