agreed and published jointly by the
Association of Police and Crime
Commissioners (APCC) and the
National Police Chiefs’ Council (NPCC).

secure value for money, remain
informed and understand the
Options they have to leverage
technology and combined buying
power across Law Enforcement;
act as a bridge to industry, creating
national ICT Sourcing Principles
and providing a delivery service
capability that can be

Communication
Objective:
Communicate regularly with the
Company’s membership and the wider
law enforcement community; provide a
centre of ICT knowledge and expertise
to support the delivery of digital law
enforcement capabilities; identify
opportunities for collaboration and
stimulating innovation and industry
thinking.
OUR OBJECTIVES:
Will be informed by the Spend Analysis work,
currently underway with Price Waterhouse
Cooper.
COMMERCIAL WORK
IDIOM Commercialisation
• 21 Community Rehabilitation Companies
(CRCs) now manage all non-vulnerable
offenders in England & Wales
• CRCs paid by the MoJ to reduce re-offending.
• Two large CRC Companies committed to use
IDIOM – and pay for its’ use
• Others “in conversation’”
• Cannot get the level of detail from elsewhere
• Can manage their businesses better as a result

used by 26 forces,
with savings in excess
of £1mper annum to
date.

Work begun by the Home Office, and
carried on by the Company, resulting
in one contract for Policing (instead of
122!) – and better value for all users

• Contract due to be novated from Home
Office to the ICT Company by 30th June.
• A significant National contract, a fully
Managed Service used by all Forces.
• Will operate under the same terms and
conditions.
