2015 TEAM REGISTRATION PROCEDURES
1.
2016 Parowan City Spring Softball League registration period starts March 22 and
runs through April 30, 2016. Leagues will be filled on a first come first serve basis.
2.
To register your team, a Parowan City Softball Registration Form must be turned in
and fees paid at time of registration. Registration Forms are available at the
Parowan Visitor Center at 73 North Main Street, between 10:00 and 4:00
Monday through Saturday.
3.
The official Parowan Spring League Team Roster must be turned in to the Parowan
Recreational Department along with the registration form.

2016 League Fees are $250 per team. Each team will be responsible for finding their
own team sponsor, T-shirts, and their own scorekeeper. Any team whose registration
is NOT paid in full by April 30, 2016 will be charged a $25.00 late fee.
THE LEAGUE WILL PROVIDE:
A. A maximum of 16 regular season games + a double elimination Championship
play-off tournament

League play begins the week of May 3, 2016 - weather permitting. Games will be
played Tuesday evenings through June 14, 2016. The tournament will be scheduled
June 28, 29, & 30, 2015 - weather permitting.

Refunds will be made only when there are insufficient teams to run a league or
when Parowan City Recreational Department makes changes in the league
structure.

Leagues may be combined, if necessary. Play-off and make-up games may be
played any day of the week, including Saturdays (not Sundays).
8.
Rosters will need to be limited to fourteen (14) players. You may drop and add
players as needed as long as you carry only fourteen (14) active players.

2016 Co-Ed Fall Softball League Bylaws
FEES:
1.
All teams must pay the registration fee ($250 per team) in full at the time of registration.
Any team whose registration is not paid in full by April 30, 2016 will be charged a $25.00
late
fee.
A Team WILL NOT be considered until ALL league fees are paid in full, and all paperwork
-including a signed roster with at least 10 signatures- is turned in. LEAGUES WILL BE
FILLED ON A FIRST COME FIRST SERVE AND PAID IN FULL BASIS.
ELIGIBILITY:
1. All players must be at least sixteen (16) by July 1, 2016.
2. Players may play on only one (1) team and may not transfer from one team to another
within the league.
3. Team rosters are due at registration, and will be kept at the ballpark until the freeze date.
4. Additions to a team roster must be signed prior to playing in that game. It is the
manager’s responsibility to make sure each player on the team has signed the roster.
5. All league rosters will be frozen the night of play on JUNE 14th. Players added after JUNE
14th may play in regular league games, but will not be eligible for league tournament play.
To be eligible to play in the tournament the player must be on the roster and have played
in a game by the freeze date.
6. The player roster form will include name, telephone number, email address, and signature
of each player.

8. Please include at least two (2) phone numbers of people who can always be contacted
during the day, in case of unforeseen schedule changes. Please help us keep you

10. Any player playing under an “assumed” name: Penalty is immediate forfeit of game.
Manager or coach and player in question will serve a mandatory two (2) game suspension
for the first infraction. If there is a second infraction, the team will be dropped from the
league with no refund. It is not necessary that this be a “protest”. Umpires may enforce
this.
UMPIRES:
1. All games will be officiated by former baseball participants, current adult softball
participants, and/or Parowan City employees.
2. Official USSSA rules are available online at www.USSSA.com
3. Mats behind home plate will be used to determine the strike zone for the umpire use.
4. All players and teams are expected to handle themselves in a responsible manner. Any
team or player that does not comply will be disqualified and expelled from the Complex.
See “Code of Conduct”.
PRE-GAME & LINE-UPS:
1. At least ten (10) minutes before game time, a representative from your team must submit
a line-up to the official scorekeeper on your field. Do not write down names before they
show up.
SCORE KEEPING:
1. The umpire will keep score on a scorecard. The home team has the option of keeping an
official scorebook for the purpose of discrepancies or protests.
2. Either team can have the option of providing someone to run the scoreboard.
GAME:
1. Home team will be the team listed FIRST on the schedule. Home team will provide the
official scorekeeper.
2. No infield will be taken between games or between innings.
3. Games will consist of seven (7) innings. No new inning will begin fifty-five (55) minutes
have been played. Time begins when umpire tells the team to take the field. RUN RULE:
Fifteen (15) runs after three (3) innings or fifty (50) minutes. Ten (10) runs after five
(5) innings or fifty (50) minutes.

