POSITION OBJECTIVE:
This position will positively contribute to the operational success of the Property team in providing
accurate and timely property, customer and rate valuation data.
THE CITY OF GREATER GEELONG:
The City of Greater Geelong is one of the largest local government areas in Victoria. The City
provides 129 services to the municipality which has a population of around 225,000. The City has
an annual budget of $402 million and employs over 2600 staff. It also utilises a large number of
volunteers. The organisation has five divisions: Community Services; Strategy and Performance;
Planning and Tourism; City Services, Projects, Recreation & Central Geelong.
Geelong:
Located 75 kilometres from Melbourne, Geelong is Victoria’s second largest city and is renowned

KEY RESPONSIBILITIES:
This is a multi-skilled position, performing a variety of tasks within the Property team. The
effectiveness of the position will be determined according to the quality and the quantity of outputs
produced, including the following:
1. Accurate, timely and up-to-date creation and maintenance of records including:
• Subdivisions.
• Property splits.
• Street numbers
• Property data sets.
• Valuations for rating purposes.
• Base rate account.
• New and existing customers.
• Voter details.
2. Carry out routine property and administrative functions including:
• Day-to-day activities for administration of municipal property files.
• Maintenance of computerised data records in accordance with legislation, policy and
procedure.
3. Provide a positive contribution to clear and effective communication to all external and internal
customers’ enquiries.
4. Make a positive personal contribution to the successful operation of the Property team by
participating in the development of it into an efficient, effective and customer-focused team
operating as a business unit with a strong commercial focus.
5. Complete administrative functions in an accurate and timely manner including the use of
computer systems.
6. Adherence to all Council’s policies and procedures as relevant to this position.
7. Carry out other duties as deemed reasonable and appropriate to the role as directed from
time to time.
KEY SELECTION CRITERIA:
Essential:
1. Understanding of property transactions, titles and tenure, subdivision and building permit
processes.
2. Understanding of legal and compliance issues.
3. Practical experience in property management.
4. Ability to work within a team environment requiring accuracy and adherence to timelines.
5. Proficiency in the use of personal computer and relevant system software.
6. General office skills including filing, word-processing, maintenance of databases and record
keeping.
7. Strong Interpersonal and communication skills.
8. All candidates should display integrity, responsibility, respect for others and the ability to be
innovative.
Desirable:
1. Experience with Pathway, MS Word and Excel.
ACCOUNTABILITY AND EXTENT OF AUTHORITY:
•
Contribute to the efficient and effective output of tasks allocated by the Property and
Valuations Supervisor in accordance with the team’s procedures, customer needs and
nominated timeframes.
•
The work is governed by specific guidelines, however initiative and discretion is expected in
the application of the guidelines.
•
Make a positive contribution to the operation and success of the area including process
improvement and a commitment to quality.
•
This position is required to interact with customers and provide feedback to ensure the highest
level of service is maintained at all times.
•
Accountable for creating and capturing accurate and complete records of the business
activities related to this position, in accordance with approved policy and procedures. This is
applicable to both hardcopy and electronic information, including email.
JUDGEMENT AND DECISION MAKING:
•
The position involves the completion of allocated tasks.

The objectives are well defined, with the incumbent able to make decisions on the
methodology within the constraints of authorised practices.

SPECIALIST SKILLS AND KNOWLEDGE:
•
Proficiency in the use of computerised property and customer systems, personal computers
and associated software.
•
Intermediate level Microsoft applications – Excel and Word.
•
Accuracy with keying and matching data.
•
Ability to read maps and locate properties.
•
An understanding of the principles and practices which relate to the Local Government Act and
other relevant acts and regulations with specific reference to rating and property management.
•
An understanding of the Property unit within the organisational context and its goals.
•
An appreciation of the goals of the wider organisation.
MANAGEMENT SKILLS:
•
Efficient and effective planning and use of own time in the setting of priorities to achieve
specific and set objectives within set time-frames.
•

• High level oral skills to enable clear and effective communication with staff and clients to assist
with enquiries and to pass on information and instructions.

QUALIFICATIONS AND EXPERIENCE:
In addition to those listed in the key selection criteria:
• Satisfactory completion of VCE.
• Several years experience in maintaining property, customer and valuation data.
SPECIFIC HEALTH AND SAFETY REQUIREMENTS:
•
A pre-employment medical examination may be required.
•
Participate, where required, in the reporting of health, safety and wellbeing issues.
•
Demanding deadlines.
•
Prolonged periods of in-activity i.e. sitting at the computer.
•
Regular keyboarding associated activities.
•
Long / short distance travel between sites as necessary.
•
Dealing with difficult clients and situations.
SPECIAL CONDITIONS:
•
Employment is subject to the presentation of documentary evidence of the right to work in
Australia.
•
A National Police Records check may be required throughout your employment with Council.
•
A current Victorian driver’s licence is essential where the need to drive a Council vehicle is
required.
