Coordinated implementation of the two sets of Guidelines on Decentralization and Access to Basic Services at national level UN-HABITAT, slide number 1 List of basic services (As per paragraph 84 of the Habitat Agenda) Water and sanitation Transport Energy Waste management Communication (Requiring heavy infrastructure) Health Education Public Safety Social Welfare (Implying important operating costs) All sectors are inter-dependent UN-HABITAT, slide number 2 • The two sets of International Guidelines were adopted respectively in 2007 and 2009 by UN member states after a decade of negotiation. • Member states recommended a coordinated implementation of the two sets of guidelines. • Member states requested UN-HABITAT to assist interested Governments to adapt the guidelines to national contexts. • Member states requested to develop partnerships with other UN bodies, development banks, etc. to support ownership and application of the guidelines to local and national circumstances. 3 UN-HABITAT, slide number 3 Links between the 2 sets of Guidelines • Governments keep overall responsibility in policies, but basic services have to be available locally. • Stable and efficient relationship between central governments and local authorities is crucial for the delivery of services. • Decentralization empowers local governments and gives them authority and means to exercise their responsibilities. • Successful available examples of access to basic services always occur in advanced decentralization frameworks. UN-HABITAT, slide number 4 Implementation strategy Policy Development (1) • Pilot countries willing to test the coordinated adaptation of Guidelines to national contexts. • UN-Habitat will provide financial and technical support to national institutions for conducting standardized participatory process both at national and city levels. • Habitat will also support national steering committees to guide the process. UN-HABITAT, slide number 5 Implementation strategy Policy Development (2) • Build on existing reviews and reform agendas • Develop cross-sector complementarities through integrated approach at different territorial levels. • Develop action plans for inter-sector coordination at different territorial levels as well as vertical coordination among the different administrative levels. • Adapted guidelines and action plans endorsed in each pilot country to feed the reform agenda with monitoring system. UN-HABITAT, slide number 6 Implementation strategy Capacity building (1) • Quick handbooks for implementing the guidelines largely disseminated in different languages • An analytical list of existing manuals, tools and relevant initiatives • A manual on monitoring systems and related country specific indicators • Other training manuals to complete existing tools. UN-HABITAT, slide number 7 Implementation strategy Capacity building (2) • National training components for pilot countries. • Review ongoing municipal capacity development programmes in pilot countries to ensure consistency with the guidelines. • Regional multi-stakeholders training sessions. UN-HABITAT, slide number 8 Implementation strategy Monitoring • International contact group to raise awareness on the Guidelines. • Technical advisory group composed of representatives of pilot countries, involved groups of stakeholders and international supporting institutions. • Secretariat coordinates the implementation process and report to UN-Habitat Governing Council. • International conference of partners in 2012 to take stock of the implementation.
