COACHES AND TEAM RULES AND REGULATIONS
EFFECTIVE AS OF SEPTEMBER 1, 2010

A.
Siblings of existing Dragon members have first priority on all start-up teams or if the teams are
not at their minimum of 8 players. (Amended October 4, 2007)
B.
New members may be added depending on the team size and approval of the coach and
parents of that team. The Governing Board will have final approval.
1.
For all 6th grade and younger divisions, the minimum number of players shall be 8 and
the maximum number of players shall be 10. The exception to exceed 10 players is
when there is a unanimous vote of approval of all team parents and coaches (if nonparent), and with the final approval of the Governing Board.
2.
Upon the team reaching the 7th grade or above, the minimum number of players shall
be 8 and the maximum number of players shall be 12. The exception to exceed 12
players is when there is a unanimous vote of approval of all team parents and coaches
(if non-parent), and with the final approval of the Governing Board.
3.
A player must be a member of BAAS before participating in any events. No tryouts
during events are allowed. (Amended Aug 14, 2007)
4.
All start-up teams shall only consist of players in that respective start-up grade level.
Priority should be given to kids at that grade level for start-up regardless of skill level.

If the required minimum number of players is not met, the team will share the practice gym
time with another team and will have one less event. When the minimum number of players
has been met after the September 1st deadline, one event will be prorated.
C.
No team shall be deemed officially formed without a coach, a minimum of 8 players signed,
and the final approval of the Organizational Commissioner.
D.
Where there is more than one team per gender / grade, the first team formed has the option to
choose their color designation (black or red).
E.
There is a non-refundable annual membership fee for all team members. The membership fee
shall be due and collected at the start of each season. All membership fees are due
September 1st. The season begins September 1st through August 31st. Players joining after
the season begins shall be prorated through the following season. (All are required to pay –
no scholarship offer)
F.
Each player will be required to fundraise annually for the organization.

For a player joining after the start of the season, dues will commence based on the installment
payable prior to your start date. Dues will not be pro-rated and refunded for players leaving the
organization before the season ends. (Amended 7/21/09)
*Scholarships may be available on an individual and need basis.

If a player is not up to date with his/her dues, the coach and the parent must be notified. It is
then the coach’s responsibility to make sure the player does not play. Membership dues must
be current before the player can participate in the next event. (Amended June 6, 2006)
a. Late dues may jeopardize your child’s eligibility to play in events or cause
tournament checks to be withheld or gym time to be rescinded for your team until dues are
fully paid. (Amended 7/21/09)
b. Members who fail to complete their financial commitment (membership fee,
fundraising commitment and/or payment for unfulfilled volunteer hours) may be reported to
NAYBA (Northern Asian Youth Basketball Association) upon resignation from BAAS which
may affect member’s acceptance into other basketball organizations. (Amended 7/21/09)
H.
Each family will be obligated to fulfill a 10 hour volunteer time commitment each season.
Failure to meet the required hours of service will result in a $20 per hour fee assessed for
each hour not completed by the end of the season and may jeopardize future membership in
the organization.
I.
Team members shall not be allowed to play or compete for any other Asian organized team.
Exceptions are school, church and AAU teams.

J.
Team members shall not be allowed to switch teams within the organization. An exception will
be made if a grievance is brought to the Governing Board and the Governing Board will review
the situation on a case-by-case basis.
1.
Should a player leave the organization on good terms but later decide to return, the
player will be offered a spot on his/her original team, provided there is a roster spot
available. If not, and an unanimous vote cannot be obtained to add this player over the
roster team limit, the Governing Board reserves the right to place the child on the
other same grade level team, as long as the receiving coach is
agreeable.(Amended Aug 14, 2007)
K.
Borrowing Dragon players – This would be for a tournament / game when there is a hardship.
a. The borrowed players DO NOT start the game.
b. The borrowed players DO NOT go into the game until the players of the actual team
have had a chance to play.
c. A hardship is considered when you have less than 8 players.
d. The borrowed players CANNOT be from an older team. It must be borrowed from the
same or lower divisions.
e. Parents must ask permission from their coach before a borrowed player is allowed to
attend and/or participate in another team’s practice or tournament.
L.
Playing time and participation requirements are listed below:
a. 3rd through 5th Grades - Coaches are required to play all the players a minimum of one
quarter.
b. 6th through 8th Grades - Coaches should play all the players approximately one quarter.
c. 9th Grade and above - Open playtime, no requirement, though we encourage that
everyone should be able to play. (Amended Aug 14, 2007)

If there is a problem with the child or Parent.
The child or Parent must be counseled
The child or Parent must be warned
Talk to the parents
The parents must be reminded of the parent/player commitment agreement that they’ve
signed. By signing the agreement, they agreed to abide by these rules. Be sure to
document the actions taken, let the parents know that you are documenting these actions.
N.
Always show professionalism and good sportsmanship on and off the court.
O.
Grievance Process:

If a decision has been made by the coach and the boys and girls commissioner, and a
parent disagrees and wants to appeal, he/she can appeal to the head commissioner.

