Appendix 1: CPW010 – Emergency Contact Details
Overview
Part E of Schedule 1, Part 3 – Operational Terms specifies required Trading Party processes and
arrangements with respect to unplanned events and incidents. The Proposer contends that the
requirements surrounding unplanned events and incidents require clarification. Particularly around the
arrangements that should be in place to effectively share emergency contact information between Trading
Parties.

Working Group Terms of Reference
The work to be undertaken by the Working Group has been split into two parts:
Part 1 – Consideration of Obligations
The Working Group will consider:
1. The high level principles and requirements of emergency contact details including but not limited to:




What is meant by emergency contact details?
What situations should emergency contact details be used in?
What would appropriate and inappropriate forms of emergency contact details be (e.g. phone
number, e-mail etc.)?
What liabilities (if any) should a Retailer have in relation to maintenance and sharing of
emergency contact details?
2. Is the solution contained in the current red line drafting of CPW010 – Emergency Contact Details
(Attachment 1) sufficient to meet the requirements agreed in part 1).
If the solution contained as the red line text in CPW010 – Emergency Contact Details is not sufficient then
the Working Group will consider the questions detailed in part 2.
Part 2 – Solution Development
The Working Group will consider:
1. How should emergency contact details be collected and transferred between Trading Parties;
2. What are the strengths and weaknesses of the potential alternative approaches considered by the
WRC061 emergency contact details working group in December 2016, for example:
 Open Water Website
 Wholesalers’ website
 Bilateral agreement
 Wholesale to End-User

3. Should any changes be made in relation to Retailer obligations to have 24 hour contact arrangements
in place;
4. What are the customer views on the proposed change;
5. Would this change have an impact on Trading Parties assurance, if so what impact;
6. What are the Data Protection implications of the change;
7. The impacts of the proposed changes on CMOS;
8. The impacts of the proposed changes on Trading Party systems and operational processes;
9. Whether the proposed changes better facilitate the Objectives and Principles of the WRC;
10. Whether the benefits of the proposed changes outweigh the cost of implementation in CMOS;
11. The appropriate implementation approach of the proposed solution (or any alternative).
Working Group Composition
The Working Group will comprise of up to 10 members. We are seeking market code experts with
knowledge of Data Protection and compliance, operational processes and business requirements, from
Wholesalers and Retailers.
Working Group Timescale
The Working Group will hold its first meeting late June/early July 2017 with subsequent meetings
throughout June – August 2017. The current intention is that the Working Group will submit its assessment
to the Panel in August 2017.
