Post title Security Team Leader Division / Section Corporate Property Department Facilities Management Responsible To (Title) Security Manager Number of post holders 3 Acting up/ Secondment Purpose of Job The post holder will be required to co-ordinate an effective provision of a city wide Security service for all Corporate Buildings, as well as a number of other locations such as bus depots. The Security Team Leader will also have responsibility for ensuring that the mobile crews are adequately resourced and attending alarm activations and key holding duties within the performance and service parameters detailed within the Service Level Agreement. The post holder will also be required to manage, monitor and advise on elements associated with CEC’s Security Technology deliverables during periods of absence. MAJOR TASKS/JOB ACTIVITIES The post holder will be required to supervise all Security staff including Security personnel deployed by the outsourced contractor on all CEC properties. This will include the following; Staff Management Develop and disseminate staff rosters, ensuring that all buildings under sphere of responsibility are resourced with appropriately trained security personnel operating to the set Assignment Instructions for their work location. Ensure that mobile security teams are adequately trained and that these same personnel complete vehicle checks in line with agreed procedures. Ensure that adequate Security cover is provided during periods of absenteeism. Provide training to Security personnel and ensure that they are familiar with CCTV operations, where applicable including all other security systems, such as door accesses and visitor pass issue. Monitor staff absenteeism, ensuring that any prolonged or repetitive sickness episodes are dealt with and in accordance with HR procedures. Conducting “return to work interviews” on each occasion that a member of the inhouse Security team has been absent due to sickness. Ensure procedures are in place for the control and issue of keys, adhering to the process prescribed in the Assignment Instructions. Undertake annual in-house team and staff PRD/PDP’s. Provide cover for the Security Manager during periods of absence. Security Reports Ensure that all Security personnel on site adhere to the procedures and processes detailed with each, local Assignment Instructions. Review all routine investigation/incident forms, ensuring that these are compiled in a timely manner and to a consistent standard, advising the Security Manager of any incident/investigation that will require a senior management input. Supporting the Security Manager with investigations where the process or outcome may be particularly sensitive or have serious implications for the security of Buildings, its staff and clients. Ensure that all necessary property inspections have been completed and security equipment is in a serviceable condition. Control Room Ensure that surveillance and monitoring of the ARC system is resourced appropriately and that incidents/alarms are responded to within the agreed times. Ensure that all Security personnel adhere to the key holding process and response mechanism pertaining to each building profile. Instigate the call out procedure in the event of a Major Incident including adherence to the Business Continuity plans. Ensure that all tasks and duties are reported and recorded on the daily report, occurrence log sheet. Technical Support The post holder will be required to provide support/cover to the Technical Support Team Leader during periods of absence. This will include monitoring any hardware/software installation, as well as dealing with any system issue that may arise. Other The post holder will be required to liaise with the Police, Fire Brigade and other agencies in normal day to day duties including emergency situations. The post holder will have delegated responsibility for ensuring that Health & Safety is adhered to, ensuring a safe working environment for all employees. Completing and monitoring risk assessments in line with local Assignment Instructions and disseminating these to the Security Manager. Ensure that all Security personnel are aware of and actively respond to fire alarm activations in accordance with each Building’s Evacuation Plan and Fire Strategy Policy. Attend weekly team meetings with the Security Manager Supervision and Management of People The post holder will have shared supervisory responsibility for circa 25 staff working within a shift pattern, including the outsourced Security contract. Security staff will be working in various locations throughout the city and in designated security vehicles. Creativity and Innovation The post holder will be required to monitor, examine and supervise incident and log reports and take appropriate action. The post holder must be able to interpret policies and procedures and communicate these in an effective and concise manner to all Security personnel. Contacts and Relationships The post holder will predominantly liaise with members of the public and Council staff in dealing with a multitude of enquiries regarding security matters or security systems. There will also be daily contact and supervisory management of the outsourced Security contract management and staff to determine adherence to contractual outputs. Decisions (Discretion) In the main, the post holder will follow agreed procedures and written instructions. There will be a requirement to allocate work as necessary to ensure the safety of staff and visitors to the various Council Buildings. Decisions (Consequences) The result of any Security decision made will result in a safe and secure working environment which is focused on adhering to general Council Policies and Procedures including on site Assignment Instructions. Resources The post holder will have responsibility for the day to day security function, both in terms of staff management and systems within the control centre/ARC. There will also be a requirement to manage the vehicles used by the Security mobile service, ensuring that vehicular maintenance and legislative requirements are monitored and action taken at appropriate times. The post holder will have direct responsibility for the procurement of uniforms for all CEC Security staff and to ensure that both Security Contractor and CEC Security staff are wearing appropriate uniforms and Identity Badges when on duty. Environment – Work Demands The post holder must prioritise their work changing the prominence, as circumstances dictate. The post holder will allocate resources to correspond with changes in work demands. The majority of the work is programmed however the security service is a 24/7 business therefore not all eventualities can be envisaged and there will be occasions when the post holder will need to work outside core hours including being part of an on-call team. Environment – Physical Although the post may be exposed to some physical demands, these will be predominantly within the range of normal security activities. It is anticipated that the post holder will spend a proportion of their time (around 70%) on site engaging with staff to assess and discuss works outputs and ensure that the various security service deliverables have been met and adhered to. Environment – Working conditions When on site and during patrols/security surveys, the post holder may be exposed to dirt, noise, a range of weather conditions and, potentially, working in live-traffic situations. Due to the nature of the role, the post holder may also be faced with certain situations where a high degree of diplomacy and tact may be required including dealing with offensive verbal comments from dissatisfied members of the public. Environment – Work Context The post holder will be required to operate in difficult situations which may challenge the wellbeing of the post holder particularly during potential alarm activations in buildings under sphere of responsibility. Knowledge and Skills The post holder must possess Security experience gained over at least 5 years operating at a supervisory level in the private and or public sector with a demonstrable track record of managing security teams is essential. Experience of developing processes and monitoring Security technological systems to ensure that work is completed to the relevant standards and setting, monitoring targets for individuals, contractors and team is essential. Good leadership qualities, with the ability to review and evaluate the work of a team and individuals within it, to motivate staff and encourage participation. Genuine customer faced orientation with the ability to respond appropriately to the needs of all customers and possessing the tact to deal sensitively and effectively with difficult issues and situations is essential. It is essential that the post holder possesses excellent communication skills and be computer literate on all Microsoft packages. The ability to work on your own initiative coordinating the shift, being thorough and accurate in all documentation Health and Safety The Council must abide by relevant health & safety and employment law, as well as the common law duty of care. All members of staff are required take care for their personal health and safety and that of others who may be affected by their actions or inactions. You are therefore required to carry out your duties in a safe manner in accordance with instructions and in compliance with safety rules/procedures, regulations and codes of practice. You are required to advise your line manager if you become aware of any unsafe practice or condition or if you have any other safety concerns and should comply with accident and near-miss reporting procedures. If you supervise, manage or lead other staff, you are also responsible for ensuring that the Council’s operations are carried out in such a way that ensures, so far as is reasonably practicable, the health, safety and welfare of those staff and that of any others who may be affected. You will therefore conduct relevant risk assessments and assign duties with appropriate instructions, in compliance with safety rules/procedures, regulations and codes of practice. You will address and/or escalate any issues of any unsafe practice, condition or any other safety concerns you identify or that are brought to your attention, taking appropriate advice as necessary and will ensure that accident and near-miss reporting procedures are understood and complied with.
