DEFINITIONS
Abuse of Horse
Affiliated Club
Action or omission, which causes or is likely to cause pain or unnecessary
discomfort to a Horse, including, but not limited to:
 To whip or beat a Horse excessively;
 To subject a Horse to any kind of electric shock device;
 To use spurs excessively or persistently;
 To jab the Horse in the mouth with the bit or any other device;
 To compete using an exhausted, lame or injured Horse;
 To "rap" a Horse;
 To abnormally sensitize or desensitize any part of a Horse;
 To leave a Horse without adequate food, drink or exercise;
 To use any device or equipment which causes excessive pain to the
Horse upon knocking down an obstacle.
A body, club, show venue, equestrian centre, equestrian groups or other
entity, affiliated to the Federation and authorised by the Federation to
exercise within a defined geographical area or discipline, such authority as
may be delegated to it in accordance with the Federation Constitution.
Annual Calendar
A Calendar developed by November every year that includes the premier
Equestrian Events for the following year, shared with Members and
Affiliated Clubs for coordination and tendering purposes.
Annual Fees
Fees for Membership, Club Affiliation, and Registration of Horses are set
annually by the Executive Committee and endorsed at the AGM.
Citizen or Resident of
Zambia
Citizen of Zambia holds a Zambian passport and enjoys Zambian
nationality, according to the Immigration Laws of Zambia. Resident of
Zambia holds an appropriate permit issued by the Chief Immigration Officer
of Zambia.
Constitution
A body of fundamental principles or established precedents according to
which a state or other organization is acknowledged to be governed.
Constitution refers to the Federation constitution
Competition
Each individual class in which athletes are placed in order of merit and for
which prizes may be awarded.
Disciplines
Different equestrian disciplines recognised by the AGM and the FEI for
which separate types of Events or Competitions are established with
separate Rules and Regulations.
Entry Level
The lowest level of competition identified by the Federation that is
considered suitable for athletes and Horses new to the various disciplines.
Entry Level is designed to encourage new interest and participation in the
Federation.
Executive Committee
The Executive Committee of the Federation representing its Members for
the purposes of steering and formulating policies and ensuring their
implementation at all levels of the Federation.

Event
Shall mean a sequence of Competitions of Equestrian Sports, which make a
complete show. Recognized Events are run by the Federation’s Rules and
Regulations and approved by the Federation as being of a sufficient standard
for the results to be recognized for grading, qualification and/or ranking
purposes.
Equestrian Sport(s)
Equestrian sports recognized by the FEI
Federation
Federation is a group of clubs or individuals that have joined together to
form an organization. Federation is the nomenclature used by the FEI.
Federation refers to the Zambia National Equestrian Federation (ZANEF).

FEI
Fédération Equestre Internationale (FEI) is the international Federation that
promotes equestrianism in all its forms and encourages the development of
the FEI equestrian disciplines throughout the world. Fair play, equality,
complicity with the animal and respect for the environment and the Horse
are the core values of the FEI. The Federation is affiliated to the FEI and is
therefore bound by FEI statutes, rules and regulations in so far as these do
not contravene the laws of Zambia.
Guidelines
The Federation issues Guidelines for its Members that Members may refer
to from time to time. For example: “How to Organize an Equestrian Event”.
These are available on the Web site and up dated from time to time. The
Guidelines are not approved at the AGM and can be reviewed when
required.
Horse
Wherever applicable, shall include pony.
Member(s)
Paid-up members of the Federation.
National Olympic
Committee
The body National Olympic Committee (NOC) was established by the
Olympic Charter and is concerned with elite athletes. The NOC manages
Zambian athlete participation in Olympics, the All African Games and other
important international events.
National Sports
Council Of Zambia
National Sports Council of Zambia (NSCZ) is the body enacted by
Parliament of the Government of Zambia to supervise sport in Zambia. It
deals with the development of all sports disciplines from the grass roots. The
Federation is affiliated to the NSCZ.
Organiser or
Organising Committee
(OC)
Period of an Event:
Any organisation, group, society, body, or person, which is recognised by
the applicable Federation and held to be responsible for the management of
any Event.
Protest
Commences one hour before the beginning of the first Horse Inspection and
terminates half an hour after the announcement of the final results in the
relevant Discipline, unless the Sport Rules for the respective Discipline
provide otherwise.
A protest is an expression of objection by words, in writing or by actions to
particular events, policies, or situations
Rules and Regulations
The Federation has Rules and Regulations for the different Equestrian
Sports and Regulations that guide the management of The Federation and
Equestrian Sports in Zambia. The Rules and Regulations are published on
the Web site and are approved by the AGM. Members and Affiliated Clubs
are bound by the Rules and Regulations.
Voting Members
Life Members prior to 2014 who are resident in Zambia and adult Ordinary
or Family Members who have paid their annual subscription to the
Federation before the AGM they wish to vote at, and whose membership has
been endorsed by the current or previous AGM.

