ORGANIZATIONAL SETTING The position is situated in the HR Division and supervises staff performing professional level analytical work in a variety of HR areas including planning, recruitment, placement and performance management and a variety of other complex HRM support activities III. JOB PURPOSE The purpose of the position is to plan, coordinate and direct HR planning, recruitment, placement and performance management programs to motivate employees to optimize job performance in the Authority. IV. MAIN TASK AND RESPONSIBILITIES Develops and executes strategic plans for the HR planning, recruitment, placement and performance management unit of the HR Division to ensure that HR planning, recruitment, placement and performance management in the Authority are effectively coordinated in order for staff to be effectively planned access to training and development to enhance their short and long term job performance, that appropriate HR needs are effectively forecasted and that needed employees are recruited to occupy positions, that staff are appropriately placed and that a performance management system is established to effectively manage staff performance in order to motivate staff to effectively perform their duties by: a. coordinating the development of a comprehensive HR plan that projects the current and future staffing needs of the Authority; b. developing and implementing recruitment policies; c. planning, recruiting and placement of the staff needed by the Authority; d. coordinating and conduction employment interviews; e. reviewing recruitment documentation and reporting outcome to Assistant Commissioner-HR for action; f. preparing performance management material; g. coordinating the establishment of performance management standards and throughout the Authority; h. coordinating the performance evaluation of employees; i. recruiting for all vacant positions to be filled including preparing job announcements and advertisements, developing recruitment strategies, selecting eligible candidates, coordinating and facilitating interview panels, conducting background investigations, and communicating with applicants and LRA staff on issues related to recruitment and placement; J. Report writing 2. Managing financial and human resources by: a. evaluating recruitment programs; b. ensuring the effective placement of staff to maximize their utility c. Conduct skills evaluation and assessment 3. Manages the performance of staff by: a. developing and implementing a robust performance program that will enhance staff development, evaluation, recognition and improved performance b. conducting performance management training for Authority supervisory staff; c. coordinating performance evaluation of employees; d. coordinating the establishment of performance standards for every position; e. Analyze performance appraisals 4. Secures revenue proactively by: a. conducting thorough background investigation of applicants; b. ensuring that employees are in compliance with the professional ethics and code of conduct and the HRM Policy Manual; c. performing other duties as assigned. V. REQUIRED COMPETENCE Knowledge General principles and practices of contemporary human resource management; Employment laws of Liberia, rules and regulations pertaining to human resources and labor relations; Formulation and implementation of Human Resource policies and procedures; performance management & organizational development; recruitment and practices and procedures; Computers and HR software, and other job-related applications and systems; Office procedures, practices and equipment. IT compliance Ability to research and interpret applicable government laws, regulations, established policies and procedures for assimilating and summarizing data. Ability to apply good human relations principles and in meeting and dealing Skills effectively with co-workers officials, employees and taxpayers, as required. Ability to communicate, both orally and in writing and to prepare clear, logical and concise reports and other documents. Exercise tack and courtesy in dealing with workers and the public VI. MINIMUM QUALIFICATION AND EXPERIENCE Education Must have a minimum of Bachelor’s degree from an accredited university or its equivalent in HRM or a related field. Experience Must have at least (5) years of experience working in an HR related position and in the installation and/or operations of recruitment, performance and other HR programs. VII.
