e-procurement platform for supply of manpower to 9 members in the district for the
supply of [03] Watchmen, [06] Housekeeper by [4 female&2 Male] Manpower for the
maintenance and provision of the services etc., in the Kendriya Vidyalaya NALGONDA
run by KVS under the Ministry of HRD, Govt of India from the eligible Manpower
suppliers/ Contractors/ Private Firms/Societies who possess valid contract labour license
issued by the Labour Department, Government of Telangana. They shall also be enrolled
in ESI, EPF & Service Tax or within one month from allotment of work. It is sole
discretion of the authority to decide number of works and number of Skilled, Semiskilled and un-skilled workers to be deployed, depending upon the requirement of
Service Taking Agency or Department. Interested Tenderers can down load the
information from e-procurement site of Deputy Director.

GENERAL TERMS & CONDITIONS
3
1.
The period of contract will be for the year 2017-18 or any date that may be fixed
by the Principal and the same can be terminated without assigning any reasons.
2.
The Principal Kendriya Vidyalaya NALGONDA, reserves the right to reject any
or all the tenders without assigning any reasons what so ever.
3.
The Out Sourcing Agency which posses latest valid certificate of registration
issued by the Labour Department, Government of Telangana or Labour
Department of Central Government are eligible to participate in the tender.
4.
The Out Sourcing Agencies should register with the Employment Exchange,
Nalgonda for the supply of Manpower.
5.
For each schedule the Agency shall submit Rs.3000/-[Rupees Three thousands
only] for Tender process charges through D.D in the name of the
THE PRINCIPAL, KENDRIYA VIDYALAYA, NALGONDA and it is not
returnable.
6.
The tenderer shall furnish the EMD of 1% on estimated cost of work/package
i.e., Rs.15,000/-
7.
Successful bidder SHOULD DEPOSIT Rs.1,40,000/- (RUPEES ONE LAKH
FORTY THOUSAND ONLY) as SECURITY DEPOSIT.
8.
The tenderer shall quote the ‘Service Charge in rupees per month on gross
payment of supplied man power. The service charges shall not be less than 2% of
the gross payments to the workers and not more than 5%.
9.
In case of many agencies quote the same lowest service charge per work, the
agencies will be selected on drawl of lots depending on the requirement of
number of agencies.
10.
In case any Agency is awarded a schedule [work] stands L1 in other schedule, the
L2 will be awarded the [work] schedule at the price quoted by L1. In case L2
does not agree then L3 likewise will be considered for award of [work] schools
for the supply of Manpower.
11.
The selected agency shall sponsor the candidates @ 1:2 per post, and a committee
of Officers will identify the candidates to work in the schools. The agency shall
sponsor the list of personnel duly considering the persons who are already in
position.
12.
The prospective Bidders/ Tenderers are requested to note specifically, that outsourced semi-skilled and un-skilled workers may be drastically reduced or
increased if required. The requirement of semi-skilled and un-skilled will be
totally stopped if required depending upon the circumstances. Even if this tender
is awarded to agency, there is strictly no guarantee that the services need to be
continued/ required upto one year. The Principal Kendriya Vidyalaya
NALGONDA reserves the right to reduce or terminate the contract depending
upon the necessity of the semiskilled and un-skilled workers. Also, the time limit
may be reduced.
12 No part of the contract shall be subject to any changes whatsoever without the written
consent and permission of the Principal Kendriya Vidyalaya NALGONDA. The
tenderer shall not transfer the contract by power of Attorney and also not authorized
others to receive payment on behalf of the tenderer. Subletting of the contracting
either in partly or whole will not be entertained under any circumstances.
13 The tenderer shall observe and follow all the rules and regulations of the contract
labour [Regulation and Abolition] Act, 1970 & 71 and the rules thus amended from
time to time and further undertake to indemnity Principal Kendriya Vidyalaya
NALGONDA from all liabilities under the said Act.

If any legal complications arise at any time on payment of wages under the Rules
and Acts in force, it is the entire liability and responsibility of the tenderer and the
Principal Kendriya Vidyalaya NALGONDA is no way concerned and responsible

The un-skilled / semi-skilled workers shall possess a minimum qualification as
specified by Principal Kendriya Vidyalaya NALGONDA.
a. The contract can be terminated at any time on the grounds of non satisfactory
performance, non-compliance of the terms and conditions and for any other
valid reason found detrimental. to the interest of the Institute and Security
Deposit will be forfeited without any notice.
b. The tenderer shall submit the list containing name of the worker, Bank
account Number and Name of the Branch for e-payment of wages. The
tenderer shall submit the list on 1st of every month
c. The workers shall be covered under Group Insurance and the premium should
be borne by the tenderer.
d. The prospective Bidders/ Tenderers are requested to note specifically, that
out-sourcing of workers may be drastically reduced if required. The
requirement will be totally stopped if required depending upon the
circumstances. Even if this tender is awarded to you, there is strictly no
guarantee that the services need not necessarily be continued/ required.
Principal Kendriya Vidyalaya NALGONDA reserves the right to reduce or
terminate the contract depending upon the necessity of the drivers.
e. The tenderers/ bidders who are willing to extend their services should note
the above conditions clearly. Who are willing to abide by the above
conditions only need to participate in the tender.
f. The tenderer shall remit all the contributions of ESI and EPF etc., of the
workers per the provisions of the relevant Act and all other remittance legally
liable.
g. The tenderer shall submit the copies of such remittances to the Kendriya
Vidyalaya NALGONDA concerned, by 15th of every month, failing which it
\will be deemed that the tenderer has not paid the remittances and action will
be initiated against the tenderer.