General Introduction to the Rules and Regulations
1.1 Mission, Goals and Objectives of Zambia National Equestrian Federation
The Zambia National Equestrian Federation (ZANEF), referred to as the Federation,
is established as a non-political, professionally independent and not for profit
organization that is concerned with Equestrian Sports.
The Mission Statement of the Federation is to provide a caring and encouraging
environment that promotes excellence in all aspects of Equestrian Sport, both in
Zambia and internationally with the welfare of the Horse as paramount.
The overall goal of the Federation is to achieve excellence at all levels and all
disciplines of the equestrian sports by uniting, regulating, promoting and representing
the shared interest of those who enjoy equestrian sport while putting the welfare of
the Horse first.
The objectives of the Federation are to:
1. To represent and coordinate Equestrian Sports in Zambia and strengthen
linkages with the international arena.
2. To promote and advocate for all Equestrian Sport in Zambia.
3. To ensure the highest standards are reached in all disciplines.
1.2 Responsibility of the Federation and its Members
The prime responsibility of the Federation is to ensure that the statutes, Rules and
Regulations of Federation Equestrian International (FEI), the National Sports Council
of Zambia (NSCZ) and other authorities of the Government of the Republic of
Zambia are observed at all times.
The ZANEF Constitution 2014 was approved at the Special General Meeting (SGM)
held on 26th January 2014 thereby establishing a sustainable and accountable body to
represent Equestrian Sport in Zambia. The Federation is registered according the laws
of Zambia, supports the Zambian Government (and its Departments or Agencies) in
any action or endeavour which the Federation considers to be in fulfilment of its
objectives, and to recommend Rules and Regulations or any changes to Rules and
Regulation which, in the opinion of Federation, will better achieve the objectives of
the Federation. The Rules and Regulation that are relevant for Equestrian Sports form
an important part of the Constitution.
The Rules and Regulations of the Federation and their implementation are described
in this document. The Rules and Regulations are supplementary to and in no way
conflict with FEI rules and, in cases of dispute, the relevant FEI rules will apply.
Membership of the Federation is open to any person, or corporate body, or institution,

