DETECTIVE SERVICES
4.1
Overview
4.1.1 Purpose
The purpose of the Detective Services indicators is to measure the effectiveness
of investigating crime, in order to create a safe and secure environment, which is
grounded in the vision and mission statement of the SAPS.

4.1.2 Definition of indicators
One rate is used to assess the detectives:
• Detection Rate
The number of cases successfully detected, sent to court/withdrawn before
court/closed as unfounded for a specific period out of the number of cases
available for investigation.

4.1.3. Calculation of Rates

Detection Rate
Statistics from the component’s SAPS6 are used to calculate the rate:
[(Col3+Col4+Col6)/(Col1+Col2)]*100. All calculations are done with
statistics over a 12 month period (month of assessment plus the previous
eleven months). It must be noted that column 2 cannot be summed, and
therefore the column 2 figure of the first month of the 12 month period is
used in the calculations. The 12 month period ensures a stabilised figure
for assessment to cater for the various periods of investigation and
fluctuating crime figures.
The following rates will be calculated under management information and
will not influence the rating of Detective Service.

Cases to court Rate
Statistics from the component’s SAPS6 are used to calculate the rate:

12 month period (month of assessment plus the previous eleven
months). It must be noted that column 2 cannot be summed, and

investigation and fluctuating crime figures.
Cases Withdrawn before Court Rate
Statistics from the component’s SAPS6 are used to calculate the rate:

Performance Indicators: Detection Rate
4.2.1 When the user clicks on any performance indicator listed under Detective
Services - Performance Indicators, a screen similar to the following will be displayed:
4.2.1.1
Headings
The heading, Performance Chart System, the rate, Detection Rate - Contact
Crimes: Trio Crimes Effectiveness Rate, the name of the component and the
selected financial year, and the performance indicator.
4.2.1.2
Baseline and Target (BT)
The baseline and target in red and green respectively appears to the right of the
marginal value box, above the graph. For an explanation of the baseline and
target, refer to section on definitions in Chapter 1.
4.2.1.3
Marginal Performance level
The marginal performance level (in the blue block) appears below the heading,
which is based on the performance level of the SAPS as an entity. This value
gives the user an idea of the level of performance that the component must obtain
in order to achieve a satisfactory level of effectiveness.
4.2.1.4
Table (All columns)
The table consists of five columns which denote:
•
Time Period: consists of months/quarters/semesters/annual/n-month (from
the first month to the last completed month of the current financial year)
periods of a specific financial year.
•
Selected Rate: is the result (relevant to the selected crime category) per
month, as well as selected rate averages per quarter/semester/annual and nmonth.
•
IS (90): refers to the Indicator Status score out of a total of 90: the score per
time period depends on the result (reported crime), for the time period
compared to set national performance level requirements. IS is underlined:
by clicking on it, it would be possible to view the intervals of performance
level requirements in relation to the relevant score range.

PR (10): refers to the Performance Rate score out of a total of 10: the score
per time period depends on the result as reflected in the selected rate
column compared to the component’s baseline and target.
A score ranging from 0 to 10 can be obtained for the Performance
Rate. The scoring is effected in the following manner:
•If result per time period equals, or is higher than the target;
performance rate score is 10
•If result is between baseline and target, performance rate score is
between 1 and 10
•If result is lower than the baseline, performance rate score is 0.
It is important to note that in order to understand the scoring of the
Performance Rate, the result (rate) per time period must be compared
to the component’s own baseline and target.
•
ER (100) refers to the Effectiveness Rate: this is determined by adding
the scores in the IS and PR columns per time period. ER is underlined: by
clicking on it, it would be possible to view the effectiveness rate detail.
The Effectiveness Rate indicates the success of a component in achieving
the desired outcome as reflected in the performance indicator.
Two factors are taken into consideration when determining the effectiveness
rate for a Performance Indicator, namely the Indicator Status (IS) and
Performance Rate (PR). The Effectiveness Rate score is the sum of the
Indicator Status score and the Performance Rate score.
The colour coding in the table (green for quarter; orange for semester; and
yellow for annual) does not have any significance.
4.2.1.5
Graph
The graph depicts the following information:
•
The title of the performance indicator
•
The values for the rate on the x-axis
•
The time period, namely the months of the current financial year, on the yaxis
•
The bar graph depicting the result achieved per month
•
The baseline, in a red line; the target in a green line, and
•
Legend that states the numerical values of the baseline and target for the
reported crime.
The bar graph displays the rate (result) per month for the current financial year
(yellow bars) in relation to the component’s baseline and target.
If the rate per month is the same or lower than the component’s own target, the
bar would be on or above the target (green) line. If the component achieves its
baseline, the bar would be on the baseline (red) line; if the rate is between the
target and baseline, the bar would be between these two lines; and if the rate is

