Consultancy on Baseline Survey
Dear Sir / Madam:
We kindly request you to submit your Proposal for providing Consultancy on Baseline
Survey for the project “Marching toward Gender Equality in Decision Making-MGED”.
Please be guided by the form attached hereto as Terms of Reference (TOR), in
preparing your Proposals.
Proposals, comprising of technical proposal and financial proposal in separate
sealed envelopes, must be submitted to below address no later than 10th Aug 2016 by 17:30
p.m., Cambodian Time. Late proposal submission will be rejected unopened.
Proposal submitted via e-mail and not separate technical proposal from financial
proposal will not be accepted and considered. Your Proposal must be expressed in the English
and valid for a minimum period of 30 days.

2. Background and Project Description
In Cambodia, 222 of 1,623 Communes/Sangkat do not have women in Commune/Sangkat
councils. This leads to policy decisions and implementation failures in addressing the needs of
women and children. Political parties have often pledged that 20-30% of their candidates for
commune council elections would be women, but they lack a special measure to assure that
their goal is reached. Although some women were elected as members of Commune/Sangkat
councils, these women still have a limited capacity to utilize their full potential in their new roles.
These leaders are new to the administration of public law, policy and planning, are unfamiliar
with their leadership roles in a democratic society and are currently struggling to fulfill their
commitments into actions that will bring positive results for other women and their families.
SILAKA, under funding support from USAID via National Democracy Institute (NDI), is
implementing a 19-month project “Marching toward Gender Equality in Decision MakingMGED” from mid-June 2016 to mid-January 2018 in 3 districts, including Lavea Em, Kien Svay
and Koh Thom in Kandal province. The program places particular emphasis on strengthening
leadership capacities and advocacy skills of women candidates so that they will be listed on the
top-range candidates toward increasing of number of elected women in the 2017
Commune/Sangkat election in Kandal province.
3. Objectives of the Assignment:
Objectives of the study are as below:
- To assess the recruitment of election candidates, particularly women including
processes, procedures and structure within the two dominant political parties;
- To identify challenges faced by women in holding political and public roles and
responsibilities at the political party and local levels in Kandal province;
- To assess the perception on level of recognition of women leadership at the workplace
by male counterparts and at the community level by the public;
- To assess the institutional capacity of the political parties in promoting equal
participation of women in politics.
Based on the findings, the service provider will propose the following recommendations:

To what extent in which capacity that the project should contribute to solve the problem
of women to gain a role in decision making level at their community and how to enhance
them to fulfill their duties more effectively.
To what extent the project will attain development results to the targeted population,
beneficiaries, participants -whether individuals, communities, institutions, etc.-, therefore
improving political empowerment of women in Cambodia.

4. Target groups and scope of work
70 women candidate and 20 master trainers from two main political parties in Cambodia who
based in target area are targeted as details described as below:




35 women commune candidate from Cambodian People Party (CPP)
35 women commune candidate from Cambodian National Rescue Party (CNRP)
10 master trainer from Cambodian People Party (CPP)
10 master trainer from Cambodian National Rescue Party (CNRP)
Scope of Work
The contractor will undertake the following task:






Developing tools, methodology and survey plan: The contractor will submit the draft
survey methodology (targeted respondents and sampling, data collection method and
consolidation) and questionnaires for data collection to be reviewed by MGED Project
Coordinator and approved SILAKA’s Executive Director prior to data collection.
Conducting survey following the work plan with target groups in the target areas. The
consultant is requested to provide data collection schedule as well as interviewee lists
to MGED Project Monitoring Officer so that s/he will perform follow-up activity during
the data collection from secondary and primary sources.
Requesting and communicating with local authority and political parties as well as
targeted respondents for their permission and appointment to conduct survey.
consolidating the survey data and produce analytical recommendations, indicating
topics and effective training strategy corresponding to a relevant process of learning
to the target beneficiary;
providing crucial evident including at least two photos and quotes (case studies)
related to findings;
Preparing the draft baseline data report in English and submit the draft report to
SILAKA. The consultant must send the draft report to be review by the MGED Project
Coordination and approved by SILAKA’s Executive Director.
Submitting final report to MGED project.

6. Duration of the Work and Timeframe
The timeframe is for 11 working days spreading over a period in August-September 2016. A
more detailed work plan of the assignment will be further elaborated in collaboration with
SILAKA focal team once the Service Provider is selected.

7. Institutional Arrangement
The Service Provider will be directly supervised by MGED Project Coordinator in close
coordination with SILAKA’s Executive Director. The deliverables will be reviewed by both MGED
project coordinator and SILAKA’s Executive Director and revert the feedbacks within one week
after each draft is submitted. The SILAKA’s Executive Director will then approve on each
deliverable (to release the payment) based on confirmation of satisfactory outputs from the
MGED Project Coordinator.
8. Qualifications of the Successful Contractor at Various Levels
Qualified contractors are expected to:

Individual or organization with at least five years of experiences in electoral reforms,
producing high quality analytical research/assessment and providing technical advice or
consulting services on local governance, gender and decentralization, institutional
strengthening, institutional advocacy, capacity development and civil service training.
Advanced University Degree (Bachelor or Master) in public administration, political
science, social studies, Gender, development studies, pedagogy, law, human rights or
other relevant field,
 Minimum of five years of relevant experience in democracy, gender sensation and
election area.
 Strong practical experience in design and implementation of capacity development
and training programs for civil service and local government.
 Extensive experience and knowledge in conducting institutional capacity
assessment and delivering training services to sub-national civil service.
 Solid knowledge of participatory governance and participatory methodologies
applied to capacity building and training of civil servants.
 In-depth knowledge of Cambodian governance system and decentralization model.
 Strong research record on Cambodia's local governance and decentralization
process or practical experience in local governance.
 Fluency in English and Khmer, excellent oral, written, communication and reporting
skills.
9. Scope of Bid Price and Schedule of Payments
The Service Provider shall be paid the consultancy fee upon completion of the following
milestones:

40% after adoption of the inception report
40% after presentation of the draft report
20% after the approval of the final report
The contractor fee will be paid as a lump sum amount (all-inclusive of expenses related to the
consultancy including travels inside and outside the duty station and any tax obligations). The
contract price will be fixed regardless of changes in the cost components and/or exchange rate.
10. Recommended Presentation of Proposal
The bidder shall structure the technical part of its Proposal according to the format proposed in
this ToR, as follows.
a) Expertise of firm / organization submitting proposal: This section should describe
the organizational unit that will be responsible for the contract, and the general
management approach towards this project. This should fully explain the Bidder’s
resources in terms of personnel and other resources necessary for achieving project
results. This section should also provide orientation to the organization/firm including the
year and state/country of incorporation and a brief description of the Bidder’s present
activities (focusing on services related to the Proposal). The Bidder should describe its
experience in similar projects.
b) Proposed methodology: This section should demonstrate the Bidder’s responsiveness
to the scope of requirement by identifying the specific components proposed, addressing
the requirements, as specified, point by point; providing a detailed description of the
essential performance characteristics proposed; and demonstrating how the proposed
methodology meets or exceeds the requirements.
c) Personnel: CVs for three team members should be attached.
