Qualitätssiegel für Bauprodukte: Welche Siegel bedeuten was?
Gesundes Leben und Umweltschutz sind von zentraler Bedeutung. Immer mehr Menschen
wollen Lebensmitteln, Kleidung und Pflegeprodukte, die frei sind von krankmachenden
Inhaltsstoffen und die die natürlichen Lebensgrundlagen für nachfolgende Generationen
erhalten. Doch meist steht der Verbraucher ratlos vor den Regalen: Öko steht zwar heute fast
überall drauf, was aber steckt wirklich in den Produkten drin? Das gilt in besonderem Maße
für Bauherren, die ja meist als Laien nicht hinter die komplizierten Produktaussagen der
Hersteller blicken können. Aufschluss geben Labels, die von Instituten und Organisationen
vergeben werden.
Die Vielzahl der Labels auf dem Markt lässt sich zunächst grob in zwei Gruppen unterteilen:
In die erste Gruppe fallen Siegel, die nach technischen Kriterien vergeben werden. Hierzu
gehören das Übereinstimmungszeichen (Ü-Zeichen) sowie das Konformitätszeichen der
Europäischen Gemeinschaft (CE-Zeichen). Derart gekennzeichnete Produkte erfüllen die
Vorgaben der Bauregellisten. Diese Zeichen sind zwingend erforderlich für die
Inverkehrbringung aller sicherheitsrelevanten Bauprodukte. Ebenfalls vorwiegend nach
technischen Gesichtspunkten verleiht das Deutsche Institut für Gütesicherung und
Kennzeichnung e.V. das RAL-Gütezeichen an geprüfte Bauprodukte.
Die Zertifikate der zweiten Gruppe werden nach Tests vergeben, die z.B. auch baubiologische
und ökologische Aspekte berücksichtigen; dazu zählen:
Das AUB-Label wird von der Arbeitsgemeinschaft Umweltverträgliches Bauprodukt e.V.
vergeben, einem freiwilligen Zusammenschluss von Bauproduktherstellern,
Vertriebsfirmen und Bauausführenden. Da Zeichengeber und Zeichennehmer
übereinstimmen ist die Zeichenvergabe bedingt unabhängig und verliert an
Glaubwürdigkeit. Allerdings haben die Hersteller für die bereitgestellten Informationen eine
Nachweispflicht; z.B. Prüfergebnisse, die durch unabhängige Institute ermittelt wurden.
Die Deklaration umfasst den gesamten Lebenszyklus eines Baustoffes, beginnend bei
Rohstoffgewinnung und Zusammensetzung der Ausgangs- und Grundstoffe über
Herstellung und Verarbeitung sowie die Nutzung bis hin zur Endverwendung.
Der Blaue Umweltengel ist mit das älteste Öko-Label. Für die Vergabe verantwortlich sind
die RAL zusammen mit dem Umweltbundesamt. Das staatliche Umweltzeichen wird an
Produkte vergeben, die sich gegenüber anderen Modellen als umweltfreundlicher, aber
ebenso praktisch und gebrauchstüchtig herausgestellt haben. In dieser relativen und
zeitlich nicht fixierten Beurteilung liegt einer der Kritikpunkte am Umweltengel.
Mit dem Eco-Zertifikat vom eco Umweltinstitut Köln werden Materialien gekennzeichnet,
die auf gesundheitliche Unbedenklichkeit geprüft und weitestgehend umweltverträglich
sind. Die strenge Prüfung umfasst den gesamten Lebenszyklus von Herstellung und
Verarbeitung, über die Nutzung bis hin zu Recycling und/oder Entsorgung.
Das IBR-Prüfsiegel wird vom Institut für Baubiologie Rosenheim GmbH vergeben.
Ausgezeichnet werden umweltschonend erzeugte und gesundheitlich unbedenkliche
Baustoffe und Produktionsverfahren. Als Grenzwerte werden in der Regel die Vorgaben
der Weltgesundheitsorganisation (WHO) festgelegt.
Das noch relativ junge Öko-Prädikat natureplus wird an umweltgerechte,
gesundheitsverträgliche und funktionelle Bauprodukte verliehen. Die Anforderungen sind
spezifisch: Nur Materialien erhalten die Auszeichnung, die zu 85 Prozent aus
nachwachsenden und/oder mineralischen Rohstoffen bestehen. Am Produkt muss zudem
eine Volldeklaration der Inhaltsstoffe erfolgen. Das TÜV-Umweltsiegel "UT21" ist übrigens
in das Qualitätszeichen "natureplus" aufgegangen. Die TÜV Süddeutschland Bau und
Betrieb GmbH ist Gründungs- und Vorstandsmitglied von natureplus e.V.
Im Gegensatz zu "UT 21" wird das TÜV-Siegel "Schadstoff Geprüft" vom TÜV Produkt und
Umwelt GmbH weiterhin vergeben. Dieses Siegel können - im Unterschied zu "natureplus"
- auch Produkte mit synthetischen Materialien erhalten, die schadstoff- und emissionsarm
hergestellt sind.
Die Europäische Teppich-Gemeinschaft e.V. (ETG), in der rund 40 europäische
Hersteller von Qualitätsteppichboden zusammen geschlossen sind, vergibt das
Teppich-Siegel. Voraussetzung für die Vergabe des Siegels ist eine Prüfung durch
unabhängige Institute wie das Textiles & Flooring Institute GmbH (TFI).
Entspricht der Teppichboden den Qualitätsanforderungen, erhält er das "rote T".
Seit dem 1. Januar 2001 wird die Auszeichnung mit dem Teppich-Siegel zusätzlich
vom TÜV Rheinland/ Berlin-Brandenburg überwacht.
Für den Verbraucher wichtig zu wissen: Das Qualitätszertifikat hat nur dann
Gültigkeit, wenn eine Kontrollnummer angegeben ist. Damit alles seine Richtigkeit
hat, sind in ganz Deutschland ETG-Beauftragte unterwegs, die Kontrollen im
Markt durchführen und die Einhaltung der Richtlinien prüfen. Herstellern, die sich
nicht an die Vorschriften halten, droht der Entzug des Zertifikats.

Quality seal for building products: Which seals mean which?
(6.4.2004) healthy life and environmental protection are of central importance. Ever more
humans want food, clothes and care products, which are free from ill-making contents

consumer stands helpless before the shelves: Oeko stands today nearly everywhere drauf,
which is however really in the products in it? That applies in particular to owners, who cannot
look usually as laymen behind the complicated product statements of the manufacturers.
Labels, which are assigned from institutes and organizations, give information.
The multiplicity of the labels on the market can be divided first roughly into two groups: Into
the first group fall seals, which are assigned according to technical criteria. To it belong the
agreement character (Ue-indications) as well as the konformitaetszeichen of the European
community (CE indication). Such characterized products fulfill the defaults of the building
rule lists. These indications are compellingly necessary for the Inverkehrbringung of all
safety-relevant building products. On the basis of technical criteria German Institut for quality
