Summer 2017 Campus Improvements

Chesapeake Union Exempted Village School District is requesting contractor bid packages to
provide facility and campus improvements to be completed between the dates of June 12 th and
August 11th, 2017. The bidding contractors will be required to provide a Design/Build proposal
to address the list of required and optional projects listed in the bid documents provided by the
Chesapeake Union EVSD. The sealed bids will be submitted to the Board of Education Offices
by 12 pm, June 8th, 2017. The District Administration will provide the award of contract on June
the 9th, 2017. Each of the Design/Build proposals will be evaluated based on the grading
metrics listed in the bid document. Bidding Instructions and project details are also listed on

The District will be selecting a General Contractor to complete the listed REQUIRED projects.
The District may choose to authorize the selected GC to complete the OPTIONAL projects. The
District may elect not to complete any of the projects listed and dismiss all bids.
The selection scoring will be based on the Criteria of “Best Bid” and as hereby described:
Each Contractor will submit a proposal listing each requested Project, an Itemized Cost of that
project, a description of the Design basis for the project, and relative Experience with
completing this type of project. Points will be awarded by the selection committee based on a
rating given to each Contractor for each category. Basis of points awarded will be 1 point for
‘Best’ in each category, 2 points for second ‘Best’, and so on.
In the case where a Contractor does not complete a proposal for a specific project, then they
will be awarded 5 points in that category.
Selection of the Contractor will be made based on the PROPOSAL that earns the lowest score
based on the published Bid Evaluation Metrics Grading Sheet.
Project Scope Bid List (5/22/17)
Summer Project Improvement/Repair List:
The following is a list of “Required” and “Optional” projects for improvements listed by facility
location on the campus of Chesapeake Union EVSD:
Chesapeake High School, 10181 County Road 1. - REQUIRED
1. Floor Tile Replacement - replace 400 sq ft of VCT flooring in the varsity locker room(s)
to replace failing existing tiles.
2. Front Door Access System – replace/retrofit existing automation system for handicap
and security access on electronic locking door.
3. Relocate benches – remove (6) metal benches at the exterior entrance of the school. Reinstall these (6) benches over the existing concrete slabs.
4. Asphalt parking lot – provide 1 ½” new asphalt layer to existing parking lot surrounding
the High School. Approximately 58,000 sq ft. Transition areas will be milled to allow for
seaming and proper drainage. 200 lineal feet of concrete gutter curbing at the west
entrance is to be replaced.
5. Patch Asphalt in Stadium parking lot – Cut, remove and replace 800 sq ft of asphalt
failure (3 areas – see print). Area C will require drainage outlet to be installed to relieve
underground water collection.
6. Asphalt Sealing - Approximately 80,000 sq ft of asphalt parking lot at the stadium
parking and north driveway access to the Board Offices will receive crack filling with hot
pour sealant and 100% coal tar sealer with 8% sand. Painting of all existing markings is
to be included.
CHS – OPTIONAL
7. Add Air Conditioning – Provide HVAC solution to add Air Conditioning to the (5) Locker
room areas.
8. Remodel Lobby Restrooms – Provide new plumbing fixtures, divider stalls, and hand
dryers. Repaint ceilings. Specifications by Contractor.
Chesapeake Elementary School – 11359 County Road 1 - REQUIRED
1. Install Fire Alarm Siren - Add new audible notification device to the existing Simplex fire
alarm system located in the main building. Notification is for the Modular classroom.
2. Install Washer and Dryer - Install plumbing, electric, and venting systems required to
provide washer and dryer appliances in the main mechanical room. Appliances to be
included in the price.
3. New Carpeting – Remove existing carpeting in the Library and install new commercial
grade carpet including new rubber base material. Existing bookshelves will need to be
removed and reinstalled to complete installation.
CES – OPTIONAL
4. Replace existing rubber base throughout the hallways with owner specified color
(purple).

Chesapeake Middle School – 10335 County Road 1 – REQUIRED
1. Repair Stone Façade – Repair masonry joints of limestone wall caps, and flashing points
on roofing; both of which are leading to water damage and infiltration to the wall and
ceiling systems at the entrance of the building.
2. Replace Plumbing components – Replace (8) urinal fixtures complete with new autoflush devices.
3. Floor Tiles – Replace 320 VCT floor tiles throughout the building, due to cracking. Tiles
to ‘best match’ the existing tiles.
4. Baseball field repair - Provide repairs to existing outfield fence in order to stabilize
fence posts and improve water drainage from this area.
5. Library annex room - Provide construction services to create the division of the existing
library area in order to provide for a 400+ square foot annex work room. This room will
be accessed by door 115E. This project will include provisions for HVAC, lighting, and
additional electrical outlets and low voltage communication wiring. Casework will need
to be removed and reinstalled at the direction of the building principal.
6. Asphalt Sealing - Entire asphalt area around the building will receive crack filling with
hot pour sealant and 100% coal tar sealer with 8% sand. Painting of all existing markings
is to be included.
Transportation Building – 10395 County Road 1 - REQUIRED
1. New Bus Heater Stations - Remove existing electrical accommodations for bus block
heaters. Provide new code compliant electrical stations at locations that will allow for
overnight plug-ins on up to 12 busses. System should allow for energized control
application on outside air temperature and time of day scheduling.
2. Chip and Seal parking lot - Grade and fill existing gravel/asphalt parking lot. Topcoat lot
with hot asphaltic cement to be applied with stone chip topping.
