Baltic Touring Car Championship hereinafter referred to as BaTCC, sporting and technical
regulations are supervised by Board of 3 (three) members, one from each country:

The Board is responsible for the creation and development of sporting and technical
regulations, making other sporting and technical decisions during the season. The Chairman
of the Board and governing country is nominated by rotation: in 2014 – Latvia, in 2015 –
Lithuania and in 2016 – Estonia and so on.
BaTCC is reserved for the following classes:
 KUMHO Challenge
 Baltic Open
BaTCC comprises one title in each mentioned class as a DRIVER CHAMPION.
BaTCC is governed by the FIA International Sporting Code and its appendices (hereinafter
the Code), Circuit general prescriptions, the Technical Regulations for all participating
classes, Suplementary Regulations of the events and the present Sporting Regulations
specific to the BaTCC.
BaTCC is open for EU ASNs and NEZ license holders.
All payments in accordance with the present document are indicated with VAT
Save in exceptional circumstances, the BaTCC, for all classes will be made of 4 events and
two races per event (round) with a distance of 30 to 50 km or 18 to 30 minutes whichever
fits better for the organizer of the event.

1. REGULATIONS
The final text of these Sporting Regulations shall be the English version which will be used
should any dispute arise as to their interpretation. Headings in this document are for ease
of reference only and do not form part of these Sporting Regulations.
2. GENERAL UNDERTAKING
All drivers, competitors and officials participating in the BaTCC undertake, on behalf of
themselves, their employees and agents, to observe all the provisions, as supplemented or
amended, of the Code, the Circuit General Prescriptions, the Technical Regulations and the
present Sporting Regulations and will not claim the organisers for any damages or harm to
his property or health made during BaTCC event. All technical cards, issued by an ASNs, are
compulsory. All cars shall carry safety markings and advertising stickers according to the
ASNs prescriptions and supplementary regulations.
3. GENERAL CONDITIONS
3.1. If a competitor is unable to be present at the event he must nominate his
representative in writing. It is the competitor's obligation to ensure that all
persons concerned by his entry observe all the requirements of the Code, the
Circuit General Prescriptions, the Technical Regulations and the Sporting
Regulations. Throughout the entire duration of the event, a person having charge
of an entered car during any part of an event is responsible jointly and severally
with the competitor for ensuring that the requirements are observed.
3.2. Competitors must ensure that their cars comply with the conditions of eligibility
and safety throughout practice and the race.
3.3. The presentation of a car for scrutineering will be deemed an implicit statement of
conformity.
3.4. All persons concerned in any way with an entered car or present in any other
capacity whatsoever in the paddock, pits, pit lane, or track must wear an
appropriate pass at all times.
4. LICENCES
4.1. All drivers and competitors must hold current and valid ASN licences.
5. CHAMPIONSHIP EVENT
5.1. Events are reserved for participating classes as accepted by the participating
ASNs. Only these cars may score points in the BaTCC concerned.
5.2. Each competitor has the rights to participate in different events and in different or
several classes of BaTCC subject of the competitor being in complience with the
requirements of these Sporting Regulations.
5.3. Each competitor or driver, who complies with the requirements of theis Sporting
Regulations has the rights to change the class (on its own risk) till the end of the
official time for Sporting Checks, whereas after that moment, it is not allowed to
make any changes in the entry whatsoever.
6. TITLES
6.1. The Driver Champion titles will be awarded to the drivers, who has scored the
highest number of points, taking into consideration the results obtained in all
races during the events which have actually taken place.
6.2. The Driver Champion titles will be awarded to the drivers if at least 10 or more
drivers scored the points during the season.
6.3. Points for titles will be awarded for each race at each event according to the
BaTCC points tables.

The categories for Baltic Open class are determined based on the engine
capacity as follows:

Unless it has not been determined different in the Supplementary Regulations of
the event, the overall winner of race is the driver, how will finish more full laps in
the determined time. In order to score the points in the event, the driver must
complete at least 75% (seventy five percent) of the of the distance in the event
completed by the winner in the class.
The DRIVER CHAMPION in the class will be the driver, how will collect more points
in all races in the certain class, throughout the season.
7. DEAD HEAT
7.1. Prizes or points awarded for all the positions which are tied, will be added
together and shared equally.
7.2. If two or more drivers finish the season (or event, unless it is not determined
different in the Supplementary Regulations of the event) with the same number
of points, the higher place in the BaTCC shall be awarded to:
a) The holder of the greatest number of the first places;
b) If the number of first places is the same, the holder of the greatest number
of second places;
c) If the number of second places is the same, the holder of the greatest
number of third places and so on until a winner emerges;
d) If this procedure fails to produce a result, the higher place in the event will
be awarded to the driver, who got more higher places in the qualifyings of
the events;
e) If this procedure fails to produce a result, the Board will nominate the
winner according to such criteria as it thinks might fit;

