College of Nurses of Ontario – New Members in the General Class 2015 ii 1 INTRODUCTION 1.1 About the College of Nurses of Ontario The College of Nurses of Ontario (the College) is the regulatory body for nursing in Ontario. Its mission is to regulate nursing in the public interest. The College sets the requirements for becoming a nurse in Ontario, and the standards of practice that nurses must meet to maintain that designation. Only a person with a valid Certificate of Registration from the College can practise as a nurse in Ontario and use the protected titles: nurse, Registered Nurse (RN), Registered Practical Nurse (RPN) or Nurse Practitioner (NP). The College publishes annual statistics reports to provide stakeholders data about the nurses it registers. The data in this report reflects the interests of stakeholders and is continually enhanced based on their feedback. To find out more about the College’s statistical resources, or to sign up for its statistics announcements, please visit http://www.cno.org/stats. 1.2 About this document This report focuses on members who registered in the General Class1 for the first time, and their employment experience during their year of initial registration. New members to the College are essential for increasing the nursing labour pool in Ontario and mitigating the effects of attrition through retirement and labour mobility. College of Nurses of Ontario – New Members in the General Class 2015 1 2 METHODS AND NOTES 2.1 New members New members are individuals who have registered with the College after successfully meeting the requirements for registration as a nurse in Ontario. Individuals may become new members at any time during the calendar year. The College does not collect practice information or employment status at initial registration. This information is captured during the Annual Membership Renewal process, which members are required to complete to retain active registration with the College for the next calendar year.2 During the renewal process, the College collects practice and employment information about its membership. During this process, a member may also resign their membership with the College. If they do not resign or renew their membership with the College at this time, their membership will be revoked.3 2.2 Location of nursing education Location of nursing education is the province or country of a member’s education, which the member reported when applying to the College. This report condenses locations into three groups: Ontario, other Canadian jurisdiction, and international. An Ontario nursing program is one that is: offered at an Ontario university or college, and approved by the Council of the College of Nurses of Ontario4 for registering as a nurse in Ontario. 2 Visit http://www.cno.org/en/maintain-your-membership1/annual-membership-renewal/ for more information about the Annual Membership Renewal process. 3 The 2016 renewal period was open between October 19, 2015 and March 21, 2016. 4 Council may also approve an accreditation process (e.g., Canadian Association of Schools of Nursing Accreditation for university baccalaureate degrees) or another body (e.g., third party) to provide approval of nursing programs for registration purposes. College of Nurses of Ontario – New Members in the General Class 2015 2 2.3 Registration and renewal years The statistics in this report are based on registration and renewal years. The registration year is the year in which a member initially registered with the College in their nursing category (RN or RPN). The renewal year is the year for which a member renews their membership. For example, a member who initially registers with the College in 2015, completes their first membership renewal for the 2016 renewal year. 2.4 Nurses with multiple nursing employment positions During renewal, the College asks members for information about all of their employment positions. This includes: employer’s business address; employer type; whether the position is a nursing role; and the member’s position and area of practice within the employment setting (if it is a nursing role). Because some members have more than one nursing position, the number of nursing positions that members report is higher than the number of members. 2.5 Overall working status and working status for employment positions Overall working status (i.e., full-time, part-time or casual) is the highest working status of all of a member’s nursing positions. The three examples below illustrate how overall working status is calculated: Example 1: If a member reports two nursing employment positions: one casual and one full-time, the member’s overall working status is full-time. Example 2: If a member reports three casual nursing employment positions, the overall working status is casual. Example 3: If a member reports one part-time nursing employment position and one full-time non-nursing employment position, the overall working status is part-time. This overall working status statistic is comparable with the working status statistic that was reported before 2011, when members provided information only about their primary employment position. College of Nurses of Ontario – New Members in the General Class 2015 3 Working status for employment positions is a statistic that provides information about the working status of nursing employment positions (i.e., full-time, parttime and casual). Unlike overall working status, it does not aggregate working status to the member level but reports it at the position level. Table 2.1 shows the difference between overall working status and working status for employment positions for 2016 renewal. For 2016, 6,028 new members reported having at least one nursing employer in Ontario. Of these members, 33.8 per cent had an overall working status of fulltime; 47.6 had an overall working status of part-time; and 18.7 per cent had an overall working status of casual. These 6,028 new members reported 7,377 employment positions in nursing in Ontario. Of the employment positions, 28.3 per cent were full-time; 43.7 per cent were part time; and 28.0 per cent were casual. While the Ministry did not provide a definition of “On leave”, the College interprets it to include members on leave from the nursing profession due to maternity leave or long-term disability. Before 2011, members on maternity leave reported their status as employed, and members on long-term disability reported their status based on their last day of work. This was a decrease of 14.2 per cent from 2014. When compared to 2014, the number of new RNs registering from programs in Ontario decreased by 16.2 per cent, and the number of new RNs registering from programs outside Canada decreased by 8.5 per cent. As Figure 4.2 shows, the average age of new members educated in Ontario was nearly six years lower than that of new members educated in other Canadian jurisdictions. As well, it was eight years lower than that of members educated outside of Canada. Since 2006, the overall proportion of new RNs who were male has increased from 8.1 per cent to 12.4 per cent. The largest increase was among new internationally educated RNs, where the proportion who were male increased from 8.8 per cent in 2006 to 16.0 percent in 2015. College of Nurses of Ontario – New Members in the General Class 2015 8 2014 2015 5 NEW RNS: FIRST YEAR OF RENEWAL The College does not collect practice information or employment status during initial registration. This information is collected during the Annual Membership Renewal process, which is mandatory for members to remain eligible to practise. This section categorizes cohorts by the year of their first renewal (i.e., the year after the year they initially registered). For example, members who registered in 2015 belong to the 2016 first year of renewal cohort. 