The group must produce an income and expenditure statement at the end of its reporting year if it
received over £12,500 (in money or in kind) from outside Parliament in its reporting year. The
group must approve this income and expenditure statement at a General Meeting (normally an
AGM). It must then publish the statement on its website or, if it has no website, must instead
make the statement available on request to anyone who asks for it. You can find detailed
requirements for income and expenditure statements, including a proforma, in the Guide to the
Rules on APPGs.
No group is required to produce a statement for any reporting year which ended before 7 May
2016.

 The group must have at least four officers;
 Each of the group’s officers must be either an MP or Peer and must be elected at a General
Meeting of the group (eg at an AGM or EGM);
 At least two of the group’s officers (including the Chair, who must also be the group’s
Registered Contact), must be MPs;
 At least one officer must be from the government party or parties and at least one from the
main opposition party;
 Groups may appoint Peers to any position (including co-chair) - except for that of Chair and
Registered Contact.
NB: If you have not assigned a specific role (eg Secretary) to an officer their role will be recorded
simply as ‘Officer’ on the Register of APPGs.

The information you are required to register following an AGM is covered in sections 2-5 above.
The group must register throughout any other changes needed to its current register entry within
28 days of the change occurring (eg within 28 days of the group receiving a donation of
registrable value). The Guide to the Rules on APPGs contains full details on what is registrable.
Secretariat support
If in the ‘benefits’ section of the group’s current register entry the group has named a secretariat,
the entry will show the start and end date relating to the provision of secretariat services.

If the end date has now passed and the secretariat is still working for the group, register a
new start, new end date and a new estimate of the financial value of the staff time to be
provided within the period covered, which is usually a year. Alternatively, if the registered
secretariat has now ceased working for the group please tell us the date on which they ceased

doing so, and provide a revised estimate of the financial value of the staff time provided
between the start date on the register and the actual end date.
If a brand new secretariat has been appointed, register a start and end date for this and also
an estimate of the financial value of the staff time to be provided in the period covered, which
is usually a year.