lower than the baseline, the bar would be below the baseline (red) line. By
looking at the graph, one can immediately determine the level of performance
against own targeted results in relation to the baseline and target.
4.2.1.6
Interpretation
The Performance Chart is a management tool to be used to evaluate
performance against identified performance level requirements. The rate per time
period (e.g. month/quarter, etc) is the result that was obtained. The user can click
on the “list of values button” to view the formula. A rate that is low in relation to
the marginal performance level (Blue box above table) would indicate that the
levels are lower than the national requirement. This is evident in the low scores,
i.e. below 48 / 90 in the IS column. When the rate per time period is below the
baseline, it means that the performance levels in relation to the component’s
environment is poorer than the average level of the previous year.
It is important to interpret each column’s scores in the table in order to place the
performance level in context. It can happen that the IS column score indicates
acceptable levels of performance, e.g. a score of ≥50/90, but the PR score is
0/10. This indicates that while the general level of performance is acceptable, the
component must be concerned about its performance in relation to its unique
environment. Conversely, when a component achieves high scores in the PR
column, e.g. 10/10, and low IS scores, e.g. ≤48/90, the component must
understand that it still needs to improve its general performance levels. This
occurs when the component’s own target is not at satisfactory levels in relation to
national performance level requirements.
If the component’s baseline and target is higher than the marginal value of the
indicator, the ultimate aim should be to achieve a result that is equal to or better
than the marginal value in order to obtain a better performance rating.

When the user clicks on the “Click to View Rate Detail” button, a screen similar to
the following is displayed:
4.2.2.1 Headings
The following information is presented on this screen:

Robbery, the name of the component and the current financial year
Legend describing the colour-coding of the monthly (and quarterly, semester,
and annual) fluctuations
4.2.2.2 Table
The table consists of the following:
• Crime: list of crime in the selected category
• Marginal Performance Level (MPL), Baseline and Target (rate) per crime
• Time Period: rate per month/quarters/semesters/annual/n-month periods of a
specific financial year. The figures for quarters, semesters, annual and n-month
are averages of the relevant periods.
4.2.2.3 Interpretation
The result is colour- coded in relation to the MPL, baseline and target.
 Green - if the target and MPL is achieved;
 Blue - if MPL is achieved but not the target;
 Yellow - if the target is achieved, but not the MPL;
 Orange - If the baseline is achieved, but not the target and the MPL; and
 Red - If the baseline, target and MPL are not achieved.
By studying this screen, it would be possible to take note of rate trends over a
period of time of the current financial year, as well as identify those crimes where
rates are decreasing below the component’s previous year’s average (baseline).
The information thus analysed can be used to implement corrective measures.

When the user clicks on the individual crime (see par 4.2.2.3), a screen similar to

4.2.3.1 Heading
The heading, Performance Chart System, the rate, e.g. Detection Rate- Contact
Crimes: Murder and Assault, the name of the component, the selected time
period and the selected crime.
4.2.3.2 Table
Three tables are displayed indicating all applicable rates and the name of the
selected crime and all the columns of the SAPS 6. The second table displays the
SAPS 6 for a 12 month period and the third column a one month period. It must
be noted that columns 2, 7, 8.1, and 8.6 cannot be summed. For columns 2 and
8.1, the first month’s figure of the 12 month period; and for columns 7 and 8.6, the
last month’s figure of the 12 month period are displayed.
4.2.3.3 Interpretation
This screen displays the SAPS 6 of a selected crime with all applicable rates. By
looking at the various columns and rates the whole investigation process/ flow of
reported crime can be analyzed to identify problem areas. The 12 month SAPS 6

is used for the calculation of the applicable rates for assessment. For general
information the SAPS 6 of the latest month is also displayed.
4.2.3.4 Tooltips

