The effects of the proposed activities therefore need to be individually assessed against objectives and policy to determine the appropriateness of the activity, and any conditions and/or restrictions that may apply. Approval for discretionary activities is not guaranteed. Consideration of applications will not begin until the appropriate application fee has been received. Application fees are non refundable. Discretionary activities include but are not limited to: - All activities, including filming and still photography, which generate gain or financial reward for a group or individual; and/or - Any activity occurring on a designated site that does not meet the site conditions of use; and/or - Large scale or complex activities or events; and/or - Activities requiring temporary and/or permanent telecommunication and radio communication stations; and/or - Activities involving aircraft; and/or - Activities involving dogs, horses, vehicles and commerce undertaken on scenic reserves which are not specifically provided for in the Regional Parks Management Plan; and/or - Any activity occurring on a non-designated site that is not provided for in section 37.0 of the Regional Parks Management Plan. - Activities not allocated or described elsewhere in this schedule. Note: Discretionary Activities do not include those activities that occur within the conditions placed on designated sites, i.e. A Christmas party on Designated Site 5 at Long Bay Regional Park. Where such an activity occurs it should be charged as per the controlled activity charges in section two of this schedule. Manager Regional & Specialist Parks or any duly authorised officer of the AC acting with appropriate delegated authority will assess all discretionary activities on a case-by-case basis. 14 Charges for Discretionary Activities consist of five components outlined below: Component one: All discretionary activities will incur an application fee as per the application fee table outlined. Plus; Component two: The actual and reasonable costs of processing the application including public notification and hearing where these costs exceed the application fee. Any applicable monitoring costs. Component one + Component two Plus; Component three: All applicable site and/or facility costs. + Component three Plus; + Component four Component four: Bond (applicable if activity has potential of having adverse effects on other users, park environment and/or facilities). Plus; + Component five Component five: Concession, use or market fees/ costs where applicable. Applications for consideration of waiver or abatement of costs incurred over and above the application fee maybe considered in some circumstances such as when there is a direct benefit to the park or the community, educational benefits or there is increased provision of recreation opportunities. Any such applications will require a formal application to be made. Cost associated with processing, notification and hearings, where these are greater than the deposit paid, may be on charged to the applicant on a monthly basis during the course of a prolonged application process. And no adverse impacts have resulted from the activity-taking place. Bond refunds will be discussed at conclusion of the activity.