If the head commissioner agrees with the coach/boys or girls commissioner, then the
case will be considered closed.

If the head commissioner disagrees, then the case goes to the chairperson for review.

When the chairperson rules one way or another, the case is closed.
Team Commitments:
1. Dragons Tournament:
a. Each team is required to provide a division coordinator/team representative for the
preparation of BAAS tournament.
b. Each team is responsible for the coordination and assignment of duties for their
division during the tournament.
2. Summer League:

Each team will be assigned one night for summer league. This is in addition to the
each family obligation of 10 hours of volunteer time commitment each season. (Amended
Aug 17, 2010)
3. Building Fund Fundraising Activities:
 BAAS Dragons has committed itself to building a sports facility for our members. We
will be engaged in fund raising activities each year and the Board will announce details
as to what type of support is needed for a particular activity. The support of each team
and each member is expected and shall be required as part of its continued
membership in the organization. When directed and called upon, each team shall
provide its full assistance and cooperation to fulfill this obligation. (Amended October 12, 2010)

Team Events:
a.
For all teams: Any event over $375 which may include referee fees will count as 2
events. (Amended Aug 14, 2007)
b.
4th and 5th grades teams will be limited to three tournaments and four jamborees. 6th to
12th grade teams will be limited to seven events (i.e. tournaments, jamborees, or
leagues) in addition to the Bay Area Asian Sports tournament. (Amended June 26, 2007)
c.
The 3rd grade team will be limited to three events (i.e. tournaments, jamborees, or
leagues) in addition to the Bay Area Asian Sports tournament.
d.
There shall be no carryover of events allowed. If a team decides to participate in
additional events, the parents of that team shall pay the cost of those additional events.
e.
The organization will pay for additional awards if the team has more than 10 players.
Uniforms:

All girls’ team members up to and including 8th grade, MUST wear some type of
undergarment which is the same color as the uniform (T-shirt or tank top) to play in
tournaments and jamborees. (No exposed sports bra will be allowed.) Team
members not wearing undershirt may NOT play.

Uniforms for the HS grades should be form fitting as to not show the players’ chest
area. If the armholes on the uniform are large, an undershirt WILL be required.

T-shirts for all boys’ team members SHALL be the same color as the uniform.
Those team members, who desire to wear a T-shirt, must wear the same color as
the uniform. No other colors are allowed. Players will not play in any tournament
or jamboree with other color T-shirts.

COACHES AND MANAGERS
A.
The Executive Board of Directors and the Governing Board may review coaches at anytime or
at our discretion
B.
Coaches may coach another team just as long it does not conflict with their own existing
Dragons team.
C.
Violations of the rules and regulations will be brought before the commissioners. Penalties
can range from:

verbal warning
written warning
suspension or
expulsion
1.
Extenuating circumstances such as a criminal incident will be handled on a case-bycase basis.
2.
If a coach is suspended, the assistant coach, parent volunteer or another Dragons
coach will take over for that duration. The commissioner will decide the length of
suspension as the penalty for the coach.
3.
Grievances must follow the organization grievance process.
COACHES TRAVELING EXPENSES
1.
Bay Area Asian Sports will pay the reasonable hotel rate (not to exceed the tournament
going rate) for one head coach only at overnight tournaments. All other expenses shall
be paid by the coach or arranged by the team. (Amended Aug 14, 2007)
2.
The organization will pay a second night if the team is scheduled to play at a 9AM
game. (Amended Aug 14, 2007) Any stay beyond one night shall be brought to the treasurer
and cleared by the Governing Board.

ATTENDANCE AT MEETINGS
1.
Required general meetings will be held at the beginning of each season and monthly
as needed. A representative from each team must attend; otherwise your team will be
penalized if no representative is present. The penalty for:

One (1) no show/unexcused - loss of one (1) practice
3.
Two (2) no shows/unexcused – loss of two (2) additional practices
4.
Three (3) no shows/unexcused – loss of a tournament
5.
There will be a limit of 2 excused absences allowed.

The Executive and/or Governing Board may call special, mandatory or emergency
meetings at any time.

BAAS Head Coaches are required to obtain a Live Scan fingerprinting procedure. The
cost of the scan is paid by the organization.
OVERNIGHT TOURNAMENTS AND HOTEL/HOUSING ARRANGEMENTS
(Amended Sept 26, 2008)
1.
Non-parent coaches are prohibited from staying overnight in the same room as
players.
2.
Team Managers will obtain signature and authorization of a parent of a minor child that
attends out of town tournaments without their parents. The non-participating parent will
be notified that their child is staying overnight with another family.
BAAS PROPERTY
A.
All equipment and/or supplies provided by Bay Area Asian Sports are property of the
organization.
B.
The Dragon logo is proprietary to our organization. This logo is only allowed on garments and
other articles with the written consent of the Governing Board or Executive Directors. Illegally
embroidered items may be confiscated and destroyed.