Game time is forfeit time, with the exception of the first game of the night which will have
a ten (10) minute grace period.
5. Game time, both starting and time played, will be kept with the umpire.
6. Teams may play with as few as eight (8) players, but there will be an automatic out for
every player less than ten (10) in the score book. A team may choose to forfeit with less
than ten (10) players, but the league will not force a team to forfeit unless there are less
than eight (8) players at game time.
7. Any team forfeiting two (2) league games may be dropped from the league, with no
refund.
8. Metal cleats are NOT allowed for league or tournament play.
9. Pitch count is three (3) balls, two (2) strikes.
10. A commitment line will be drawn just past 3rd base. Once you pass this line YOU MUST
advance home!
11. There will be only two (2) home plates. All runners must touch the back home plate for a
run to be counted.
12. You may play ten (10) in the field, and bat all eleven (11) or twelve (12). This does not
mean one person bats and another plays the field and never bats. There are NO
designated hitters in slow pitch softball.
13. If a player is unable to complete a game for any reason (i.e.: injury, other commitments)
as long as there are still 10 players remaining in the game, an out will not be taken for the
player who is unable to complete the game. If the team is left with fewer than 10 players
in this situation, an automatic out will be taken in the lineup where the 10th player was
listed.
14. You may use one courtesy runner per inning. The last out of the same sex will be deemed
as the courtesy runner.
15. Dates and times for Tournament Play will be determined after registration closes. The
tournament may be played on any week nights or weekend, depending on facility and
staff availability.
16. Each league will play the “one up” home run rule. In which if a team hits a homerun that
team cannot hit another home run until the opposing team hits a home run. The penalty
to do so results in an automatic out.
17. If the offensive player hits the ball directly back toward the defensive team’s pitcher, it will
first be called as a warning, and the second offense will result in an automatic out. This
call will be made by the umpire.
EQUIPMENT:
1. We will give each team balls for their season use. These balls will need to last the entire
regular season of play. Each team is responsible to retrieve all home run balls. If a ball
become unusable you may trade it in to the field supervisor for a new ball.
2. Metal cleats are NOT allowed for league or tournament play.

Each team is required to provide their own safety mask for their pitcher. All pitchers are
required to wear the safety mask.
PROTESTS AND CODE OF CONDUCT:
1. Any protest must be made by the COACH to the umpire and scorekeeper immediately
after the alleged infraction and before the next pitch. The scorekeeper and umpire will
decide on the protest immediately. Protests will not be considered on a decision involving
an umpire’s judgment call.
2. All players and teams are expected to handle themselves in a responsible manner. Any
team or player that does not comply will be disqualified and expelled from the Complex.