8. ORGANISATION OF EVENTS
8.1. Preliminary timetable and entry form must be published on the official web site of
the ASN in the country where the event to be held at least 3 weeks before each
event.
8.2. Supplementary regulations must be published on the official web site of the ASN
in the country where the event to be held, at least 10 days before each event.
8.3. Organizer must also send all results of the event to governing country within 3
days after the said event
9. COMPETITORS' APPLICATIONS AND ENTREE FEE
9.1. Competitors and drivers may enter the BaTCC on a race-by-race basis and may
announce to the organisers of the event their entries in each event concerned.
9.2. Competitors and/or drivers must pay entry fee to the organiser, no later than 5
(five) days prior to the start of the event. It is being understood that the event
starts with the Sporting Checks.
9.3. It is herewith determined that the minimum entry fee for BaTCC classes in the
each event is set to be EUR 150,00 (one hundred fifty) with the maximum entry
fee EUR 240,00 (two hundred forty).
9.4. In case the competitor or the driver is entering in more than one class of the
certain event, the organizer undertakes to apply a discount to the competitor or
the driver in the amount of 50% for the second entry fee.
9.5. In case the competitor or the driver presents its entry fee later than 5 (five) days
prior to the event, the organizer is entitled to increase the entry fee by 50%.
9.6. The last entry fee can be registered until the end of the official sporting checks.
10.
PROTESTS
10.1. Unless it is not determined different in Supplementary Regulations of the event,
all protests must be handed in to the Clerk of the Course or Stewards prior official
results are published but not later than 30 minutes after the end of the race which
is the time when the winner car crosses the finish line however stewards have the
right to accept the protests after the determined time as well.
10.2. Protests shall be made in accordance with Article 172 of the Code. Unless it is not
determined different in the Supplementary Regulations of the event, protests for
both races will be reviewed after the event, however, if the situation permits,
Stewards may review the protests immediately.
10.3. All protests must be accompanied by the fee the amount of which is EUR 200,-.
The Technical protests, which foresee dismantling of some parts of the car must
be accompanied by the fee, the amount of which is EUR 500,-.
11.
STARTING NUMBERS AND NAME OF DRIVERS, ADVERTISING
11.1. Each racing car must carry the starting number of the driver.
11.2. Starting numbers for BaTCC 2014 drivers will remain the same as in the BaTCC
racing season 2013.
11.3. Starting numbers for the new entrant must be confirmed by the Board member of
the governing country.
11.4. The figures of the starting numbers shall be black on a white rectangular
background.
11.5. Starting numbers shall be displayed on the front doors or level with the cockpit on
both sides of the car. Driver’s names shall be written on the car rear side windows
on both sides.
11.6. Only the drivers name, national flag or additional compulsory starting number can
be displayed on the windscreen and/or windows of the racing car.

11.7. Maximum 15 cm high strip on the upper part of a windscreen may be used for
official advertisings.
11.8. Unless stated different in the Supplementary Regulations of the event, all cars
must carry compulsory advertising as provided by promoters.
12.
TYRE LIMITATION DURING THE EVENT
12.1. The usage of tyre-warmers is not allowed.
12.2. The tyres must comply with technical regulations.
12.3. Any chemical and/or mechanical treatment of the tyres is prohibited. The original
tyre tread and profile may not be modified or cut.
13.
SPARE CAR
13.1. Each competitor has rights to register one spare car for each and every event.
The spare car can be used only in case the main car has been damaged
irreparably.
13.2. The permission to use the car can be granted only by Chief Scrutineer of the
event.
13.3. The spare car must fully comply with technical regulations and must be checked
during the official scrutineering.
13.4. If the main car is changed to spare car after qualifying practice, the qualifying
result will be cancelled and the driver will start from the back of the grid.
13.5. If the main car is changed to spare car after first race, the driver will start Race 2
from the back of the grid.
14.
THE GRID
14.1. Unless it is stated different in the Supplementary Regulations, the starting grid for
Race No 1 will be drawn up in the order of the fastest time achieved by each
competitor during the qualifying session of the event.
14.2. The starting grid for Race No 2 will be determined in accordance with results of
the Race No 1. The starting order for Race No 2 will be drawn up considering the
best achieved lap time by the competitor in the Race No 1. The competitor with
the best lap time achieved in the Race No 1 has the first starting place on the grid
for the Race No 2.
14.3. Any driver who did not participated in practice and qualifying practice will not be
allowed to take part in the warm up or in the race. However, under exceptional
circumstances, the Stewards may permit the competitor to start the race. Should
more than one driver be accepted in this manner, their starting order will be
determined by the Stewards of the event. In neither case may a competitor
appeal against the Stewards’ decision.
15.
STARTING PROCEDURES
15.1. It is herewith determined that for class KUMHO Challenge the standing start to
apply.
15.2. It is herewith determined that for class Baltic Open the rolling start to apply.
15.3. More detailed description of starting procedures must always be described in the
Supplementary Regulations of each event.
16.
SHORTENING OF A RACE DISTANCE, CLASSIFICATION
16.1. Should, for whatever reason, the scheduled race distance not to be completed in a
event, the scoring points will be awarded as follows:
 Minimum 75% of the race distance completed = 100% points
 Less than 75% of the race distance completed = 50% points

16.2. Only the race laps will be taken into consideration for the calculation of the
distance completed. Formation and slow-down laps do not count towards the race
distance.
16.3. The competitor, having passed the finish line ahead of the remaining competitors
in the same class at the end of the race, will be placed first.
16.4. All competitors will be classified considering the number of completed laps in the
race they have covered. In the event when several competitors complete the
same number of laps in the race, competitors will be classified according to the
order in which they have crossed the finish line.
16.5. Only competitors, which have covered at least 75% of the race distance covered
by the winner in the class, will be classified.
16.6. The official overall classification will be published after the event in the official web
sites of Board members. Results published in the official web sites of the Board
members are the only valid results subject to any amendments which may be
made under the Code and these Sporting Regulations.
17.
OTHER
17.1. All the advertising rights of the event belong to organiser of the certain event,
therefore conditions related to advertising must always be described in the
Supplementary Regulations of each event.
18.
ELIGIBILITY AND AMENDMENTS
18.1. All changes and amendments to the present regulations will be issued by
agreement of the Board and posted as bulletins.
18.2. All obscurities of these regulations and uncertain situations during the event can
be treated and interpreted by the Stewards of the event.
