Distinguished Heads of SAIs members of AFROSAI.
Dear Colleagues.
Ladies and Gentlemen.
The SAI of Egypt has the honour to present a report on the activities of the African Journal of Integrated
Audit during the previous year. The report refers to:



Firstly: the situation of the publications of the Journal.
Secondly: the financial situation.
Thirdly: the situation of the Journal’s Editorial Board.
Firstly: the situation of the publications of the journal

We completed the preparation of the 2 issues 19 (December 2014) and 20 (December 2015) in
one publication according to what was given during the meeting on the Journal in Maputo - Mozambique
in September 2015. This publication is being printed now. The 19th issue was devoted to presenting the
13th General Assembly of AFROSAI which was held in Sharm El Sheikh - Egypt in October 2014
resolutions and agreements of Sharm El Sheikh; however, the 20th issue contains the following topics:








Congratulations.
Word of the issue written by Mr President of Gabon SAI - Honorary President of AFROSAI and
2nd Vice-President of Governing Board.
Editorial by Mr President of SAI Egypt - Chairman of the Journal Editorial Board.
Main events in 2015.
Environmental activities.
Article of the issue.
Section on the fight against corruption and money laundering.
Section on International Standards of Supreme Audit Institutions of Public Finance (ISSAI).

Issue 21 (December 2016) is being prepared at the moment. We contacted all the SAIs of
AFROSAI to invite their officials to write articles in the field of control and forward them to the Editorial
Board and the SAI experiences in the fields of the environmental audit and the fight against corruption
and money laundering and news they wish to publish in that issue.
Secondly: the financial situation
The balance in July 2016:
The amount in the account of the African organization in the Arab International Bank - Egypt Tahrir
Branch in Egypt is approximately $200 in July 2016.
Amounts to be added into the account up to July 2016:
-$2800 to recover the account regarding the resources allocated to the African Journal of Integrated
Audit, which became $3,000 instead of $2,000, to print and distribute the publication containing the two
issues 19 (December 2014) and 20 (December 2015) as mentioned above. (Given that the Journal is
being printed).
-$500 allocated to Dr. Hesham ZAGHLOUL, of SAI Egypt being the editor of the best article of the
Journal, for the last three issues, decided at the 13th General Assembly in Sharm El Sheikh - Egypt in
October 2014 and the amount determined by the decision of the CBC in Yaounde - Cameroon during
the first joint meeting of the two technical committees of AFROSAI in July 2015.
-$200 allocated to the editors of articles the 2 issues 17 (December 2012) and 18 (December 2013) $100 for each issue and this for Dr. Mohamed Bahgat Mohamed Hosni and Dalia Al-Reda Bahbity of
SAI Egypt.
-$950 due to SAI Egypt and to be added to the same account and represent the cost of manufacturing
the shield was handed to SAI Tanzania being the SAI was awarded the AFROSAI 2014 prize.
Thus the amount that should be transferred to the account of the African organization in the Arab
International Bank in Egypt is $4,450.
Thirdly: the situation of the Journal’s Editorial Board
The Journal’s Editorial Board is composed of the SAIs of:
- President: Egypt.
- Members: Tunisia, Libya, Cameroon, Burkina Faso, Ghana and Uganda.
And the communication directorate of AFROSAI Secretariat General according to the resolution of the
13th General Assembly of AFROSAI in Sharm El Sheikh - Egypt in October 2014.
And according to what was agreed at the 50th meeting of the Governing Board of AFROSAI in Maputo
- Mozambique in September 2015 on the participation of SAI Kenya (Chairman of the Sharing and
Knowledge Management Committee) and SAI Gabon with the Presidency of the Journal’s editorial
board to contribute to the preparation of scientific material published in the journal until the next General
Assembly in Namibia in 2017.
According to what was presented in the report, the Presidency of the Journal’s Editorial Board has the
following suggestions:
I.
approval of the amendment to paragraph 1 of Article 7 concerning the Committee for
Drafting the status of the scientific journal of AFROSAI to present it at the next AFROSAI
General Assembly in Namibia in 2017 for adoption. The text of the paragraph is as follows:
“1- The writing and managing the issues of the Journal is led by a committee composed as follows:
 The President of the SAI
President
In the country that hosts the headquarters of the committee;
 Six higher auditing institutions selected by the
Members
Governing Board among the members of the
organisation for a six-year mandate – that is,
two ordinary rounds – half the members is
renewed for the first time by a draw
at the end of the period of six years from the date of their selection.”
Proposed text:
“1- Writing and managing the issues of the Journal is led by a committee composed as
follows:
The President: The President of the Supreme Audit Institution in the country that hosts
the headquarters of the committee;
Members:
 Management of Communication of the Secretariat of AFROSAI;
 The Supreme Audit Institution which chairs the specialized technical committee for
knowledge sharing and management to AFROSAI;
 Three SAIs among the members of the Governing Board to be selected in the meeting
of the General Assembly and be changed periodically after leaving their adherence to
the Governing Board to be replaced by new members;
 Any SAI expressing the desire to join the editorial board of the Journal other than
members of the Director’s Committee to respect the presence of its representative to
meetings of the writing committee on the side-lines of the annual meetings of the
Governing Board and those to which they are invited.
II.
The approval of the decrease in the number of copies to be distributed to each party to 13 copies
instead of the 15 copies we distributed according to the executive procedures for the Journal; This
saw the increase in the number of member institutions of AFROSAI since the establishment of the
Journal to date.
Finally, I hope that you have found in this report all useful information and we are ready to discuss with
you any aspect of the various aspects of this report and we thank you for your support of the Journal.