3. Anyone ejected from a game will be banned from participation in the team’s next game.

No foul or abusive language will be permitted, and is reason for ejection and/or
forfeiture. Please pay special attention to your language!
No alcoholic beverages are allowed at any City Park, including the Valentine’s Peak
Complex, and the adjoining parking lot. If an umpire or scorekeeper has reason to believe
a player is “under the influence”, the game may be called a forfeit.
If any player or manager fights with another team or team member he/she will be
suspended from all Parowan City Recreational Department activities for one full
calendar year. This league is intended to be competitive & FUN.
No smoking in City parks, including Valentine’s Peak Complex per city ordinance.
TEAM NAMES AND UNIFORMS:
1. Parowan City Recreation is committed to assuring that its programs are free from
discriminatory, inappropriate, and disrespectful conduct or communication; therefore we
reserve the right to disallow any team name that we feel may be unacceptable due to a
racial, religious, sexual, or otherwise degrading in nature.
2. We ask that all team names, upon submittal, not contain or refer to profanity and/or not
be racial or sexually explicit in nature. In the event we need to remove a team name we
will simply change the schedule to reflect the coach’s last name or provide the opportunity
for the team to change their name.
3. Each team will be responsible for their own uniforms. At this time we are happy to have
each team in a uniform color. You will not be required to have matching jerseys with a
number although you are welcome to do so. We do ask, however, that each member of
your team wears the same color each week.
4. Any team wearing a uniform deemed inappropriate by the above guidelines will not be
allowed on the field, therefore resulting in a forfeit.
POSTPONED GAMES:
1. League games will not be postponed except for inclement weather.
2. Inclement weather: A decision will be made by 4:00 p.m. on the day of the game whether
fields are playable. Call (435)691-0722 for information.
3. If a game is postponed or canceled due to inclement weather by an official, Parowan
Recreational Department Coordinator or Supervisor, that decision is FINAL. Any TEAM
that disregards or refuses to abide by the official’s decisions will be suspended from the
league for one full calendar year.
4. All postponed games will be played on a revised make-up schedule on various dates
during or after regular season games are finished. Check with the Recreational
Coordinator regarding this.
5. A representative from each team is responsible to check with the league for any make-up
or play-off times and dates.
6. Make-up games and tournament games may be played any day of the week, including
Saturday, if necessary.
TIES IN LEAGUE STANDINGS:
Any ties in league standings will be determined by the following:

If still tied, a coin flip will determine results.
CO-ED RULES:
1. Alternating batting order 1/4 ratio. (MMMF, FMMM, MFMM, etc. No more than 3 males in a
row)
2. Two (2) of each gender in the outfield and three (3) of each gender in the infield
(including pitcher and catcher).
3. If male batter walks, the female batter may choose an automatic walk or chance to hit.
Male player automatically advances to second base.
4. Teams may start with eight (8) players, but the team must have at least two (2) female
players. NO EXCEPTIONS!
5. For all Co-Ed games, a 12-inch ball will be used for everyone.
6. A line (150 ft) in the outfield will be drawn. The defense must stay behind this line when
a female batter is up to bat, until contact is made. This line will also be used as the female
home run line. When a female is at bat and the defense is standing on or in front of the
line and catches the ball it is an out. If the defense is standing behind the line and catches
the ball it is a homerun. This will be a judgement call by the umpire and cannot be
protested.

PLAYER CODE OF CONDUCT
The following “Player Code of Conduct” has been adopted by the Parowan City Recreational
Department. These rules of conduct will be strictly enforced the coming season. It is the team
manager’s responsibility to ensure all his/her players know and adhere to these rules.

NO PLAYER SHALL at any time lay a hand upon, shove, strike or threaten an official.
Officials are required to immediately suspend player(s) from further play and report
such player(s) to the League Director. Such player(s) shall remain suspended until
his/her case has been considered.
A. Minimum Penalty: Suspension from two (2) league games and placed on
probation for the rest of the season.
B. Maximum Penalty: Placed on suspension for one year or life and/or assault
charges filed.
NO PLAYER SHALL refuse to abide by the official’s decisions. Officials are required to
immediately suspend player(s) from further play and report such player(s) to the
League Director. Such player(s) shall remain suspended until his/her case been
considered.
NO PLAYER SHALL be guilty of objectionable demonstration of dissent at an official
decision. Only one representative, who must be designated at the pregame, will be
allowed to have verbal contact with the officials.
A. Minimum Penalty: Warning by the official
B. Maximum Penalty: Removal from the game
C. One (1) warning per game. Two (2) warnings in the same night will result in
ejection.
NO PLAYER SHALL discuss with an official in any manner the decision reached by such
official, except the manager or captain.

