Strategy and Experimentation
• Shock to the system
• Stability and Chaos
• „Islands of order“
• Create a very stable core that does 70% of the job
• Address challenges for business sector and
academics separately
• Agencification
• Experimentation
Folie 6
Decision Making
• Knowledge-based society is a reality
• There is too much knowledge out there to ignore
it
• Get as many brains thinking about your problems
• Find a way to crowdsource this knowledge
• Open up discussion, involve outside experts,
start experimenting, create community and
opportunities...
• Interaction between the core group and crowd
Folie 7
Investment and R&D
• Liase with overall development strategy
• S&T is driver and driven
• Investment, competition, education,
competitiveness and specialisation strategy...
• Investment will have more impact in the short
term
• Returns in Austria were twice as high as in
countries of origin (e.g. USA)
• Generates the funds for R&D and innovation
• Innovation is for all business – R&D for some
Folie 8
R&D
• Education, Research and Innovation
• Research without echo in the economy is not
going to produce positive results
• Economy-science interaction is important
• linear approach not helpful in this respect
• Can only interact if there is an overlap in areas of
interest, otherwise research is not translated into
innovation
• Same applies to supply of skilled persons from the
education system and demand from the enterprises
• Research might be “door opener” to new areas
Folie 9
Some conclusions
• What is the optimal balance between strategic
behaviour and a not co-ordinated bottom-up idea
generation system?
• Create consensus that goes beyond the political
day to day business
• Investment and R&D
• Be ambitious and patient
• Accept that the knowledge-based society is a
reality – try to insource “brain activity” through
opening the process
