Program Logic - Evaluation
The Program Logic will employ an ongoing and
dynamic evaluation framework to assess the extent
to which the outcomes have been achieved.
The Program logic directs the evaluation and frames
the questions and enables adaptive management
and learnings across the program.
The Program Logic determines the type of evaluation
to be conducted:

Project Requirements
• Section C: Project Plan, Budget, and Logic (Weighting: 25%)
This section focus on the proposed project plan, hypothesis,
clear deliverables and milestones; a realistic and defensible
budget within the limits set by QGHA; and includes a sound
project logic supporting an effective roll-up to program level
to identify and manage risks, inter-project dependencies and
collaboration opportunities.
The key outputs and deliverables should provide a solid
foundation and detailed scoping of future QGHA projects in
the context of the QGHA’s long-term goals and objectives.
• C.1 Project Plan, hypothesis, milestones, and proposed
project timelines and deliverables. (Maximum 750 words)
• C.2 Project methodology and logic diagram (approach,
design, and techniques proposed). (Maximum 500 words)

QGHA Projects – Legal Structure
• The QGHA initiative is funded by Queensland Heath
• The University of Queensland (UQ) has been appointed
by Queensland Health to lead the initiative
• To enable UQ to facilitate the program, UQ has signed a
Funding Agreement with Queensland Health
• UQ is required to conduct the program and expend the
funding in accordance with the terms of the Funding
Agreement
• The Funding Agreement sets out how UQ is to engage
those parties who have been chosen to conduct the
projects
• Queensland Health, as a condition of the funding
provided to UQ, requires that Research Services
Agreement contains certain terms and conditions

Research Service Agreements
• Successful project applicants will be required to enter
into a Research Services Agreement with UQ.
• Certain terms and conditions contained in Research
Services Agreement are a requirement of the Funding
Agreement between UQ and Queensland Health.
• These prescribed terms include matters such as:

intellectual property
reporting on progress and financials
privacy and personal information
Indemnity and termination
• UQ will enter into the Research Services agreement
with the successful project lead only
• It will be the responsibility of the project lead to enter
into agreements with other collaborators,
