Italicised words in this Guide are defined in the National Electricity Rules (Rules). 1.1 Purpose of this Guide The purpose of this Guide is to help persons when completing the Application for Registration as a Market Ancillary Service Provider and/or Classification of Load application form. 1.1.1 Requirement to register as a Market Ancillary Service Provider Under clause 2.3AA of the Rules, a person may apply to register in the category of Market Ancillary Service Provider (MASP) as set out below: (a) A person must not engage in the activity of offering and providing market ancillary services in accordance with Chapter 3 as a Market Ancillary Service Provider unless that person is registered by AEMO as a Market Ancillary Service Provider. (b) To be eligible for registration as a Market Ancillary Service Provider, a person must: (1) Obtain the approval of AEMO to classify market load connected to a transmission or distribution system as a market ancillary service by: (i) identifying units of market load under its ownership, operation or control; (ii) demonstrating how market load identified in (i) are under its ownership, operation or control; and (iii) demonstrating that the market load identified in (i) has the required equipment to be offered as a market ancillary service; (2) satisfy AEMO that each market load referred to in subparagraph (1) will be capable of meeting or exceeding the relevant performance standards and specifications to AEMO’s satisfaction. (c) A Market Ancillary Service Provider may classify the market load referred to in subparagraph (b)(1) as an ancillary service load in accordance with clause 2.3.5 where it has obtained the approval of AEMO to do so. (d) A Market Ancillary Service Provider’s activities only relate to market loads it has classified (in its capacity as a Market Ancillary Service Provider) as ancillary service loads, and only while it is also registered with AEMO as a Market Ancillary Service Provider. As required in the above Rules, each load to be classified must be a market load. In order to meet this requirement, the load must previously have been classified as a market load by a NEM MASP and Classification of Load Registration Guide 1 July 2017 3 Market Customer1. Also as required in clause 2.3.5(b)(2), the application must not be in respect of a market load that is a scheduled load. 1.2 Fees 1.2.1 Registration Fee All applicants for registration must pay a registration fee in accordance with AEMO’s current published fee schedule. The fee schedule is located at this link: http://www.aemo.com.au/Electricity/National-Electricity-Market-NEM/Participantinformation/Fees-and-charges Depending on the type of application, the following fees may be applicable: Registration as Market Ancillary Service Provider – this fee is applicable to applicants that are applying to become a MASP and to classify a market load to provide market ancillary services for the first time. The fee covers both the registration as MASP, and the classification of ancillary service loads associated with the initial application. Classification of market load to provide market ancillary services– this fee is applicable to applicants that are already registered as a MASP or Market Customer, and are seeking to classify additional ancillary service loads or aggregated ancillary service loads. Where an applicant is seeking to amend an existing ancillary service load or aggregated ancillary service load, including amending the relevant plant that is being aggregated, AEMO will not be charging a registration fee. AEMO will send an invoice to the applicant shortly after submission of an application. The registration fee can be paid by cheque (payable to AEMO Limited) or by direct deposit. You should provide a remittance advice from your bank if you have paid by direct deposit. Please contact AEMO Onboarding if you wish to pay by direct deposit or require a tax invoice from AEMO. 1.2.2 Participant Fees Clause 11.94.2 of the Rules provides that AEMO may charge Market Ancillary Service Providers Participant fees from the commencement date without amending the structure of 1 AEMO has submitted a rule change to the AEMC to amend this requirement. At the time of publication of this guide, the proposed rule change was not published on the AEMC’s website. NEM MASP and Classification of Load Registration Guide 1 July 2017 4 Participant fees developed under rule 2.11 prior to the commencement date.Commencement date in this clause means 1 July 2017. AEMO has decided to not charge participant fees to Market Ancillary Service Providers for the financial year starting 1 July 2017. AEMO will review this arrangement each financial year as part of the budget process, and during the next review of the participant fee structure. 