IV LEDS LAC Workshop 2016
September 28, Panama City
Interactive break-out session (in parallel)
- qualitative (Group A) and quantitative (Group B) indicators and
approaches to measure sustainable development impacts
Karen Holm Olsen, UNEP DTU Partnership
Alexandra Söezer, UNDP
Session outline:
•
•
SD assessment of mitigation policies and actions – two parallel
exercises (75 min):
1) Group A: Qualitative assessment of SD criteria and indicators
o Choose which SD criteria to assess
o Identify the expected impacts for each of the chosen SD criteria
o Score the significance of the SD impacts, whether positive or negative
2) Group B: Quantification of SD indicators
o
Select at least one SD indicator to be measured
o
Define the quantifiable parameters and identify a baseline and target value for
each defined quantifiable parameter
o
Discuss whether it is possible and desirable to quantify all SD impacts or only
key indicators
Report back on key findings from each exercise (30 min)
o
Reflect on challenges and existing tools and methods and how the LEDS LAC
can assist to address challenges
Case Study: An Integrated Sustainable Transport System
Objective:
The Integrated Sustainable Transport System (ISTS) focuses on the (i)
introduction and adoption of electric buses instead of conventionally fossilfueled buses (ii) as well as bike lanes. The ISTS can thus address the objective
of reducing GHG emissions and attaining SD goals, such as improved air
quality and local job creation, among others.
Pilot Phase (Phase 1): Phase 1 of the ISTS intervention will introduce 10
electric buses and 800 bikes owned by the Government of the country. The
buses will be operated by private operators, as directed by the Ministry of
Transport, in to the Metropolitan area BRT.
Full Scale Operations (Phase 2): Phase 2 will mark the start of the full scale
operation of the ISTS in which the remaining 90 eBuses will be introduced and
the operation of all 100 eBuses will commence on the Metropolitan area BRT.
In the Phase 2, the Government will be responsible for the maintenance of
the bikes.
