– For an UL transmission scheme without grant
• at least semi-static resource (re-)configuration is supported
– FFS: The resource configuration includes at least physical resource in time
and frequency domain and RS parameters
– Higher-layer signaling could be similar to Rel-8 LTE SPS
– FFS: MCS
RAN1#88 agreement
– For UL transmission without grant,
• The resource configuration includes at least the following
– Time and frequency resources, FFS: including resources for repetitions,
implicitly or explicitly
– Modulation and coding scheme(s), possibly including RV, implicitly or
explicitly
– Reference signal parameters
– FFS: Details
– FFS: The number of repetitions K
– FFS: Whether multiple number of K can be configured to one UE
– FFS other parameters
Background
• RAN1#89 agreement
– If network configures, UL data transmission without UL grant can be
performed after semi-static resource configuration in RRC without L1
signaling
– If network configures, L1 signaling for activation/deactivation and/or
modification on parameters for UL data transmission without UL grant can
be applied
– RAN1 is discussing whether the mechanism to distinguish UL SPS and UL
data transmission without UL grant is necessary.
– “semi-static resource configuration in RRC” agreed by R1-1709537 includes
UE-specific semi-static configuration for RS.
Background
• RAN1#88 agreement
• For UE configured with K repetitions for a TB transmission with/without
grant, the UE can continue repetitions (FFS can be different RV versions,
FFS different MCS) for the TB until one of the following conditions is met
– If an UL grant is successfully received for a slot/mini-slot for the same
TB
• FFS: How to determine the grant is for the same TB
– FFS: An acknowledgement/indication of successful receiving of that TB
from gNB
– The number of repetitions for that TB reaches K
– FFS: Whether it is possible to determine if the grant is for the same TB
Functionality of L1 signalling
• At least following functionality of the L1 signalling is supported
– Activation/Deactivation
– Modification of parameters configured by RRC
• For example at least following parameters are common in the RRC
configuration and L1 signaling
– One physical resource including following
» Time domain resource allocation for one transmission
» Frequency domain resource allocation in terms of RB(s) or RBG(s)
» UE-specific DMRS configuration
– MCS/TBS
– Switch to grant-based re-transmission for the same TB
• Companies are encouraged to provide detailed methods to determine the grant is
for the same TB
– Companies are encouraged to provide analysis to prove the benefits of
supporting an acknowledgement/indication of successful receiving of that TB
from gNB in next meeting
Formats of L1 signalling
• Select from following two options to achieve each of
the L1 signalling functionalities in next meeting
– Option 1: UE-specific DCI (UL grant)
– Option 2: Group common DCI
• FFS the monitoring occasions for the L1 signalling

• At least for UL transmission without UL grant and without L1
activation/deactivation signalling, the RRC (re-)configuration for a set of
resource and parameters includes at least the following
• Transmission interval, where the minimum value can be one slot or one mini-slot
• One physical resource including following
• Time domain resource allocation for one transmission
• Frequency domain resource allocation in terms of RB(s) or RBG(s)
• UE-specific DMRS configuration
• At least one physical resource can be configured for one UE within the transmission
interval
• FFS multiple physical resources can be configured for one UE within the transmission
interval
• Note:
• At least repetition can be performed on the same physical resource defined
above
• FFS multiple physical resources can be configured for the K repetitions, where
K>1

• At least for UL transmission without UL grant and without L1
activation/deactivation signalling, the RRC (re-)configuration for a set of
resource and parameters includes at least the following
• Other transmission related parameters:
• An MCS/TBS value
• Number of repetitions K
• Power control related parameters
• FFS: HARQ process related parameters
• FFS: Possible RVs related parameters for repetitions
• FFS: Possible hopping related parameters including enable/disable
configurability
• FFS: Possible ACK feedback related parameters
• FFS other parameters
• Multiple sets of resource and parameters can be (re-)configured for each
UE
