Application of Space Technology in
Rural Road Projects under PMGSY
Centre on GeoInformatics Applications in Rural Development
National Institute of Rural Development & Panchayati Raj
Use of Satellite Imageries for Planning
and Execution of PMGSY Roads
 A proof of Concept under PMGSY was undertaken By the
Ministry in Mehboobnagar District, Telangana by NRSC &
NIRD, Hyderabad
 Ministry Entered into an MOU with CGARD on 16-12-2015 for
using the Application of Space technology for following
Activities:
a. Check the feasibility of the proposed alignment for its
cost effectiveness and other Geomorphological Constraints
b.
Check
the
progress
reported
by
the
States(OMMAS)
1. Road Alignment i.e. Habitations Covered
2. Reported Physical Progress of Construction
Study Objectives:
• Check the progress reported by the States (manual or OMMAS)
with respect to; Reported alignment, i.e. Habitations covered.
• To facilitate real-time monitoring of PMGSY Roads using satellite
imageries and bring a comparative statement showing deviations, if
any.
• To assess the Physical Progress of the Roads using the Satellite
imageries by CGARD, NIRD&PR.
• To mark the Culverts and Causeways from the Imagery and
crosscheck with the DPR

Methodology
 Based on the information given by the State government officials the
alignment of Road is Captured.
 Satellite data was procured based on the GPS coordinates of the road.
 The image analysis is done based on the Images of Cartosat data procured from
NRSC ,Komsat data and other high resolution satellite data .
 The length of the road under BT and CC portion is calculated from the imageries
and compared with the OMMAS data of the respective road.
 The width of the road is calculated from the imagery using the image processing
software and the numbers of culverts constructed were captured from the
imagery along with the length.
Methodology
Data Sets Used
• Geo-Referencing
• Cartosat I Satellite Imagery
• Subsetting Study Area
• Komsat Satellite Imagery
• Image Enhancement
• High Resolution images
• Image Analysis using GIS
• GPS
• Change Detection
• Open source GIS and
Image Processing software's
Conclusions based on Satellite Image Analysis:
Based on the satellite image analysis of the roads in fives
states covering 10 districts, the following findings were
drawn:
A total of 243 roads were taken up for the study out of
which 124 roads are analyzed based on the availability
of satellite data.
The Procurement of satellite data for remaining roads is
in process.