who applies following protocols in writing to join the Federation in one of the
recognized classes of membership scheduled in the Constitution and whose
membership is approved by the Executive Committee and endorsed at an Annual
General Meeting (AGM).
Every Member of the Federation undertakes to the best of his or her ability to further
and promote the goal and objectives of the Federation and to faithfully observe the
provisions of the Constitution and of any Rules and Regulations described hereunder.
The Federation aims to increase its Membership and standards of equestrian athletes
and Equestrian Sports through Affiliated Clubs. Affiliated Clubs must meet the
agreed criteria described in the Guidelines, should organize and promote the training
and development of their members, riders and officials in all aspects of Equestrian
Sports and agree to uphold and promote standards at local level in accordance with
these Rules and Regulations.
The Rules and Regulations are established so that individual athletes and teams of
athletes from different Affiliated Clubs (and, in the case of International Competition,
National Federations (NFs)) may compete against each other under fair and equal
conditions with the welfare of Horse as paramount. The Rules and Regulations govern
the conduct of all Equestrian Events organized by the Federation or any Organizing
Committees (OC) of Equestrian Events. Although the organization and running of
Equestrian Events is not normally a function of the Executive Committee of the
Federation, but that of the Affiliated Clubs and relevant Organizing Committees
(OCs), all Equestrian Events run under the auspices of the Federation must follow the
appropriate Rules and Regulations.
All athletes must be Members of the Federation (or members of an Affiliated Club at
Entry Level), before taking part in any activity run under the auspices of the
Federation and must follow the Rules and Regulations.
Horse owners must ensure that all Horses taking part in Equestrian Events run under
the auspices of the Federation must be registered and graded in accordance with the
Rules and Regulations. Official representative(s) of the Federation shall be present at
all activities run under the auspices of the Federation and shall be empowered to
ensure that the Rules and Regulations of the Federation are observed either through a
Ground Jury or otherwise.
Responsibilities of the Federation, its Members and Affiliated Clubs are:
1. To ensure that the welfare of the Horse is paramount and that it is never
subordinated to competitive or commercial influence.
2. To ensure that all Affiliated Clubs abide by the
Rules and Regulations when
organizing Events or Competitions.
3. To ensure that any Event is correctly managed by Organizing Committees and
to ensure the implementation of draft schedules are approved by the
Federation.
4. To ensure that the Organizing Committees of Equestrian Events implement
Rules and Regulations and are responsible for ensuring the payment of prize
money in instances in which an agreement has been entered into by the
Federation and Organizing Committee. The Organizing Committee shall take

measures as may be necessary to cover their financial and legal liabilities,
such as guaranteeing the prize money.
1.3
Management and Implementation of the Rules and Regulations
The management of the Federation is vested in the Executive Committee, which
membership is elected by the Members in an Annual General Meeting (AGM). The
Executive Committee is custodian of the Federation’s Rules and Regulations, and as
such is expected to enforce the Rules and Regulations using balanced mechanisms for
dealing with disciplinary and grievance matters.
The Executive Committee may propose Rules and Regulations to be approved by the
AGM, for the carrying out, administration and implementation of the objectives of the
Federation. A record of all such Rules and Regulations is kept by the Secretary of the
Federation and updated regularly in the Rules and Regulations documents, available
on the Federation web site and upon request.
The Executive Committee consists of eight members. The members include a
Chairperson, Secretary, and Treasurer as well as the following:
 Disciplines Representative.
 Public Relations representative.
 Officials and Training Representative.
 Club and Event Coordinator.
 Grading Secretary.
The Chairperson is the legal representative of the Federation and presides over all
meetings of the Executive Committee, the AGM and SGMs. Through the Executive
Committee, the Chairperson implements all the administrative decisions taken by the
Executive Committee and/or Members of the Federation and manages both short and
long term goals of the Federation.
The Secretary is responsible for managing reports, and communications between the
Executive Committee and the Members and for keeping records of proceedings of all
meetings of the Federation and forwarding a copy of the minutes to each Executive
Committee Member and for receiving Protests lodged to the Executive Committee.
The Secretary also ensures that Executive Committee Members and Members are
aware of relevant meetings and ensures all Members are informed of Rules and
Regulation, making these available.
The Treasurer is responsible for managing the financial matters of the Federation
and for developing the annual budget based on the approved 5-year strategic plan and
monitoring its progress.

and FEI. This includes any outcomes from protests that have followed the procedures
described below.
Club and Event Representative encourages national Equestrian Sports clubs or
venues to affiliate to the Federation, assists Affiliated Clubs to coordinate their
activities, and facilitates planning and budgeting activities so that Affiliated Clubs
may promote the training and grass root and youth development of their members and
officials in all aspects of Equestrian Sport. An important role of the Club and Event
Representative is ensuring that Affiliated Clubs understand the Rules and Regulations
and how to follow the procedures described below.
The Grading Secretary is responsible for registration of Horses, Members and
athletes, keeping the grading database and website up to date, and is also responsible
for Horse welfare, clean sport, talent identification and promotion, and end of year
awards. The Grading Secretary ensures that Grading Rules are followed as described
below.

