COMPETITIONS FORMAT FOR 2011/12 SEASON
1. As agreed at the 2011 AGM (see attached) Wymondham College and Langley will be seeded into the
Quarter Finals stages of the U13, U14, U15 and U16 competitions. Wymondham College B (Under 15 and
Under 16) and Greshams B (Under 14, 15 and 16) will be entered into the Pool stages of their age groups.
2. It was agreed by all that after the pool games were completed, a draw will be made for the Quarter Finals in
the Cup which included the seeded schools with the possibility for some preliminary games to be played in
certain age groups.
3. The Under 18 Competition continue with the pools then knock out stages for the Cup and Plate Competitions
PLEASE NOTE THAT THIS IS AN UNDER 18 NOT UNDER 19 COMPETITION
4. The Under 16 Competition will remain as a knock out event due to the clashes with exams and reluctance of
schools to let Year 11 students out of school. A. Ogle reinforced the point that ANY teams that concede
games in Round 1 and Round 2 of the Cup will NOT be eligible to go into the Plate, this was agreed by
all.

As agreed at the AGM, Wymondham College and Langley are seeded through to the quarter-finals of the cup.
The winners and runners up in each group (plus the 3rd team in pools A and B) will go forward to the latter stages of
the cup along with the seeded schools. This will create the need for a preliminary round before the quarter finals,
semi finals and the final.
Third and fourth placed teams will be entered into the quarter final of the plate competition. These games will be
redrawn on completion of the pool stages and details will be emailed out to all schools.

Under 14’s and U13’s will play a maximum of 25 minutes each way with a size 4 ball
2
Under 15’s and 16’s will play 30 minutes each way with a size 5 ball.

Play will be under the Laws of Rugby as laid down by the R. F. U.

Teams will be of 15 a side.

Scrums must contain eight players. However if injuries cause insufficient numbers to permit this then reductions are permitted in the
following order for both sides: 3-2-1,3-2(Law 20).

Replacements should have front row experience wherever possible. If players in the front row are not experience, scrums should be
uncontested.

The first named side in league and cup draws is designated as being at HOME in all cases. It is the HOME team’s responsibility to
arrange fixtures. It is the responsibility of the HOME team to notify the results within the same school week.

League places will be decided on points from games. Points will be awarded for games as follows:
2 points for a win, 1 point for a draw.
No extra time to be played
All games will conclude when the first side reaches 40 points unless agreed by mutual consent by the teachers in charge prior to the
game.
Points in abandoned and unplayed games will be awarded as follows:
1
If the game is abandoned in the first half, the points are shared, but with the points remaining valid for calculation
purposes.
2
If the game is abandoned in the second half the points are awarded to the team in the lead, with the points remaining valid
for calculation purposes.
In knock-out stages/competitions the following actions apply to a draw at full time. NO EXTRA TIME MAY BE PLAYED
1.
The team having the most tries wins. If there is still no result then the team with the most conversions from tries wins.
2.
If there is still no result, then the first to miss penalty kicks, centrally from the “22m” line will decide the game. Every
member of the team taking one kick each in order.
3.
In the Final, if the score is tied, the team having the most tries wins. If there is still no result then the team with the most

The tournament organiser reserves the right to select dates / redraw / disqualify / eliminate any teams from the
competitions if deemed necessary. The tournament/competition organisers’ decision is final.
All Finals will have a team of 3 officials that will be supplied by the Norfolk Referees Society.
For semi-finals a neutral referee must officiate the game and if possible 3 officials as per the
finals

Rugby union is the fastest growing major sport in the country, attracting more people than ever to enjoy a vibrant game as

win but not at all costs and recognise both endeavour and achievement. We ensure that the wellbeing and development of
individual players is central to all rugby activity.

PITCH SECURITY AND TECHNICAL AREA – Advice to all EC Member Clubs
Last season there were several unsavoury “touchline” incidents and in an effort to eliminate these, and in the interests of general safety, the
ECRU Management Committee expects that, where possible, pitches be roped off at no less than 2 meters from the touch line, on BOTH
sides of the playing enclosure; this applies to Schools and Youth games.
TECHNICAL AREA: This should be regarded as part of the playing enclosure. For ALL games where there is no properly marked
technical area, the two areas between the half way line and each 10m line will be designated and used as technical areas.
Two coaches, no more than two water carriers and the medic and/or physio should be within those technical areas and will remain there
unless called to the playing area.
No replacement will remain in the Technical Area, or anywhere near the Touchlines.
Replacements are to remain behind any barrier or ropes provided, or in any event away from the field of play. Replacements should only
warm up behind their opponent’s goal area,
It is understood that there may be some local difficulties in fully implementing the boundary ropes. It is believed, however, temporary daily
arrangements should be practicable. If there are difficulties, common sense must prevail.
It is appreciated that these are guidelines.
However, following discussions with RFU Competitions Manager, and the London and North-East Competitions Secretary, the
recommendation is that ALL Clubs must take ‘reasonable precautions’ to prevent spectators getting onto the Playing Enclosure.
Should an incident occur which may have been avoided by implementing these suggestions, the facts may be taken into consideration.
Clubs are again reminded of their collective responsibilities towards match officials and spectator behaviour.

NO-ONE, coach, spectator or parent will enter the field of play for ANY reason with out the knowledge AND permission of the referee. It is
the duty of the referee to control the game.
# This will negate ANY opportunity for allegations of “Child Abuse or Child Welfare”. Problems start, not when two 14 year olds have a
spar with each other BUT WHEN an adult tries to separate them.
If any discipline matter is dealt with in-house, and that is the preferred way, the results must be sent to the Hon. Sec. Discipline within 72
hours of the incident. Failure to comply may result in further sanctions against the club.
