Initial of Applicant SECTION E CONDITIONS TO BE APPLIED FOR THE ALLOCATION OF QUOTA FOR THE YEAR 2016: (i) Quota for existing importers will be allocated based on a formula comprising of the following components: Quantity of onions / potatoes imported (QUOTA) during the year 2015 and quantities of onions, garlic and potatoes purchased (DEALINGS) at AMB during the period 1st January 2015 to 31st October 2015 with a weightage as follows: Quota 2015 :40% and Dealings at AMB: 60%. (ii) Producers: A quota of 28 tonnes will be allocated to producers cultivating an area of up to 3 Ha. For those cultivating above 3 Ha, a maximum quota of 112 T may be allocated. (iii) Importers of fruits and vegetables: A new eligible importer may be allocated a quota of 28 tonnes, provided that the applicant has shown proof of imports over the last years. (iv) A Strategic Buffer Stock fee of Rs 2.20 / kg will be charged and be payable by the importer to AMB. (v) Import permits will be granted for arrival in Mauritius not before 1st February 2016 for onions and 1st March 2016 for potatoes. (vi) Imported onions and potatoes shall not be put on the market after 15th August 2016 and 7th July 2016 respectively and proof of sales must be submitted on demand. (vii) Imported onions/potatoes under quota are meant for local consumption, direct sales to local consumers only, not for re-export and to practise retail prices. In the event that an importer is found to wholesale its consignment to any dealer, the Agricultural Marketing Board will immediately debar the said importer for the next Quota allocation exercise. (viii) Eligible importers will not be authorised to import through third parties. (ix) Those who were allocated a quota in 2015 but failed to satisfy the conditions therein, will not be eligible for any quota in 2016. (x) Any quota allocated in 2016 and not imported will be automatically forfeited and allocated to AMB. (xi) The quota of those having imported in 2015 without authorisation and/or in excess of the quota allowed will be reduced by twice the quantity of any unapproved import. .................... Initial of Applicant (xii) Eligible importers will be requested to submit to the AMB the following documents within 15 days after the arrival of a consignment: 1.Bill of Entry Approved/Delivery Allowed by the Customs Department; and 2. The Inspection Report from the NPPO; The Agricultural Marketing Board reserves its rights to take such action(s) as it deems fit and appropriate if the importer fails to submit aforesaid documents. (xiii) Eligible importers failing to import their quota on the designated date(s) without valid reason(s) shall be liable to a penalty fee of Rs 10,000. (xiv) The AMB reserves the right to carry out physical checks of consignments, as and when required and expect the full collaboration of the importer. For this exercise, the weighbridge at the AMB, Moka shall be used to assess the weight of the container and the importer will be requested to arrange for the transport of the container from the Port Area to the AMB, Moka at its own costs. The container will be sealed in the Port Area by an Officer of the AMB. (xv) Any applicant who has a direct or indirect interest in undertakings of other applicants by way of relative, associate, employer, director, member etc. must disclose in writing to the AMB the nature of that interest.
