The link between economic
governance and Cohesion Policy
EU Cohesion Policy Conference
„Past Evidence, Current Experience and Future
Perspectives“
Bratislava, September 15 – 16, 2016
Stronger link to economic governance
and European semester
• Majority of ESIF-relevant CSRs are ESF related: Active
employment policies, adequate social policies, more
and better qualifications, strengthen administrations.
• DG EMPL encouraged MS to select the closest
Investment Priorities to their respective CSRs
• This ensures strategic programming, right policy
framework, critical mass of funding on key challenges,
achievement of results related to the CSRs, traceability

1. Impact on the programming
• Positive impact
• Critical mass of funding to address the 2013 and
2014 CSRs
• ESF allocation to challenges identified in CSRs:
• Poland: 75%
• Check Republic: 80%
• Slovakia: 90%
• More investment in Youth (Ex: Italy, Slovakia)
• More alignment in CSR relevant policies (Ex:
Germany)
• More alignment – less reprogramming

2. Post-2020 (I)
• Study led by DG EMPL on link with ESI Funds and
CSRs
• Two initial challenges for the future:
1. Different timeframes between European
Semester and Cohesion Policy
2. Autonomy between European Semester and
Cohesion Policy process
•
Fresh look on focus on policies and people vs.
territories
–5
2. Post-2020 (II)
• Elements at the core of the next proposals:
1. Subsidiarity principle
2. Focus on impact
3. Focus on performance
–6
3. Ex-ante conditionalities
• Useful exercise – In-depth discussions on state of
play on EU policies between MS and COM and
within MS
• Improvements are possible
• Challenge: Policy frameworks should be in place
for the whole programming period and not only
the first years
• Challenge: Fresh look on the link between Exante conditionalities and the CSRs
