27 October 2016 Draft Community Rolling Action Plan (CoRAP) update for years 2017-2019 The draft plan is an annual update of the current CoRAP 2016–2018 and covers the years 2017-2019. It contains substances suspected of posing a risk to human health or the environment. Substance evaluation is the process under the REACH Regulation (EC) No 1907/2006 (Articles 44 to 48) that allows for clarification of such potential risks. The draft plan introduces 117 substances that are proposed for Member States (MS) review under the substance evaluation process. It contains 22 substances newly allocated to the MSs and 95 substances already included in the CoRAP update published on 22 March 2016. The substances are tentatively divided for evaluation in years 2017, 2018 and 2019. At this stage it includes the non-confidential substance names, CAS- and ECnumbers, the initial grounds for concern and the contact details of the MS who intends to conduct the substance evaluation. The draft plan has been prepared in close cooperation with the MSs, taking into account the criteria for selection of substances1. The MSs have also proposed substances based on national priorities. In many cases the initial concerns are related to PBT2-properties, suspected endocrine disruption, or carcinogenic, mutagenic and reprotoxic properties in combination with wide dispersive use or consumer uses. In general, the uses of these substances cover various areas and are not limited to particular industrial, professional or consumer uses. To assure a consistent approach in evaluation of structurally similar substances, the substance evaluation process for identified structural similar substances will be preferably performed by one MS in one evaluation year. In case two or more MSs will evaluate a group of substances they should collaborate to assure consistent approach in the evaluation process. The draft plan has been submitted on 13 October 2016 to the Member State Competent Authorities and the ECHA Member State Committee. The Committee will prepare an opinion on the draft CoRAP update in February 2017. On the basis of the Committee’s opinion ECHA will adopt by the end of March 2017 the final CoRAP update for 2017-2019. The final CoRAP update 2017-2019 will also indicate a justification document for each individual substance. By publishing this draft now ECHA wishes to inform the stakeholders of the progress made and to facilitate early communication between the involved registrants and the relevant evaluating Member State. 1 Selection criteria to prioritise substances for Substance Evaluation (2011 CoRAP selection criteria) http://echa.europa.eu/doc/reach/evaluation/background_doc_criteria_ed_32_2011.pdf 2 PBT: Persistent, Bioaccumulative and Toxic 1 Public version of the draft Community Rolling Action Plan submitted to the Member State Competent Authorities and the Member State Committee 27 October 2016 Year 2017 2017 2017 2017 SEv year has changed n/a n/a no no Member State Belgium Belgium Denmark France EC Number 202-532-0 CAS Number 96-76-4 Substance public name 2,4-di-tertbutylphenol Initial grounds for concern (*) suspected CMR, potential endocrine disruptor, wide dispersive use, consumer use 211-989-5 732-263 2,4,6-tri-tertbutylphenol suspected PBT, exposure of environment 253-057-0 3648357-5 2,2-dimethylpropan1-ol, tribromo derivative suspected C, suspected M n-butyltin trichloride suspected M, suspected R, suspected PBT/vPvB, wide dispersive use, exposure of environment, consumer use, exposure of workers, high (aggregated) tonnage 214-263-6 111846-3 Source Member State contact details already in CoRAP Federal Public Service Health, Food Chain Safety and Environment;
