The Goals of the Cook Islands Tourism Investment Strategy are to; Provide recommendation on sustainable tourism indicators required to formulate a robust criteria for new investment. This will become a core part of the investment strategy Identify viable tourism investment opportunities for both new investment and reinvestment, which is to include its capital outlay and prioritisation in the order of meeting the destination’s needs Develop a Cook Islands Tourism Prospectus document, that becomes the selling tool for sales missions to investor groups or private (one on one) investor meetings Facilitate the streamlining of Government investment processes and identifying of Government investment incentives, which will form an integral part of the Cook Islands Tourism Prospectus document The Outcomes of the Cook Islands Tourism Investment Strategy is to; Grow quality and viable tourism investment that will benefit the economic development of the Cook Islands, within the means of the sustainable tourism platform identified Position the future growth of the tourism sector in a way that is economically viable, environmentally sustainable and culturally acceptable Strengthen the product offering in the accommodation sector that can assist Government strategies such as the airline underwrite programme for long haul route development Sharpen the competitiveness of the Cook Islands against other competing destinations D5 - Te Tarai Vaka Cook Islands Activity Terms of Reference Template 1 Outputs Please complete this output table with careful attention on tasks and where applicable, due dates. This should not exceed 5 pages. Example 2 It is expected that the successful supplier will have representatives in Rarotonga throughout the assignment. The supplier will be hosted by Office. An outline of proposed methodology should be included in the proposal by the supplier in response to this Terms of Reference. All existing documentation will be made available to the supplier during the tenure of the assignment. Example 3 The Project Manager is free to submit their own project management methodology, but will be required to abide by the Cook Islands Government Public Sector Code of Conduct in particular to carry out their duties in a professional, transparent, participatory and culturally appropriate way. Expected Competencies Example It is expected that the supplier will have the following key competencies: Comprehensive understanding of the energy sector and in particular the technicalities of the generation and supply of electricity; Competency in economic and/or commercial analysis; Proven familiarity with the generation and supply of electricity to small communities, including the appreciation of the logistical challenges of working in isolated communities. Experience of governance structures in the energy sector.
