Sailing Instructions - Revision A
1.
RULES - This regatta will be governed by the rules as defined in the Racing Rules of Sailing
2009-2012. All boats shall comply with the YRALIS Minimum Equipment Recommendations Category
C as published in the Handicap Racing Program except that one-design divisions shall conform to their
class rules concerning minimum equipment and accommodations.

NOTICES TO COMPETITORS - Notices to competitors will be posted on the official notice
board located at the Centerport Yacht Club and will be distributed from the race committee signal boat.
The posting of notices shall be signaled by hoisting code flag “L” from the CYC flag pole and also from
the race committee signal boat, up to five minutes before the first signal.

CHANGES TO SAILING INSTRUCTIONS - Any change to the sailing instructions will be
posted before 0830 on the day it will take effect, except that any change to the schedule of races will be
posted by 2000 on the day before it will take effect.

SCHEDULE AND IDENTIFICATION
The scheduled time of the first warning signal is 1030 hours.
All yachts shall fly international Code Flag “N” at the backstay approximately six feet above the
deck from the warning signal until the finish.
ALL YACHTS SHALL IDENTIFY THEMSELVES TO THE COMMITTEE PRIOR TO
THE FIRST WARNING SIGNAL. Failure to do so may result in disqualification. Identification
shall include yacht name and sail number. Individual class flags are not required.

CLASS FLAGS - Class flags will be the numeral pennants for each class number listed on the
scratch sheet.
6.
RACING AREA - The racing area will be in Huntington Bay and the adjoining portions of Long
Island Sound. The finish is intended to be in Northport Bay.

COURSES and MARKS
Course signals will be posted by the Race Committee using letters to signal the turning marks
listed below. Courses I, II, and III will be displayed. Each class will be assigned one of the three
courses. REFER TO THE SCRATCH SHEET FOR YOUR CLASS'S COURSE

If the course is changed after posting, three sound signals will be made.
Marks will be rounded in the order indicated from top to bottom. Letters will be either red or
green. Marks signaled with a red letter will be left to port; those signaled with a green letter will
be left to starboard. If a numeral is signaled, the course signaled above it shall be sailed that many
times around before continuing with the remaining marks.

on the Committee Boat and will be announced on VHF
channel 72.
The following government aids to navigation must be observed and left on the proper hand:
Along north shore of Lloyd Neck: Bell “8,” Nuns “2,” “4” and “6
Northport Bay: Nuns 2 and 4 and Red Flashers “6” and “8”
Except when designated as turning marks of a posted course. This is a change to RRS rule 28.2.
All other government and private aids, when not designated as marks of the course, may be
disregarded at the discretion of the skipper.
THE START
Races will be started by using RRS rule 26.
8.1
The starting line will be between a staff displaying an orange flag on the race committee
signal boat and an orange flag on a floating mark in the area of Bell “8” in Huntington
Bay.
8.2
Individual recalls will be signaled in accordance with RRS rule 29, including hailing the
yacht’s sail number. The Race Committee will utilize VHF channel 72 to announce
recalls. Failure of competitors to hear their recall announcement or failure of the RC to
make a timely announcement shall not be grounds for redress.
8.3
A yacht starting later than 10 minutes after her starting signal will be scored Did Not
Start. This changes RRS rules A4 and A5.

9.
THE FINISH – The finish will be between a staff displaying an orange flag on a race committee
boat and an inflatable mark at the entrance to Northport Harbor, approximately 0.8 nm and 120º
magnetic from flasher “8”, unless changed in accordance with the RRS and these instructions.
10.
TIME LIMIT – “No Race” shall be declared for any class unless at least one yacht in the class
shall have finished by 1530. The Committee will record finishes until one hour after the first finisher of
the last class to have a finisher within the time limit. Yachts finishing after the Committee Boat has left
station may take their time when the finish mark is within 50 yards and bearing 90º from the rhum line
course from the last mark on the proper hand. The yacht’s time must be reported to the CYC clubhouse
(631-261-5440) prior to 1700 hrs the day of the race,

PROTESTS AND REQUESTS FOR REDRESS – These must be on standard US Sailing
protest forms and must be filed with the Committee at the Committee Boat or delivered to CYC not later
than 1630 hours or one hour after the first yacht finishes in that class... Skippers of each yacht involved in
a protest should make all reasonable attempts to be at the Centerport Yacht Club following the event. All
hearings will be held at the Centerport Yacht Club as soon as possible after 1700.
12.
USE OF RADIO – The Race Committee may broadcast recalls, abandonments, and cancellations
on Channel 72, but will not respond to radio inquiries or calls except withdrawals or emergencies. A boat
shall neither make radio transmissions while racing nor receive radio communications not available to all
boats. This also applies to mobile telephones.

SCORING
14.1
Time allowance will be calculated per PHRF procedures and will be based on rhumb line length
of courses actually sailed as calculated by the Race Committee.
14.2
Scratch sheets with class assignments will be available at Centerport YC from about 7 p.m.
Friday, October 2d, from the website (www.centerport-yc.org) and from the Committee Boat until five
minutes before the first signal.
14.
TROPHIES - The William K. Vanderbilt II Memorial Cup, a perpetual trophy on which will be
inscribed the name of the overall winning yachts in the Full Race (Spinnaker) Classes and in the CLUB
Classes (JAM) will remain on display as determined by the Trustees of the Centerport Yacht Club. Class
prizes will be awarded as follows: First, if three or more starters; second, if five or more starters; third if
eight or more starters.
15.
WAIVER OF LIABILITY
By submission of the entry and participation in this event, the master and owner of each yacht
acknowledges that the master is solely responsible for the safety of the yacht and its crew, and they
further represent that the yacht and its equipment are in sound condition and all required safety equipment
is aboard, accessible for use and in operable condition; that the decision to race, not to race or withdraw
after starting is solely that of the master; and they further release the Centerport Yacht Club, their
officers, directors, members, employees, agents, and all members of the Race Committee, whether
members or not, from any and all liability or claims for personal injury or property damage resulting from
participation in this event. Each skipper must make decisions appropriate for the conditions and the ability
of his or her crew to handle them; the decision of any vessel to withdraw will be respected by the RC.

16.
SHORE RENDEZVOUS: Skippers and their crew are invited to the Centerport Yacht Club for
food, drink and awarding of prizes after the day’s racing. Splicing the Main Brace will commence at
1700 hours .(Skippers are reminded that the drinking age in N.Y. is 21 years of age, and crews should
behave accordingly). For those who have not made advance reservations, the admission fee is $20 per
person.
