By applying for and agreeing to this registration exercise, you expressly confirm having taken cognizance
that Onions and Potatoes are Controlled Products and, as such, you shall be subject to all the provisions
of the MAURITIUS AGRICULTURAL MARKETING ACT 1963 and any other conditions imposed / to be imposed
by AMB from time to time.

ELIGIBILITY CRITERIA
Applicants to submit the following mandatory documents:
a) National Identity Card (if applicable);
b) Business Registration Card;

(i) Dealer: AMB’s registered dealer license for the year 2015 (ii) Producer: A letter from FAREI confirming area of onions
/ potatoes under cultivation in 2015 (iii) Importer of fresh fruits and vegetables: proof from MRA showing imports of
fruits and vegetables for the last three years;
d) Certificate of Incorporation (if applicable);
e)
Certificate of Registration issued by the Registrar of Cooperative Societies (if applicable);
f)
A duly signed/stamped Certificate of Current Standing issued by the Registrar of Companies as at 7 th November 2015 (if
applicable);
g) (i) Dealer and importer of fresh fruits and vegetables: A valid Trading License (ii) Producer: Proof of application for a
valid trading license;
h) A document showing Tax Account Number;
i)
Recent proof of Importer’s Overseas Supplier’s Proforma Invoice, duly sealed, in original in the applicant’s name;

k) Proof of purchase of onions, garlic and potatoes at AMB during the year 2015 (01/01/2015 to 31/10/2015) – applicable for
dealers only;

Proof of availability of funds of a minimum of Rs 500,000 as at time of application for existing applicants;
m) Proof of availability of funds of a minimum of Rs 350,000 as at time of application for all new applicants; and
n) A bank transfer advice to show proof of transfer of funds for quota allocated for the year 2015 (Applicable only to previous
importers). N.B.: The bank transfer advice should clearly specify the date, importer’s name, beneficiary’s name, produce
and amount transferred.

SECTION E
CONDITIONS TO BE APPLIED FOR THE ALLOCATION OF QUOTA FOR THE YEAR 2016:
(i)
Quota for existing importers will be allocated based on a formula comprising of the
following components: Quantity of onions / potatoes imported (QUOTA) during the year
2015 and quantities of onions, garlic and potatoes purchased (DEALINGS) at AMB during
the period 1st January 2015 to 31st October 2015 with a weightage as follows: Quota
2015 :40% and Dealings at AMB: 60%.
(ii)
Producers: A quota of 28 tonnes will be allocated to producers cultivating an area of up
to 3 Ha. For those cultivating above 3 Ha, a maximum quota of 112 T may be allocated.
(iii) Importers of fruits and vegetables: A new eligible importer may be allocated a quota of
28 tonnes, provided that the applicant has shown proof of imports over the last years.
(iv) A Strategic Buffer Stock fee of Rs 2.20 / kg will be charged and be payable by the
importer to AMB.
(v)
Import permits will be granted for arrival in Mauritius not before 1st February 2016 for
onions and 1st March 2016 for potatoes.
(vi) Imported onions and potatoes shall not be put on the market after 15th August 2016 and
7th July 2016 respectively and proof of sales must be submitted on demand.
(vii) Imported onions/potatoes under quota are meant for local consumption, direct sales to
local consumers only, not for re-export and to practise retail prices. In the event that an
importer is found to wholesale its consignment to any dealer, the Agricultural Marketing
Board will immediately debar the said importer for the next Quota allocation exercise.
(viii) Eligible importers will not be authorised to import through third parties.
(ix) Those who were allocated a quota in 2015 but failed to satisfy the conditions therein, will not
be eligible for any quota in 2016.
(x)
Any quota allocated in 2016 and not imported will be automatically forfeited and
allocated to AMB.
(xi) The quota of those having imported in 2015 without authorisation and/or in excess of the
quota allowed will be reduced by twice the quantity of any unapproved import.

(xii) Eligible importers will be requested to submit to the AMB the following documents within
15 days after the arrival of a consignment: 1.Bill of Entry Approved/Delivery Allowed by
the Customs Department; and 2. The Inspection Report from the NPPO; The Agricultural
Marketing Board reserves its rights to take such action(s) as it deems fit and appropriate
if the importer fails to submit aforesaid documents.
(xiii) Eligible importers failing to import their quota on the designated date(s) without valid
reason(s) shall be liable to a penalty fee of Rs 10,000.
(xiv) The AMB reserves the right to carry out physical checks of consignments, as and when
required and expect the full collaboration of the importer. For this exercise, the
weighbridge at the AMB, Moka shall be used to assess the weight of the container and
the importer will be requested to arrange for the transport of the container from the Port
Area to the AMB, Moka at its own costs. The container will be sealed in the Port Area by
an Officer of the AMB.
(xv) Any applicant who has a direct or indirect interest in undertakings of other applicants
by way of relative, associate, employer, director, member etc. must disclose in writing to the
AMB the nature of that interest.
(xvi) For this exercise, the AMB reserves the right to allocate quota to the most deserving
applicant, without having to provide any justification and having recourse to any judicial
or extra judicial proceedings.