Disciplinary Rules and their Application
2.1
Introduction
The Federation takes seriously any incident that jeopardizes the health, safety and
well-being of any Horse or athlete and one that threatens the shared interests of those
who enjoy Equestrian Sports.
In general, these may include (inter alia):
 Members mistreating horses with any form of cruelty or abuse as defined
above.
 Any actions that may put the health of Horses and athletes at risk.
 Anyone proved to be disregarding the FEI Clean Sport Standards see:

 Behavior (or lack of) that undermines the reputation of the Federation.
 Illegitimate, petty, or personalized attacks between members.
 Inappropriate behavior at Equestrian Events or where the Federation is
represented.
This section describes the general principles of dispute resolution, the disciplinary
actions relevant to different contraventions of the Rules, and the management of
Protests lodged either at an Event or otherwise.
2.2 General Principles of Dispute Resolution
The Federation, its Members and Affiliated Clubs must be able to demonstrate a clear
understanding, application and enforcement of the Federation’s Rules and
Regulations, which are based on those of the FEI Rules of Equestrian Sports and the
process of dispute resolution.
Any person lodging a Protest should, if possible, secure witnesses to the incident and
any other form of evidence, and either bring them to the body (i.e. Ground Jury,
Appeal Committee or Executive Committee) before whom the Protest is lodged, or
obtain written statements from the witnesses, duly signed, together with their names
and addresses.
The Federation uses different mechanisms for dealing with disciplinary matters and
these are described below. Where there are grievances and disputes, the Federation
ensures that the dispute resolution process is fair and balanced by applying the
following general principles:



The Federation may appoint an Appeal Committee who can adjudicate when
disciplinary matters are disputed or grievance matters unresolved.
Before reaching a decision, the Appeal Committee should examine the
available evidence, hear all the parties concerned (provided they are available)
and take into account all relevant material, in every case trying to reach a fair
and equitable decision.
Any decision involving a disciplinary matter should be set forth in writing and
include the reasons for the decision.

Any Member affected by a decision of a disciplinary nature taken by the
Federation or Ground Jury at an Event should be offered, where applicable,
the possibility to submit an appeal to an Appeal Committee.
When decisions are taken against a Member, special attention will be paid to
the appropriate balance between transparency and protection of privacy.
2.3 Procedures to Report and Disciplinary Action in the Cases of Abuse of Horse
or Incorrect Behavior towards an Event Official 1
2.3.1 Abuse of Horses
No person may Abuse a Horse during an Event or at any other time.
Abuse of the Horse is defined as:

to a Horse, including, but not limited to:
 To whip or beat a Horse excessively;
 To subject a Horse to any kind of electric shock device;
 To use spurs excessively or persistently;
 To jab the Horse in the mouth with the bit or any other device;
 To compete using an exhausted, lame or injured Horse;
 To "rap" a Horse;
 To abnormally sensitize or desensitize any part of a Horse;
 To leave a Horse without adequate food, drink or exercise;
 To use any device or equipment which causes excessive pain to the Horse
upon knocking down an obstacle.
Protests for abuse of Horses may be lodged by any person or body at any time.
2.3.2 Incorrect Behavior towards Event Officials
Incorrect behavior means disputing decisions made by any Official connected to an
Equestrian Event, use of inappropriate language, confrontational or aggressive
behavior towards Event Officials or any other party connected with the Event (other
Athlete, journalist, public etc.)
2.3.3 Procedure to Report a Protest
Any person witnessing an Abuse of a Horse must report it without delay.
If an Abuse is witnessed during or in direct connection with an Equestrian Event, it
should be reported as a Protest to an Official and/or the Ground Jury.
If the Abuse is witnessed at any other time it should be reported as a Protest to the
Secretary for referral to the Executive Committee.
If any member lodges a Protest related to Horse Abuse or incorrect behavior towards
Events Officials, the following procedures should be followed. The Federation may
only investigate legitimate concerns if these procedures are followed.

