Job Summary
This is a 3 year fixed term contract to, as part of a team, deliver the role of
Quantity Surveyor for the delivery of maintenance to approximately 5,800
social housing properties. This is delivered through a mix of partnering
contracts, measured term and minor works predominantly using the JCT suite
of contracts.
In addition to transfer quantity surveying skills and knowledge to contract
surveyors.

Specific tasks and responsibilities
1. Support
Provision of construction and maintenance cost advice
Assist on contract procurement
Advising on the best method of pricing contracts
Analysis of tenders and preparing tender reports at all stages of
procurement
Attendance at design team and progress meetings as necessary
Liaise with external consultants and monitor their outputs
2. Preparation of documents
Preparation of estimates and cost plans in line with brief
Preparation of standard documentation – reports, valuations, letters,
financial statements etc
Preparation of tender documents as required by procurement choice

Prepare valuations and financial statements, re-measure as necessary and
adjust variations
Measurement of completed works on site
Issue contract certificates and notices in accordance with the contract
terms.
Validation and evaluation of claims
Providing VFM statements or benchmarking
Assist in settlement of construction disputes and prepare and agree final
accounts
. Contract Management
a) To be responsible for the supervision and control of designated works
within property services in accordance with current legislation or good
practice.
b) Work in close conjunction with the support team to prepare working files
and provide the necessary paperwork and information to achieve deadlines
and organised fashion.
c) Undertake financial and progress monitoring of contracts at regular
intervals and provide weekly and monthly reports or as required. Major
contracts to have monthly, minuted meetings with the contractor and
consultant.
d) Provide project-monitoring returns to the head of asset management.
e) Ensure that file records are maintained suitable for audit review purposes.
f) Attend pre-contract, pre-commencement and site meetings as the
supervising officer in respect of self raised contracts/projects.
g) Undertake supervisory duties on contracts from initiation to satisfactory
completion of the works. Liaise with housing staff to ensure that they are
properly briefed on all aspects of the contracts. Put in place and manage
systems that ensure the effective identification and timely correction of
defects.
h) Ensure that information gained on defects is used to improve the
specification of items for future contracts.
i) Ensure compliance with current legislation including but not exclusively;
health & safety, CDM regulations, Party Wall Act, Gas Regulations, British
Standards, Codes of Practice, Building Regulations, Construction
Regulations, Decent Homes and any other specialist trade and/or
professional codes of practice which are relevant to Selwood Housing’s
projects.
5. Knowledge transfer
Work with contract surveyors to develop cost management and general
QS skills
Mentor contract surveyor who will be undertaking professional QS training

Provide the highest quality services incorporating best standards
and practice and work to continually improve standards promoting
Selwood Housing to its tenants, clients and those seeking
assistance from Selwood Housing.
Deal with complaints and concerns from tenants, clients, members
of the public, and those seeking assistance from Selwood Housing
referring more complex or unresolved matters to the Head of asset
management.

General
To work within Selwood Housing’s performance management and Human
Resource Policy framework, including SMART annual management plans,
appraisals, 1:1s
To assist the head of asset management and head of procurement to help
ensure corporate plan and annual management plan targets are achieved
Ensure that all work activities are carried out in accordance with Selwood
Housing’s policies and procedures, Standing Orders and Financial
Regulations and the Housing Regulator’s requirements.
Implement positively and ensure compliance with Selwood Housing’s
Policy, Procedures, Codes of Practice and Initiatives relating to equality
and diversity and Health & Safety.
Maintain an awareness of technical developments and Housing standards
and ensure that these are fed into Selwood Housing’s policies and
specifications.

Flexibility
The post holder may be expected to work a variety of tasks and may be
allocated to any of the services within Selwood for short periods or on a
permanent basis.
No job description can cover every issue which may arise within the post
at various times and the post holder is expected to carry out other duties
from time to time which are broadly consistent with those in this
document.
