RESOLUTION
WHEREAS, registered voters in the ten-county Metro Atlanta
area this summer will decide whether to approve a special one-cent
sales tax to fund a series of tram:;portation_projects ove.r the
next decade; and
WHEREAS, this special regional sales tax is ~xpected to raise
some $8.5 bill.ion l with 85,percent of these funds to be.spent~:m
projects identified several months ago as IIregional projects ll 9Y
a Regional Roundtable of local elected officials and with the re­
maining 15 percent to be spent on "local projects" which currently
are being identified by local governments in Metro Atlanta; and
WHEREAS, the Regional Roundtable -- the chairmen of the
county commissions1n t.he. ten-county metro area, the mayor of the
City of Atlanta, and a mayor from each of the ten counties (wll).ch
included the mayor of Douglasville) -- met many times in 2011 be­
fore finalizing and agreeing on a list of IIregional projects"tLo
be presented to. the voters in a referendum to be held on Tuesday,
July 31, 2012; and

WHEREAS, of particular interest to local voters are six pro­
jects located in Douglas County:
-- The Georgia Highway 92 relocation and realignment project
in Douglasville ($49,000,000).
-- Widening a section of Bankhead Highway in Lithia Springs
from Thornton Road to Sweetwater Road ($20,000,000).
Widening, Lee Road/South Sweetwater Road ($18,900,000).
Thornton Road/Camp Creek Parkway project ($43,000,000).
A regional traffic control plan on Interstate 20 and a
traffic control center ($19,000,000).
Two multi,-use. path .proj.ects in Douglasville near. the
Douglas County Courthouse and Dorris Road ($2,860,000) . .
Also, improvements to the Interstate 20/Interstate 285
interchange ($149,000,000); and
WHEREAS, the 15 percent of the $8.5 billion -- to be set
aside for "local projects" if the referendum is approved by metro
area voters on July 3.1, - - is divided in accordance with each local
government's 2010 population; and
WHEREAS, according to information from the Atlanta Regional
Commission (ARC), the set aside fo~ the D9uglas County government
would be $36,033,860 for the ten years, or $3,60~,386 on an annual
basis; and

WHEREAS" the paralle.l figure.s .from ARC for the City of :qoug­
lasville.government, based on population, would be $7,56?,~~O for
the ten years, or $756,543 on an annual basis; and
WHEREAS, this ,City Council does not believe the best use of
its "local project" funds. wo:uld be to stockpile. $756,543 from year
to year and then expend it on one or two major projects late 'in
the decade, but that the City should continue to seek State and
Federal funds through ARC for large projects in the City; and
WHEREAS, this City Council believes instead that the best use
of its "local project" funds would be through a continuing road
improvement and road pr.eservation program which would involv~ all
sections of the City of Douglasville and which would consist of
resurfacing projects and intersection improvement projects; and
WHEREAS, the City of Douglasville wishes to respond to the
request from.ARC. that. each local government identify ,its "local,
projects" at this time so citizens will be aware of their respe.c­
tive local government's plans for the use of its 15 percent share
of the Tran~portation Improvement Act (TIA) funds if the ~~ly 31
referendum is approved.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the Dou9lasville
Mayor and members of the ,City Council that its use of "local pro­
ject" funds be as follows:
(a) For each year of the decade when the City of Douglasville
receives some $756,543, at least $250,000 of this amount willpe
spent on street resurfacing projects. A list. of possible street
resurfacing projects will be maintained by the City of Dou9Ia~­
ville, being updated annually based on an analysis of. need. The
current priority list of such projects is shown in Attachment A
to this resolution.
(b) For each year of the decade when the .C~ty of Douglasville
receives some $756,~43, at. least one intersection improvement pro­
ject will be done. Each such project could cost up to $500,000.
While future City Councils could change the priority order based
on changing needs in the City's road improvement program, the cur­
rent priority list on. how. the .proj.ects .would be initiated. if. .,the
TIA referendum is approved on July 31 is shown in Attachment B to
this resolution.
BE IT FURTHER RESOLVED by the Mayor and members of the City
Council that a copy of this resolution be transmitted promptly to
the Atlanta Regional Commission.

BE IT FURTHER RESOLVED by the Mayor and members of the City
Council that this information concerni~g the City of Do~glas­
ville's "local projects" be conveyed to our citizens through the
local news media, the City's web site, and CITf TV.
