Senior Estates Surveyor
Main Purpose of Job
As a member Property Services within the Development team:1. To provide valuation and professional advice to the Council (and associated companies)
on all land and property issues together with estate management services for the
Council’s land and property holdings.
2. To participate in and contribute to the Property Services strategies for the well being of
the Council and provide advice to Councillors and colleagues.
3.
To contribute to the Council’s capital programme and revenue income by negotiating and
successfully concluding acquisitions, disposals, lease renewals and rent reviews.
4.
Seek to achieve the strategic objectives of the Council by participating in executive
decisions and the efficient, economic and effective use of land and property in the
ownership of the Council.
Main Duties
1. To undertake valuations for all purposes for acquisitions, disposals and management in
accordance with the RICS Appraisal and Valuation Manual, statute law, other relevant
professional guidance and Council policies.
2.
The assist in the management of the corporate estate and high level complex difficult and
demanding property cases as allocated by the line manager.
3. To inspect, measure, value and manage all types of land and property held as the
Corporate Estate and other land and buildings in the ownership of the Council and
oversee external agents appointed to act on the Councils behalf.
4. To negotiate terms for the acquisition, disposal and letting of all types of land and
property to include marketing, preparing and production of sales/letting particulars and
tender documents of varied cases dealing with a variety of contacts at all levels.
5. To assess the bids/offers received recommend acceptance or an alternative course of
action to senior officers and seek completion of the transaction where appropriate.
6. To prepare reports with recommendations for presentation to Committee and valuation
reports for approval by the Property Services Operational Manager.

7. To instruct and liaise with the Head of Legal Services for the preparation of all legal
documents concerned with land transactions. To prepare and serve legal notices to
terminate business tenancies as required.
8. To supervise and monitor external consultants and colleagues undertaking land and
property matters for the Council.
9.
To inspect properties for condition and dilapidation surveys, initiate necessary repair
works and inspect for satisfactory completion.
10.
To maintain professional membership of the Royal Institution of Chartered Surveyors to
enable statutory valuations to be undertaken.

Property Services
Property Services comprises a team of officers providing professional property management
services to the Council. The team actively manages the Council’s property portfolio, seeking
to ensure that properties are properly utilised and provide the best possible value for money
for the Council. The Operational Manager for the service is the principal strategic adviser to
the Council on property matters.
The Council has a diverse corporate property portfolio of over 800 properties comprising
approximately 450 operational properties and 380 non-operational properties. Property
Services manages a portfolio of residential properties let on commercial terms to Housing
Associations, Care providers and voluntary organisations. The Council also owns
approximately 8,300 homes which are managed by Housing Services. The property
portfolio’s are valued generally on a five yearly cycle however the investment, assets held for
sale, surplus assets and council house portfolio are valued annually. Property Services are
also involved in housing Right to Buy and CPO cases.
Operational Properties
The Council’s operational properties are utilised in the delivery of Council services to the
community of Ipswich. Day to day management of these properties is the responsibility of
operational service managers whilst Property Services retains a strategic overview of these
properties. The operational portfolio comprises a variety of land and buildings ranging from
amenity areas, parks and allotments to museums, entertainment venues and sports centres.
Non-Operational Properties
Property Services manages a significant commercial portfolio comprising a variety of
properties including shops, small business units, community buildings, offices and sports
grounds. These are leased to various businesses and organisations in the town, mostly on a
commercial basis although a number are let to charitable or community organisations at
concessionary rents where these organisations contribute to the delivery of the Council’s
aims and objectives. The leasing of these assets makes a significant contribution of over £3
million per annum to the Council’s revenue budgets.
Acquisitions and Disposals
Property Services handles property acquisitions and disposals on behalf of the Council.
In respect of acquisitions, the Council has set aside a capital budget of £1.5m to take
advantage of opportunities to acquire assets that will enhance the Council’s property
portfolio. Other acquisitions including compulsory purchase where appropriate are dealt with
by the team.
During the course of managing the Council’s property portfolio, properties can be identified
as surplus to requirements e.g. part of the Corn Exchange let to Waitrose and the 5th Floor of

Grafton House let to SmartestEnergy. In addition opportunities sometimes arise, where it is
in the Council’s interests, to dispose of property in order to rationalise the portfolio. In both
these cases, the Council raises capital receipts from the disposals which are then reinvested
in service delivery.