IS (Indicator Status)
The heading namely IS is underlined text on the KPI screen (see par 4.2.1.8). If
drilled into this heading, a set of 31 categories is listed indicating the indicator
status level per category. For every Performance Indicator, a unique set of
categories are listed to inform the user with regard to the indicator status
categories.
4.2.4.1 Headings
The heading, Performance Chart System, the Performance Indicator, e.g.

4.2.4.2 Table
The table consists of the following which denote:

Category Limits: there are 2 columns indicating the category limits, namely
the higher value and the lower value. Each table consists of 31 categories.
To utilize the table effectively, the result for a period is compared with the
categories. A result will fall within one of the 31 categories of result

Description and Score: The 31 categories are described and scored as
follows:

The indicator status score is determined after the result has been calculated. The
31 categories as displayed in this table assist the user in the following:

Description of the indicator status level in relation to the result obtained.

The table can be utilised to give users an indication of the category of
results to be achieved in order to obtain acceptable and better status.
4.2.5
ER (Effectiveness Rate)
The heading namely ER is underlined text on the KPI screen (see par 4.2.1.8). If
drilled into this heading, a set of five categories is listed indicating the
effectiveness rate per category.
4.2.5.1 Headings
The heading, Performance Chart, and Ratings.
4.2.5.2 Table
The table consists of the following which denote:

Description: five descriptions indicate the level of effectiveness.
•
Low and High Values: these values indicate the range for the relevant level of
effectiveness.

component and the selected financial year.

Time Period: The name of the specific month or time period is displayed.
Decreasing Rates on the left and Increasing/Equal Rates on the right: All
crimes where the rates have decreased compared with the same period the
previous financial year will be indicated on the left. All crimes where the
rates have increased or remained the same compared with the same period
in the previous financial year will be indicated on the right.
Year: The rates for a specific time period of the previous and the selected
financial year are reflected.
Difference: The difference in percentage between the rates of the previous
year and the selected year is displayed.
Category Total: This is the average rate for the category for the specific
period. If the average rate has decreased, the rate will be indicated on the
left in red and if the average rate has increased or remained the same, the
rate will be indicated on the right in green.

4.2.6.3 Interpretation
This screen displays the rates of the current financial year compared to the same
periods of the previous financial year. Any increases or decreases in rates of
individual crimes can easily be identified. The rate for the overall category is
colour-coded for easy interpretation, green if rate has improved and red if rate has
decreased.
For every period of the financial year a table is displayed consisting of the
following columns:
•
The time period: The months and quarter/ semester/n-month.
•
Decreasing rates on the left and increasing rates on the right
All crimes for which the rate has decreased compared to the same period
the previous financial year will be indicated on the left. All crimes for
which the rate has increased compared to the same period in the previous
financial year will be indicated on the right.
• Year
The rates for a specific time period of the previous and the current financial
year are reflected.
• Difference
The difference between the rates of the previous year and the current year is
reflected.
• Category Total
This is the overall rate for the category for the specific period. If the overall
rate has decrease the total will be indicated on the left in red and if the overall
rate has increase the total will be indicated on the right in green.

