Provide help and support to the Company’s members so that they secure value for money, remain informed and understand the Options they have to leverage technology and combined buying power across Law Enforcement; act as a bridge to industry, creating national ICT Sourcing Principles and providing a delivery service capability that can be commissioned when engaging In ICT Business Change. Communication Objective: Communicate regularly with the Company’s membership and the wider law enforcement community; provide a centre of ICT knowledge and expertise to support the delivery of digital law enforcement capabilities; identify opportunities for collaboration and stimulating innovation and industry thinking. OUR OBJECTIVES: Will be informed by the Spend Analysis work, currently underway with Price Waterhouse Cooper. COMMERCIAL WORK IDIOM Commercialisation • 21 Community Rehabilitation Companies (CRCs) now manage all non-vulnerable offenders in England & Wales • CRCs paid by the MoJ to reduce re-offending. • Two large CRC Companies committed to use IDIOM – and pay for its’ use • Others “in conversation’” • Cannot get the level of detail from elsewhere • Can manage their businesses better as a result Adobe Single Enterprise Licence Agreement (ELA), currently being used by 26 forces, with savings in excess of £1mper annum to date. IBM i2 Agreement Work begun by the Home Office, and carried on by the Company, resulting in one contract for Policing (instead of 122!) – and better value for all users PentiP • Contract due to be novated from Home Office to the ICT Company by 30th June. • A significant National contract, a fully Managed Service used by all Forces. • Will operate under the same terms and conditions. • Used to process Fixed Penalties Notices and Conditional Offer Fixed Penalty Notices • Opportunity to bring forward development work to realise in-Force efficiency savings ACHIEVEMENTS 2016/17 (a positive year) Identified and delivered commercial benefit to the value of £3.6m Vmware • Single Enterprise Licence Agreement (ELA) entered into • 34 forces signed up • Saving: in excess of £1.5m for first intake of participants Review of Invoicing Procurement Award The Company’s commercial work awarded “Highly Commended” trophy at Government Opportunities (GO) Excellence in Public Procurement Awards 2016/17. • Identified savings through invoice consolidation across 12 suppliers. • Based on CIPFA rates, shows potential £2.6m savings if taken up nationally The PWC Review of IT Spend across Police Forces … Helps inform our future priorities An ICT-specific spend analysis across the 43 English and Welsh police forces Enables us to leverage the scale of business with suppliers, for the benefit of all Looking at historical spend and current / future planned spend Will help in supplier negotiations on future procurements The Company will look to coordinate tender processes for procuring on behalf of all Forces. Police Reform and Transformation Board Police Reform and Transformation Board (PRTB) - to oversee the work of modernising and streamlining policing services. The PRTB is working on the strategic delivery of the Policing Vision 2025 by making use of the Vision to: • shape decisions around transformation • guide how resources are used to keep people safe • provide effective, accessible, value for money services.
