1.
Introduction
Wireless Monitoring Organisation (WMO) was established in 1952 as a field Organisation
under Wireless Planning & Coordination (WPC) Wing of Ministry of Communications and
IT. WMO endevours to ensure enforcement of national as well as International
Telecommunication Union (ITU) Radio Regulatory provisions and stipulations by way of
performing various Radio Monitoring activities. Besides this, WMO has also facilities to
monitor emissions originating from satellites in the Geo-Stationary Orbital (GSO) arc of
20 deg. E to 140 deg. E to protect Indian Space Services from interferences caused by the
emissions from other satellites or vice versa.

Staions/ Units
Wireless Monitoring Organisation (WMO) has a network of 27 Wireless Monitoring Stations
including 5 International Monitoring Stations in various cities in the country, one
International Satellite Monitoring Earth Station at Jalna (Maharastra), 5 Radio Noise Survey
Units at Delhi, Mumbai, Kolkata, Chennai and Hyderabad, one Training and Development
Centre at New Delhi and also 10 Inspection Units at various cities in the country.

Functions of the WMO

Analysis of specific complaints of harmful interference in reception of radio
emissions, conducting investigations, gathering data through process of extensive
radio monitoring for suitable remedial actions.

Surveillance over radio spectrum, for detection of infringements of technical
parameters and regulatory provisions as stipulated in the wireless licence of
authorized stations granted by the Government of India and and to ascertain spectrum
occupancy/vacancy.

Inspection of licensed /authorized wireless stations for verifying adherence to radio
regulatory conditions of the wireless licenses.

Participations in the international radio monitoring programs under the aegis of ITU.

Carryout special technical investigations and measurements, assistance to other
Departments/Organisations for frequency measurements, site noise level
measurements, etc.

Provide assistance in conducting examination for the award of Certificate of
Proficiency, Global Maritime Distress & Safety Systems (GMDSS) and grant of
Amateur Station Operators license and Radio Telephony Restricted (Aeronautical)
license.

Issuance of Wireless Possession Licence under Indian Wireless Telegraphy Act,
1933.

Technical studies for standardisation of technical parameters, network
feasibility, Electro-Magnetic Interference & Compatibility (EMI & EMC) tests.

Radio Noise Measurement on Industrial, Scientific and Medical (ISM) equipment,
power generation and distribution systems, vehicular traffic, etc. to check radio
pollution environment for mutual compatibility with radiocommunication services.

Inspection of Radio Installations for checking technical, operational, regulatory
parameters and licensing conditions.

Complaints related to interference on Wireless Network
Any authourized wireless users/ service providers may report complaints regarding
harmful interference received in their wireless network, to any of our WMO Offices/Stations
in the prescribed format. Appendix-23 is the prescribed format for this purpose. The
complaints will immediately be addressed by our expert engineers/officers to resolve the
problems at their own level first. If the complaints so received, are not resolved in the
specified time frame (say one week), the matter with their observations should immediately
be reported to WMO(HQ), who in tern will take appropriate action in the matter. WMO (HQ)
could also provide assistance to the wireless users regarding installation and operation of
wireless infrastructure to ensure harmonized and efficient use of allotted spectrum.