Detective Services Management Information
Overview
Management Information is available for all performance indicators. The purpose
of the management information is to provide additional data that would enable
further analysis of the investigation of crime. Users have the option to choose a
specific crime category and a specific rate. Management information is available
for the current and previous four financial years for detection rate and “all rates”.
Assessment screens are available for Cases to Court Rate, Conviction Rate,
Closed Undetected Rate and Withdrawn in Court Rate. Refer to par 4.2. for
discussion on the assessment screen.
4.3.1 Detection Rate
4.3.1.1 Heading
The heading, Performance Chart System, the rate, e.g. Contact Crime – Total:
Detection Rate, the name of the component and the financial years.
4.3.1.2 Table
A table is displayed indicating the various financial years with the rates in the
selected crime category for the previous four financial years, and the current
financial year, which is blank. The years, e.g. 2006/2007, and the total number of
crimes are underlined. This indicates that the user can drill further into these
fields.
4.3.1.3 Graph
A graph is available displaying the selected rates of the past four financial years.
4.3.1.4 Interpretation
This screen provides a strategic overview with regard to a selected rate and crime
category per financial year. An upward trend is the ideal situation that will indicate
a long-term improvement.

The heading, Performance Chart System, the rate, e.g. Contact Crimes Total:

4.3.3.2 Table
Two tables are displayed indicating the name of the selected crime and all the
columns of the SAPS6. The first table displays the SAPS6 for a 12 month period
and the second column a one month period. It must be noted that columns 2, 7,
8.1, and 8.6 cannot be summed. For columns 2 and 8.1, the first month’s figure of
the 12 month period; and for columns 7 and 8.6, the last month’s figure of the 12

This screen displays the SAPS6 of a crime category and its individual crimes. By
looking at the various columns the whole investigation cycle can be analyzed to
identify problem areas. The 12 month SAPS6 is used for the calculation of the
applicable rates for assessment. For general information, the SAPS6 of the latest
month is also displayed.

4.3.6 Financial Year Rate drill-down screen
When the user clicks on the annual rate as per par 4.3.1, a similar screen will open:
4.3.6.1 Heading
The heading, Performance Chart System, the rate, e.g. Contact Crimes Total:
Detection Rate, the name of the component, the selected time period.
4.3.6.2 Table
A list of the individual crimes with the selected rate is displayed for the specific
period clicked on. Crimes are sorted from the highest to the lowest rate.
4.3.6.3 Interpretation
This screen indicates the crimes for a selected category and rate from the highest
to the lowest to identify the crimes with low rates. This information can be used to
identify priorities for the purpose of implementing corrective measures.
4.3.6.4 Hyperlinks

4.3.7
All Rates
Although only three rates are used for assessment of Detective Services, eleven
rates are available. This screen provides information about all 12 rates and any
of the applicable crime categories can be selected.
4.3.7.1 Heading
The heading, Performance Chart System, the crime category, e.g. Contact
Crime: All Rates - Crime Categories, the name of the component, the selected
time period.
4.3.7.2 Tables
Six tables are displayed. The first table allows for rate comparisons (see par.
4.3.8) that are followed by a table for the current and previous four financial
years. The 12 rates utilised by Detective Services are displayed in the tables.
4.3.7.3 Interpretation
On this screen the various rates for the financial years are displayed. This is an
interpretation of SAPS6 data. Problem areas can easily be identified for the
implementation of corrective measures.
4.3.7.4 Hyperlinks
The following hyperlink (drill-down option) is available on this screen:

Click on the rate description in the “Rate Comparison” table to open a
screen displaying rates per month/ quarter/ semester/ annual/ n-month for
five years (see par 4.3.8)

Click on the rate displayed under the rate description in any of the five
years to open a screen displaying the individual crimes from highest to
lowest rate. (See par 4.3.4)
•
Click on the financial year to open a similar screen displaying monthly
detail for the selected year. (See par 4.3.5)

4.3.8 Selected rate comparison
When the user clicks on the rate description as per par 4.3.7, a similar screen
will open:

Heading
The heading, Performance Chart System, the crime category, e.g. Contact
Crime: Detection Rate Comparison, the name of the component, the selected
time period.
4.3.8.2
Table
A category total table, displaying columns for all the periods in a financial year
and rows for the current and previous four financial years with the applicable
rates are available. Similar tables are displayed below for all the individual
crimes of the selected category.
4.3.8.3
Interpretation
This is a comparison of a selected rate with similar periods of the past four
financial years, and per month/ quarter/ semester/ annual/ n-month periods in a
financial year. Tendencies can be identified when rates are increasing and
decreasing so that corrective measures can be implemented.