The procedure to report a Protest related to Horse Abuse and incorrect behavior
towards an Official is as follows:
i)
The Protest must be put in writing within a 5-day period of the incident.
ii)
The written report should be submitted in a format provided by the
Federation and includes a description of the incidence with supporting
evidence such as veterinary reports, photographs and signed testimonies
from other witnesses.
iii)
The written report is sent to the Secretary of the Federation. Members
should NOT send any communication related to their concerns to other
Members.
iv)
The Executive Committee assesses and investigates the report within 7
days of receiving it in writing. The Committee decides if welfare of the
Horse safety or any other Federation rules or code of conducts has been
breached.
v)
If this is the case, an Appeals Committee meeting is called and the report
will be fully investigated. Those involved with the case will be given an
opportunity to respond to the concern.
vi)
The Appeals Committee informs the main Committee of its decision on
the protest and the course of action to be taken. The Committee approves
the decision.
vii)
The Secretary to the Federation informs only those involved in the case,
and any action, which will be immediately implemented.
viii) Anonymous communications & third party un-witnessed reports will be
not be acted upon.
2.3.4 Disciplinary Action in Case of Abuse of Horse or Incorrect Behavior
towards an Official
Abuse of Horses in any form (rapping, abnormal sensitization or desensitization of
limbs, banned schooling methods etc.) may entail a fine to the perpetrator and/or the
Horse owner of up to K15,000 and/or a suspension from Competition of a minimum
of three (3) months up to life.
Incorrect behavior towards an Official may entail a fine of K200 up to K10,000
and/or a Suspension of a minimum of three (3) months and a maximum of up to
twelve (12) months.
In cases of Protests made related to incidents, mentioned in paragraphs 2.3.1 and 2.3.2
above, that are made at an Event and which are of a less serious nature, and/or in
cases specified in the specific Discipline Rules, the Ground Jury may decide to issue a
Yellow Card.
2.4 Disciplinary Action in the Case of Protection of Riders2
The use of a properly fastened Protective Headgear will be mandatory at all
Competition arena and warm up venues as well as riding from one to the other and

from the stables for the purposes of competing. Failure to wear such Protective
Headgear where and when required after being notified to do so by an Official, shall
result in a Yellow Warning Card, being issued to the athlete unless exceptional
circumstances apply. The use of cameras on athletes or equipment (such as on
Protective Headgear, head covering or carriage) shall not be permitted, unless
otherwise specifically agreed by the Ground Jury. An athlete’s decision to wear a
camera while competing shall always be voluntary and at the athlete’s own risk.
At an Event, the Ground Jury after consultation with the responsible medical officer
may at any time exclude from further participation in a Competition or an entire
Equestrian Event any athlete who is unfit to continue by reason of a serious or
potentially serious injury, impairment, or health condition.
2.5
Disciplinary Action at an Event or Otherwise under Jurisdiction of
Federation3
2.5.1 Protests Lodged at an Equestrian Event
Protests may be lodged against any person or body involved in any capacity at an
Equestrian Event or any other situation that is subject to the jurisdiction of the
Federation, for either failing to observe the Rules and Regulations including
Equestrian Sport Rules; or for violating the common principles of behavior, fairness,
or accepted standards of sportsmanship, whether occurring during or in connection
with an Equestrian Event or at any other time under the jurisdiction of the Federation.
At an Equestrian Event, the Chairperson of the Organizing Committee of an Event,
recognized Officials, Chefs d’Equipe or, if there is no Chef d’Equipe, by a Person
Responsible for the Team, or the Veterinarian responsible for Horses taking part in
the Equestrian Event may initiate a Protest.
Unless otherwise specified, Protests must be lodged before the end of the period of
the Equestrian Event. See Table 2.1 below. This is true even if the person or body
lodging the Protest is not present at the Event.
2.5.2 Ground Jury and Appeal Committee
Protests related to an Event must first be lodged with the Ground Jury established for
the Event.
The Ground Jury shall consist of a Chairperson and a number of Officials, including
the Judges, of the appropriate categories selected by the Organizing Committee of the
Equestrian Event and approved by the Executive Committee. The Ground Jury is
responsible for the technical judging of the Competitions and for all other decisions
related to the Equestrian Event except where otherwise stated in the relevant Sport
Rules. The Ground Jury must be available throughout the Event and this corresponds
to its period of jurisdiction.

