Intermediate School District Template
This district implementation structure template is intended to be completed by the Intermediate
School District (ISD) implementation support team to develop an organizational structure that
will provide implementation with fidelity that will endure over time within a Multi-Tiered
System of Support (MTSS).
Cabinet Level
Function: Provides direction/vision for the practices and allocation of resources to enable the
Capacity and Competency drivers to be in place. The cabinet level team provides visibility and
priority, policy and removing barriers to successful implementation.
Example Membership: Superintendent, Assistant Superintendents, Directors, (those responsible
for programming at the building level)

Implementation Team
Function: The purpose of the Implementation Support Team is to plan for conditions that make
implementation of effective practices with fidelity both easy and durable.

Develop implementation support plan (for districts/schools)
Help to “make room” for the practices through braiding of initiatives
Coordinate and monitor implementation of plan
Create implementation materials
Collect and summarize data (share with cabinet team)
Identify barriers to implementation (share with cabinet team)
Example Membership: Cabinet Liaison, MTSS coordinator, other members who have knowledge
and skillsets in both the MTSS practices and implementation supports.

MTSS Coordination
Function: Providing direction, guidance, coordination, and support to ISD and district
implementation planning teams for developing multiple levels of competency within the system
to implement, with fidelity, a durable integrated behavior and reading Multi-Tiered System of
Support model.

Coaching Capacity
Coaching capacity is needed at multiple levels of a cascading system of support.
Function: Application of skills to natural environment, enhanced competencies of participants to
implement w/fidelity, identifying and supporting participants around variables that facilitate
success while removing environmental barriers that impede success. The focus of this work is on
developing local capacity of staff/faculty. This function is based on the premise that local staff
can develop competencies to implement practices with fidelity with guidance and encouragement.