NO PLAYER SHALL be guilty of using unnecessarily rough tactics (in the play of the
game) against the body or person of an opposing player. Officials are required

B. Maximum Penalty: Suspension for two (2) games and placed on probation for
the rest of the season.
NO PLAYER SHALL be guilty of physical attack as an aggressor upon any player, official,
or spectator. Officials are required to immediately suspend player from further play
and
report such player(s) to the League Director. Such player(s) shall remain
suspended until his/her case has been considered.
A. Minimum Penalty: Suspension from two (2) league games and placed on
probation for the remainder of the season.
B. Maximum Penalty: Suspension for life and/or assault charges filed.
Players are prohibited the use of alcoholic beverages, tobacco, or illegal drugs in the
immediate vicinity of the scheduled playing area, as denoted by City Ordinance. Players
who, in the opinion of the official, appear intoxicated can be ejected from the game.
A. Minimum Penalty: Placed on probation for the remainder of the season
B. Maximum Penalty: Suspension for the remainder of the season
Any player, coach, or bench personnel expressing any form of foul language loud enough
for the official and/or scorekeeper to hear will be ejected from the current game and from
the next scheduled game.
9. Any player being placed on probation for the remainder of the season and reported again
for violating the “Code of Conduct” will be suspended for the remainder of the season.
10. Any player removed from a game must leave the recreation facility (OUT OF SIGHT, OUT
OF SOUND) immediately. Failure to do so will result in suspension for the remainder of the
season AND forfeiture of the game.
11. All City League participants are governed by the aforesaid stated rules which cover all
conduct activities before, during, and after the game.
12. The Advisory Board has the prerogative of modifying and Player Code of Conduct rule
and/or penalty when deemed appropriate.
13. Participants may be held liable for damages caused by negligence or intentional acts.
14. Games must be postponed and remain so until at least 20 minutes after a sighting of
lightning. If a game is canceled due to weather conditions all teams must comply. Failure
to comply with a weather call will result in an automatic dismissal from the league for the
remainder of the season.
15. Teams are responsible for the conduct of their spectators. Failure to attempt to control
disruptive spectators may result in the forfeiture to the opposing team. This includes
behavior of children around the ballpark complex (climbing on fences, trees, running
through areas where games are being played, etc.).
Liability Waiver for Parowan City Recreational Facilities
ACKNOWLEDGEMENT AND RELEASE OF LIABILITY
I acknowledge that participation by me is expressly conditioned on my agreement to each of the terms of this
document. I acknowledge and agree to the following.
1. Physical exercise, sport, and recreational activities may cause injury. I understand that there is an
inherent risk of injury when choosing to participate in any physical exercise, sport, wellness, and/or
recreational activities. My participation is a voluntary activity in all respects and I assume all risks of injury and
illness that may result from such participation in any sponsored group activities or individual activities
associated with the Parowan City ____________________________________.
2. I, on behalf of myself, do hereby fully release and discharge Parowan City, their employees,
representatives, volunteers, from any and all liability, claims, and causes of action from injuries or illness
(including death), damages, or loss which I may have or which may accrue to me on account of participation
in Parowan City ____________________________________. This is a complete and irrevocable release and
waiver of liability. Specifically, and without limitation, I, on behalf of myself, hereby release the Released
Parties from any liability, claim, or cause of action arising out of the Released Parties’ negligence. I, on behalf
of myself, covenant not to sue the Released Parties for any alleged liabilities, claims, or causes of action
released hereunder.
3. I further agree to indemnify and hold harmless and defend the Released Parties from any and all claims
resulting from injuries or illness (including death), damages, or loss. Including, but not limited to, attorneys’
fees, sustained by me arising out of, connected with, or in any way associated with my participation in
Parowan City _____________________________________.
4. I certify that I am in good health and sufficient physical condition to properly participate in fitness
activities. I have read and fully understand the Acknowledgement and Release of Liability set forth above,
including the permission to secure medical treatment and the release of all claims, including claims for the
negligence of the Released Parties.
I have read this waiver of liability and indemnification agreement and fully understand its terms. I
understand that I am relinquishing certain rights and acknowledge that I am signing this agreement freely and
voluntarily, for myself and for my minor child(ren), if applicable, and intend my signature to be a complete and
unconditional release of all liability to the greatest extent allowed by law in the State of Utah.
