February 2013 TIP OF THE MONTH For Coaches and Compliance Hosting High School Events SCHOLASTIC High school, preparatory school and two-year-college athletics contests or matches, conducted by a member institution or sponsored jointly with an outside organization and held on the campus of a member are allowed as well as an institution’s athletic department staff including coaches can administer and attend provided the following conditions are met: Team Sports Individual Sports The opportunity to participate in the event is not limited to specific educational institutions and all educational institutions in a specific geographical area are eligible to compete (limited only by number, by institutional classification or on the basis of some objective standard of performance); Each participant represents his or her educational institution in the event (no nonscholastic team representation); and No financial compensation (e.g., transportation, expenses, guarantee, percentage of income) from the event may be provided to the educational institutions. The opportunity to participate in the event is not limited to specific PSA or educational institutions and all individual PSA or educational institutions in a specific geographical area are eligible to compete (limited only by number, by institutional classification or on the basis of some objective standard of performance); A participant may compete as an individual or may represent his or her educational institution or a nonscholastic team; and No financial compensation (e.g., transportation expenses, guarantee, percentage of income) from the event may be provided to an individual, educational institution or nonscholastic team. NONSCHOLASTIC An institution including any institutional department staff shall not host, sponsor or conduct a nonscholastic men’s/women’s basketball practice or competition in which PSAs participate on its campus or at an off-campus facility regularly used by the institution for practice and/or competition by any of the institution’s sport programs. Exceptions: May host basketball related events that are part of an officially recognized state multisport event. May host, sponsor or conduct a nonscholastic event that involves basketball PSAs, provided it is an open event and all participating basketball PSAs reside within a 50-mile radius of the institution's campus. May host, sponsor or conduct a nonscholastic event that involves basketball PSAs that is part of a program consistent with the mission of the institution (e.g., state wellness and educational programs). May host, sponsor or conduct an ancillary event that is part of a non-athletics program (e.g., Girl Scouts) and is conducted without the involvement of athletics department staff. APPLIES TO BOTH: The institution’s facilities may be used for physical activities of PSAs if the institution's athletics department staff members or representatives of its athletics interests are not involved in the conduct, promotion or administration of the activity (other than activities incidental to supervising the use of the facilities) and are subject to all applicable NCAA recruiting legislation During a dead period, it is not permissible for an institution's coaching staff members and/or individuals with sport-specific responsibilities to be involved in any manner in the conduct or administration of a campus event involving prospects (as permitted under NCAA tryout exceptions). The facility may only be rented out as it normally would for a high school, preparatory school or two-year college contest. If a state association would like to rent out the facilities for a state championship event, then it is permissible to rent out the facilities at a reduced rate. It is permissible to host a high school, preparatory school or two-year college contest in conjunction with an institution’s intercollegiate contest (other than the sports of basketball, football, gymnastics and volleyball) provided it is regularly scheduled and approved by the appropriate high school authority, there is no compensation provided to the high school, and the only expenses received by the institution are the operation and maintenance of the facility. An intercollegiate contest may be scheduled on the same day as a high school, preparatory school or two-year college contest without being considered ‘in conjunction’ if the college and high school, preparatory school or two-year college events are conducted in separate sessions, separate tickets are sold for the events, and the playing facility is cleared between the contests. The institution may advertise the event, as well as the names of the participating teams, through normal media outlets used, but may not publicize the appearance of any specific PSA and may not use individual or team photographs to advertise for the event. An institution may not host, sponsor or conduct a tryout camp, clinic, group workout or combine devoted to agility, flexibility, speed or strength tests for prospective student-athletes at any location even if it is in conjuction with a high school event. An institution's staff members may only attend (subject to sport-specific restrictions) such an event sponsored by an outside organization if the event occurs off the institution's campus and is open to all institutions.