An Appeal Committee consisting of a Chairperson and at least two Members that are
not part of the Ground Jury shall be appointed for Events unless the Sport Rules of the
relevant Discipline provide otherwise. The relevant Discipline Sub Technical
Committee shall appoint a member of the Appeal Committee and the Executive
Committee consulted about the composition of the Appeal Committee.
Lodging a Protest before the Ground Jury at an Event in matters listed below must be
within the relevant time limit and this is a prerequisite to a right of Appeal to the
Appeal Committee.

2.5.3 Fines, Suspensions and FEI Yellow Cards4
The Ground Jury deals with all Protests in the first instance provided that the Protests
relate to matters occurring during or in direct connection with an Event and that they
are presented within the period of its jurisdiction. Where Protests involve veterinary
matters during Events, the Veterinary Representative at the Event is invited to join the
Ground Jury in an advisory capacity.
The Ground Jury may impose the following penalties and sanctions:
1. A Warning.
2. A Yellow Warning Card.
3. A fine of a maximum of K1,000.
4. Elimination and/or Disqualification of an athlete(s) and/or Horse(s) from a
Competition(s) and/or from an Event;
5. Automatic Disqualification for the entire Event of a Horse that was found
to have left the restricted area without permission;

7. In serious cases, immediate disqualification during the Event with a
referral to the Appeal Committee.
The penalty imposed in any given case can consist of a combination of fine,
suspension and disqualification. The amount of a fine and the duration of a
suspension shall be decided according to the circumstances of the case.
For those Protests made for offences listed in Table 2.1, the Chairperson of the
Ground Jury and/or an Official at the Event, must notify the person responsible during
the period of the Event that he will receive a penalty, the notification will be delivered
either by hand or by any other suitable means. If after reasonable efforts the athlete or
the Person Responsible cannot be notified during the period of the Event that he has
received a penalty, the Athlete or the Person Responsible must be notified in writing
within fourteen (14) days of the Event.
Should the same person receive one (1) more Yellow Warning Card at the same or
any other Event within one year of the delivery of the first Yellow Warning Card, the
person shall be automatically suspended for a period of two (2) months after official
notification from the Secretary of the Federation. The recipient of a yellow card has
the right to appeal in writing to the Organizing Committee within 1 hour after receipt
of the yellow card.
All fines imposed are due to the Federation. Any person who has not paid a fine
within thirty (30) days of receiving a demand for payment will be automatically
suspended until the fine is paid. If fines are not paid within ninety (90) days from the
date of issue, interest will automatically be charged at the end of each month at the
rate of 10% p.a. If fines are inadvertently paid to an Organizing Committee or
Affiliated Club or any other person, such fines shall be remitted to the Federation.
2.6 Protests Lodged at any other Time
Protests regarding matters which have not occurred during or in direct connection
with an Event and/or which were not known until after the end of the Event, shall be
lodged with the Executive Committee through the Secretary. Such Protests shall be
filed no later than fourteen (14) days after the end of the relevant Event or the
occurrence of the incident. A case shall be deemed to occur in direct connection with
an Event if it occurs during the journey towards the Event or, after arrival, including
during the period of quarantine, training or acclimatization.
All Protests must be in writing, signed and be accompanied, as the case may be, by
any supporting evidence, including names of witnesses.
Protests to the Ground Jury and to the Appeal Committee shall be presented within
the applicable time limit to the Chairperson of the Ground Jury or the Appeal
Committee, as the case may be. Protests to the Executive Committee shall be sent
within the applicable time limit to the Secretary of the Executive Committee.
The Secretary refers the Protest against any person or body made by any person or
body or on his own initiative, at any time, in regard to any matter to the Executive
Committee.

Procedures for Changing Rules
Members, Officials, Executive Committee members, Affiliated Clubs or any other
relevant associated body may request that these Rules be reviewed. The request must
be put in writing to the Secretary, the Disciplines Representative and/ or the Grading
Representative explaining the reasons for the proposed changes.
Any changes will be discussed by the Executive Committee and any amendments
approved by the AGM or SGM convened for the purpose.
