Sustainable Urban Mobility Plan Bucharest-Ilfov 2016-2030
a strategic document
a policy development tool for addressing
the mobility needs of individuals and
businesses to improve the quality of life
while contributing to achieving European
goals of environmental protection and
energy efficiency.
Its implementation will ensure the
implementation of European concepts of
planning and management for sustainable
urban mobility adapted to the specific
conditions of the Bucharest - Ilfov and
includes a list of measures / projects to
improve mobility in the short, medium
and long term.

Environmental Quality
Green space per capita in Bucharest is situated slightly below
European norms (23.21 sqm / inhabitant vs. 26 square meters /
inhabitant required).
Groundwater presents quality deterioration: a quarter of the
groundwater monitored in Bucharest Ilfov region presents exceeded
threshold values for certain pollutants and 7 communes are classified
in the national list of vulnerable areas to nitrate pollution.
Increasing demand for drinking water in the Bucharest Ilfov (34%
compared to 2005) is not covered by the existing distribution
capacity.
Collection, selection and storage of waste is undersized to waste
production recorded in the region.

Air pollution – local effects
Residential areas are in close proximity to industrial and traffic
areas in Bucharest (Ilfov county receives these emissions by
dispersion)
the existence of multiple pollution sources with different intensity
and unequal distribution
Vehicle traffic is a major source of pollution, especially along
national network that connects Bucharest and heavy car traffic on
the beltway, etc.

Supporting efficient energy use by companies to make
contributions both in terms of competitiveness and

Emphasis on rehabilitation and modernization of production of
thermal energy and electricity in the process of high efficiency

Construction
In Bucharest, during 2005-2011 the
number of dwellings has increased steadily:
in 2011 there were approx. 1.6% more
housing than in 2005 (with more than 12918
dwellings).
 Approx. 97.9% are privately owned, 9.4%
of the total housing nationwide are in
Bucharest.
In Ilfov County, the number of existing
households was still growing, with 24%
more housing in 2011 than in 2005 (with
more than 25 495 dwellings).
Of the total, 88.4% are privately owned,
less than the national average.

Bucharest Municipality’s Priorities 2016
Bucharest General Council approved 2016 budget
- about 919 million Euro.
For major infrastructure projects have been
allocated 400 million. The money goes mainly to
complete projects that are in progress - Ciurel
Passage, Piata Sudului Passage, Nicolae Grigorescu
boulevard, Pantelimon avenue etc.
