Land Use Goal 10. Consider the strategies and recommendations of the 2016 Naval Base
Kitsap Joint Land Use Study (JLUS).
Land Use Policy 41. To ensure early notification to the military of proposed discretionary
development projects within MOAs, implement Revised Code of Washington 36.70A.530 to
facilitate the exchange and coordination of project related information with the potential to
impact military operations.
We will spell out acronyms (MOA).
Strategy 3 – Recognize Diversity in Land Uses

Create a process to identify, coordinate and assist in resolving potential land use conflicts
within the military operations areas to ensure that new development is compatible with
military operations and to safeguard mission training requirements and support military
readiness.
Good.
Strategy 4 – (Zoning Code) Review and Revision

Utilize the zoning ordinance (including but not limited to conditional use permit and
variance provisions) to require discretionary review of all proposed development projects
within the military operating areas that could impact military operations.
This strategy is worded too definitively and contains phrases that are not typically used
(“discretionary review”) which may result in confusion. We would propose, rather, that
the first step in working towards a zoning change be to “Map and identify areas that
would require additional coordination and review due to their location or impact to
military operating areas.”
With that, we can established more defined areas within which the Navy would like to
receive notices (this is something we are already working on with getting those map
layers of the base boundaries and setbacks).
Secondly then, another strategy could read, “Once areas are mapped identifying where
additional review is necessary, work toward changes in zoning code to modify the
types of uses allowed in those areas.”
Transportation Goal 2. Encourage efficient multi-modal transportation systems based on
regional priorities, and in coordination with state, county, tribal, and city comprehensive
plans.
Transportation Policy 14. Amend the County code to require consideration of the Manchester
Fuel Depot freight route with new development and traffic improvements.
This works best as a strategy, but as worded is too vague (code?) and “require consideration” is
simultaneously directive and suggested, which could also lead to confusion. We proposed, then,

the following as a Strategy: “Recognize and plan for the Manchester Fuel Depot freight
route with new development and traffic improvements. This may include, but is not limited
to, a zoning overlay to ensure vulnerable populations are not located directly along the
designated route, and road improvements to allow for safe and effective military
operations.”