h. The honorarium of the employee shall be released to the Outsourcing Agency
by the concerned Principal Kendriya Vidyalaya NALGONDA where the
Manpower is supplied.
i.
In the event of an accident in respect of which the compensation may become
payable under the Workmen’s Compensation Act, VIII of 1923, whether by
the tenderer or by theKendriya Vidyalaya NALGONDA it shall be lawful to
retain out of the moneys due and payable to the tenderer such sums of money
as may in the opinion of the said Kendriya Vidyalaya NALGONDAbe
sufficient to meet such liability. The opinion of the Kendriya Vidyalaya
NALGONDA shall be final in regard to all matters arising under this clause.
j.
The tenderer shall also be responsible for the legal cases, challans, and
penalties if any initiated by the Police against the workers.
k. The tenderer shall submit a list of the workers engaged along with their
addresses. Any absentees shall be replaced immediately under intimation.
l.
The tenderers should provide prescribed uniform dress, and any other relative
items to the workers.
m. The tenderer should quote the prices both in words & figures in Indian
currency. The price quoted should be firm, in rupees. The tenderer should
quote only contractor profit/ Service charges in terms percentage only. In case
of more than one tenderer quoted the same percentage, then the lowest tender
will be decided through drawl of lot.. No any sort of representations will be
considered in this matter.
n. The payments to the tenderer will be made once in a month duly deducting all
applicable taxes, levies, cess etc., after submission of acquaintance and
attendance certificate from the authority concerned of The Principal Kendriya
Vidyalaya NALGONDA.
o. If the tenderer fails to provide prescribed No.of manpower at prescribed time,
the Principal Kendriya Vidyalaya NALGONDA will deploy such short fall of
manpower from any other tenderer at available rate and the same amount will
be deducted from the future monthly running bills of the contractor and also
suitable action will be taken against them. If the tenderer fails to supply the
required number of manpower on more than 2 occasions, the contract will be
terminated and EMD is liable for forfeiture.
16 The decision of the Tender Committee, with regard to the Technical Bids will be final
and no correspondence or representations will be entertained in this regard,

The successful tenderer should remit the balance EMD of 1.5% of the allocated
work quantum, at the time of concluding the agreement by way of demand draft
from any Nationalized Bankin favour of The Principal Kendriya Vidyalaya
NALGONDA.

The successful tenderer should furnish performance guarantee for Rs.1.50 lakhs
in the form of Bank Guarantee from any Nationalized Bank.
AUTHORITY OF THE Principal Kendriya Vidyalaya NALGONDA.
19 If the service of the service provider is found to be not satisfactory the Principal
Kendriya Vidyalaya NALGONDA has the right to terminate the contract and also
black list the name of such Agency/ Contractor. If the Agency/ Contractor fails to
comply with any of the conditions as stipulated in this schedule the Principal
Kendriya Vidyalaya NALGONDA has the authority to terminate the contract besides
recovering the costs as estimated by the Principal Kendriya Vidyalaya NALGONDA
for any damage caused to the civic infrastructure.

Force Majuro: If in the opinion of the Principal Kendriya Vidyalaya
NALGONDA is not desirable to continue the contract at any point of time due to
changed situations, like natural calamities, civic disturbances and any other
situation beyond the control, the Principal Kendriya Vidyalaya NALGONDA has
the full authority to suspend or terminate the contract.

NATURE OF WORK:
The Kendriya Vidyalaya NALGONDA, a centrally funded Autonomous Body, is a
Society registered under Societies’ Registration Act, 1860. The Sangathan administers the
Scheme of Kendriya Vidyalayas set up for imparting education to the children of transferable
Central Govt. Employees among others.

once in the morning before opening the office and thereafter every 2 hours
especially in the areas like corridors, stairs and reception etc. Spraying of
flit/anti-termite treatment & rodent control etc. are to be made daily and
whenever necessary, for keeping the rooms/sections free from mosquitoes, flies,
termite/pests/rats etc.
Cleaning and washing of toilets and urinals using deodorants, detergent and
disinfectants once in the morning, after interval and after school hour.
Cleaning of carpets of the office room with vacuum cleaner to be provided by the
Contractor.
Sweeping and cleaning of open areas, roads, passage, etc. within the boundary of
the Vidyalaya’s wall surroundings to this building.
Regular dusting/cleaning of office furniture (table and chair) and equipment,
telephones, book cases, filing cabinets, almirahs and doors and windows
including removal of cobwebs every day before opening of the Vidyalaya i.e.
8.30 a.m.
The choking of the sanitary installations e.g. w.c’s Traps, Bottle traps, gully traps
etc. is to be cleared within 24 hours of noticing the complaint.
All complaints of leakage in the GI & CI pipes etc. are also to be attended within
24 hours.
Filling of water in all desert coolers.
Putting of Kerosene Oil in Desert coolers on each Saturday /last working day of
the week during the summer season when coolers are in operation and also
cleaning of water tank of desert coolers with dusters every week throughout the
year in order to make them dry when they are not in use.
