STRATEGIES FOR YOUTH POLICY IN MUNICIPALITIES MAIN STEPS Propositions for discussion Przemyslaw Kulawczuk, University of Gdansk, Elbląg 21-23.03.2017 CaSYPoT – Capacity Building for Strategic Youth Policy and Transnational Cooperation • Diagnosis of existing situation • Indicating problems (needs) to be solved (satisfied) by the policy • Generating alternatives to satisfy needs and solve problems • Design of optimum policy choice / draft policy • Testing/Verification of the solutions of policy / final version of policy • Policy implementation • Impact evaluation BUILDING STRATEGY OUTLINE • Survey of the youth based on Swedish diagnostic instrument • Adaptation of the instrument to local conditions • Pilot study among the youth • Correction of the instrument • Main survey among the youth • Data analysis • Description of the existing situation • Conclusions from the survey: at least indication of the key problems, development needs and directions for improvement DIAGNOSIS OF EXISTING SITUATION • Justification of the problems/needs validity with the youth (e.g. panel discussion) • Confirmation what problems/needs are really important • Adding new areas for intervention (result of discussion) • Building a fixed list of problems/needs to be satisfied by the policy INDICATING PROBLEMS/NEEDS TO BE SOLVED/SATISFIED BY THE POLICY • Review of the best practices • New ideas and opportunities characteristic for given countries (brain storming and other methods) • Analysis what can be adopted from the other countries • Listening to the proposition of the youth (they know better) • Listening to propositions of parents, teachers, other persons involved in taking care over the youth GENERATING ALTERNATIVES TO SATISFY NEEDS AND SOLVE PROBLEMS • List of the key solutions and instruments • Set up criteria what is the most important and the most urgent • Create the list of solutions and instruments based on priorities • Verify resources available for the solutions and instruments (financial and organizational skills) • Create the list of solutions and instruments which can be responsibly financed or organized • Describe solutions and instruments in dimensions of: how they work, how to organize them, time, resources, planned results • Preparation of the draft policy (description of measures, responsible units, resources, timing, results) DESIGN OF OPTIMUM POLICY CHOICE • Verification of policy measures among the youth • Collection of remarks and proposition for improvements • Preparation of the corrected, final version of the policy TESTING/VERIFICATION OF THE SOLUTIONS OF POLICY • Designation of responsible person (persons) for the youth policy and assignation of tasks • Division of tasks between responsible persons • Implementation of program activities accordingly to the schedule • Monitoring the results in time frames • Constant improvement and correction of actions to achieve policy goals POLICY IMPLEMENTATION • Summarizing results of on-going monitoring • Design of impact dimensions • Design of impact measurement instrument (questionnaire, statistical analysis of crime rates, educational achievement tests etc.) • Conducting impact evaluation • Draw conclusions and suggestions for the following diagnostic period IMPACT EVALUATION Thank you!
