Terms of Reference
Overview
The Cornwall and IOS Drug & Alcohol Action Team (DAAT) is the partnership
responsible for setting the local strategy and implementing both the National
Drugs Strategy and the National Alcohol Strategy.
Vision and underpinning principles
To provide the highest quality substance misuse treatment service, locally
delivered to meet the needs of people affected by drugs and alcohol.

Service developments will put the service user at the centre of any
new developments
Services should be delivered as close to the service user’s residence
as possible
All services must be safe, effective, accountable and work within
an explicit governance framework
Services will be based upon evidence-based practice
Planning and delivery of drug and alcohol services will address both
simultaneously as much as possible
The Drug and Alcohol Action Team will ensure that services are cost
effective and evidence value for money
Integration & Partnership
Cornwall and IOS DAAT acknowledges drug and alcohol use and the
problems the use causes to individuals, families and communities are
interrelated and do not occur in isolation to other social and health related
issues. The DAAT recognises that the full range of interventions, from
preventative to complex solutions to tackle drug and alcohol issues must be
through effectively managed joint action and agreed care pathways
between partner agencies and in conjunction with service users and local
communities. Joint action will enable the partnership to more effectively
meet individual agency and joint targets.
Equality and Diversity
Equality, fairness and diversity are fundamental to the value base of the Drug
and Alcohol Action Team Board which will promote equality of opportunity

and ensure the diverse needs of all people requiring drug and alcohol
treatment are met, regardless of gender, race, disability, age, sexual
orientation, religion, belief or any other factor. The Board supports the
principle of equality of opportunity in employment, opposes discrimination
and is committed to the principle of achieving equity of access to and
provision of, services across the County. The Board will work with within the
current legislative framework.
Safeguarding children and vulnerable adults
The Drug and Alcohol Action Team board will ensure that safeguarding
children and vulnerable adults is at the core of service delivery. The Drug and
Alcohol Action Team will participate as members of the Safeguarding Adults
Board and Safeguarding Children’s Board and their task groups.
Role of the Board
o To set the strategy of the Drug and Alcohol Action Team through the
preparation of plans to ensure targets and objectives are being met,
including those of partner organisations
o To ensure DAAT performance meets targets and objectives, including
those of partner organisations
o To approve the strategic needs assessment
o To approve DAAT Adult Treatment Plan, Young People’s Treatment
Plan, local alcohol strategy
o To approve commissioning strategies for adult drug and alcohol users,
and young people
o To sign off DAAT Annual Accounts
o To approve other strategic documents
o To ensure that the functions of the DAAT Board (as defined above) are
embedded into the new public health structure
Meetings
The Board will meet at least once a quarter
Governance and Reporting
The Drug and Alcohol Action Team will operate within a governance
framework defined by the PCT
The DAAT Board is accountable to the following at national and local level:

Department of Health (DoH) – delivery of National Drug Treatment
Targets, monitored via NTA
The Health and Well Being Boards for Cornwall and the Isles of Scilly for
agreed Public Health Outcomes
Department for Children, Schools and Families – delivery of targets for
reducing drug and alcohol use amongst young people, monitored via
NTA
Safer Cornwall Partnership for delivering local targets on drug and
alcohol misuse for adults and young people

Partner organisations – delivery of appropriate (i.e. within scope of
DAAT remit) drug & alcohol targets specific to individual organisations
(i.e. DRRs – Probation)

Secretariat
The Drug and Alcohol Action Team administrators will take minutes and
circulate papers.

The Chair will be chosen annually at the December meeting

Conduct of Business
o Board members will attend meetings or send their representative) and
will be mandated to fully represent and action relevant issues within
their own agencies as may be recommended by the Board.
o Decisions on actions will normally be reached by agreement of the
members present.
o The meeting will observe the requirements of the Freedom of
Information Act 2000.
o Drug and Alcohol Action Team Board papers will be placed on the
website

Papers and reports will be prepared for member organisations as
required. Board members will report Drug and Alcohol Action Team
business to their home organisation.
Exit strategy
The Board will review the TOR annually.
The Board can be dissolved or reconfigured by agreement of the Drug and
Alcohol Action Team Board and Safer Cornwall Board.