5.1 Renewal status of new RNs Each year, a large proportion of members renew their membership for the next practice year. As Table 5.1 shows, out of 4,050 RNs who initially registered in 2015, 96.8 per cent renewed for 2016. Table 5.1 also provides first-year renewal statistics for new RNs by the location of their nursing education. For 2016, the highest renewal rate was among new Ontario-educated members. Of the 3,332 Ontario-educated RNs who initially registered in 2015, 97.9 per cent renewed their membership for 2016. The highest resignation and revocation rates were among members educated in other Canadian jurisdictions. Of the 331 RNs educated in another Canadian jurisdiction who initially registered in 2015, 5.7 per cent resigned their membership or had it revoked. Members who do not wish to renew their membership for the following practice year may choose to resign from the College. Consistently, the most frequent reason for resigning a membership has been “leaving Ontario”. The College revokes the memberships of members who do not complete their renewal or resign by the revocation date.9 9 The revocation deadline for 2016 renewal was March 21, 2016. Of the 2016 renewal cohort, 83.3 per cent were employed in nursing, while 14.9 per cent were not employed in nursing and were seeking nursing employment. College of Nurses of Ontario – New Members in the General Class 2015 11 5.3 New RNs employed in nursing in Ontario This section focuses on the subset of new RNs who reported being employed in nursing in Ontario during their first year of renewal. 5.3.1 Employment in Ontario by location of nursing education Of the 3,920 RNs who registered with the College in 2015 and renewed for 2016, 78.5 per cent reported being employed in nursing in Ontario at the time they renewed. Among this cohort, Ontario-educated RNs had a higher employment rate in nursing in Ontario than RNs who were educated outside of Ontario. As Figure 5.1 shows, there has been a fall in the percentage of new RNs employed in nursing in Ontario reporting an overall working status of full-time during their first renewal year. Between the 2009–2016 renewal years, the rate fell by 35.8 percentage points, from 79.3 to 43.5 per cent. During the same period, the proportion of members who reported an overall working status of part-time increased from 16.4 to 45.7 per cent. By contrast, the overall full-time working status rate for new nurses educated in other Canadian jurisdictions and internationally was higher in 2016 than it was in 2014. In total, these new RNs reported 3,611 nursing employment positions in Ontario for 2016. The rest of Section 5.4 looks at the employment positions reported by new RNs. This was a decrease of 3.2 percentage points from 2014. The proportion of employment positions in the community and long-term care sectors increased from 12.3 and 13.6 per cent in 2014, to 13.8 and 15.3 per cent in 2016, respectively. This was an increase of 8.6 per cent from 2014. When compared to 2014, the number of new RPNs registering from programs in Ontario increased by 5.3 per cent in 2015, while the number of new RPNs registering from programs outside Canada increased by 21.6 per cent, returning to the 2012 level. College of Nurses of Ontario – New Members in the General Class 2015 20 2014 2015 7 NEW RPNS: FIRST YEAR OF RENEWAL The College does not collect practice information or employment status during initial registration. This information is collected during the Annual Membership Renewal process, which is mandatory for members to remain eligible to practise. This section categorizes cohorts by the year of their first renewal (i.e., the year after the year they initially registered). For example, members who registered in 2015 belong to the 2016 first year of renewal cohort. 7.1 Renewal status of new RPNs Each year, a large proportion of members renew their membership for the next practice year. As Table 7.1 shows, out of 4,959 RPNs who initially registered in 2015, 96.0 per cent renewed for 2016. Table 7.1 also provides first-year renewal statistics for new RPNs by the location of their nursing education. For 2016, the highest renewal rate was among new Ontario-educated members. Of the 3,643 Ontario-educated RPNs who initially registered in 2015, 98.5 per cent renewed their membership for 2016. The lowest renewal rate was among internationally educated nurses. Members who do not wish to renew their membership for the following practice year may choose to resign from the College. Consistently, the most frequent reason for resigning a membership has been “leaving Ontario”. The College revokes the memberships of members who do not complete their renewal or resign by the revocation date.15 15 The revocation deadline for 2016 renewal was March 21, 2016. College of Nurses of Ontario – New Members in the General Class 2015 23 7.3 New RPNs employed in nursing in Ontario This section focuses on the subset of new RPNs who reported being employed in nursing in Ontario during their first year of renewal. 7.3.1 Employment in Ontario by location of nursing education Of the 4,759 RPNs who registered with the College in 2015 and renewed for 2016, 64.0 per cent reported being employed in nursing in Ontario at the time of renewal. Ontario-educated RPNs had a higher employment rate in nursing in Ontario than RPNs who were educated outside of Ontario. As Figure 7.1 shows, there has been a fall in the percentage of new RPNs employed in nursing in Ontario reporting an overall working status of full-time during their first renewal year. Between the 2009–2016 renewal years, the rate fell by 16.6 percentage points, from 40.6 to 24.0 per cent. During the same period, the proportion of members who reported an overall working status of casual increased from 13.3 to 26.6 per cent. The overall full-time working status rate for new nurses educated internationally also decreased, from 34.3 per cent in 2014 to 22.6 per cent in 2016.