1.3 Other documents to be submitted with the application 1.3.1 Recipient Created Tax Invoices If you are registering as a MASP, you must submit your Application with a completed Agreement for AEMO to Issue Recipient Created Tax Invoices, available on the AEMO website, under “NEM Market Ancillary Service Provider” at this link: http://www.aemo.com.au/Electricity/National-Electricity-Market-NEM/Participantinformation/Fees-and-charges 1.3.2 Austraclear AEMO uses an external electronic funds transfer system provided by Austraclear. You will have to apply directly to the Australian Stock Exchange (ASX) for membership. Membership approvals can take up to six weeks to process and charges are payable directly to Austraclear. If you are registering as a MASP, you will need to apply to the ASX for membership and supply your membership number to AEMO with your application. Chapter 2 of the Rules deals with the registration of a MASP and classifying load under a MASP. Each prospective MASP must apply to AEMO for registration by using the relevant application form. The application form is located on our website under NEM/Participant Information. The onboarding process consists of the following steps: Step 1 You submit the application, any supporting evidence or other documentation. If you are registering as a MASP, an Austraclear membership number will need to be included on the application form. If you do not have an Austraclear membership number at the time of submitting the application, AEMO will record that as an outstanding item. If you are aggregating loads and are already registered as a MASP, this section won’t be applicable unless the Austraclear membership number has changed since that time. An invoice will be sent to the applicant shortly after we receive an application. Step 2 AEMO will review the application and respond to you within 5 business days of receipt of the application (clause 2.9.1(b) of the Rules). Step 3 AEMO may request additional information or clarification of the information contained in the application. If such a request is made, you must supply the additional information or clarification within 15 business days of AEMO’s request (clause 2.9.1(c) of the Rules). If you are unable to provide the additional information to AEMO within 15 business days, please contact us and advise of progress. Step 4 Within 15 business days of receiving the application, or within 15 business days of receiving all of the requested additional information or clarification, AEMO will notify you of AEMO’s determination and, if AEMO rejects your application, the reasons for rejecting it (clauses 2.9.2(b) and (c) of the Rules). Explanation of Application for Registration as a MASP and/or classification of load in the NEM 3. The application form contemplates the following 3 scenarios: 1. Applying to become a MASP, and applying to register the control equipment and relevant plant that form the proposed ancillary service load. 2. An existing MASP or Market Customer applying to register the control equipment and relevant plant that form a new ancillary service load. 3. An existing MASP or Market Customer applying to amend an existing ancillary service load, including the list of relevant plant associated with an aggregated ancillary service load. NEM MASP and Classification of Load Registration Guide 1 July 2017 6 The application form is divided into the following sections, noting that relevant sections that need to be completed will depend upon the applicant’s scenario: Section A – Applicant Information – Section A.1 Applicant Details – Section A.2 Declaration Section B – Application for Registration as a Market Ancillary Service Provider – Section B.1 Contact Details – Section B.2 Additional Information – Section B.3 Information Required for AEMO’s Market Systems Section C – Application to Classify Market Load Connected to a Transmission or Distribution System as a Market Ancillary Service – Section C.1 Ancillary service load – Section C.2 Application to register the control equipment – Section C.3 Details of the relevant plant that forms the ancillary service load Below is an explanation of how to complete Sections A to C of the application, including a description of the attachments that are required. 3.1 Section A – Applicant Information (a) Section A.1 Applicant Details You must formally apply for registration and authorise AEMO to contact other parties, if necessary, to verify the information that you have provided with your application. This subsection requires you to elect which option you are applying for. (b) Section A.2 Declaration The application must be signed and dated by an authorised representative of your organisation as a declaration. Usually the authorised representative is a Chief Executive Officer / Head of Organisation, Company Secretary or holds a management position. 3.2 Section B – Application for Registration as a Market Ancillary Service Provider (a) Section B.1 Contact Details You must provide office details and personnel contact details as outlined in the application form. The compulsory contacts must be provided before we can progress the application for consideration. If contact details change during the process, or following registration, please contact the Onboarding team. If you require AEMO to liaise with persons that are not working NEM MASP and Classification of Load Registration Guide 1 July 2017 7 directly for the applicant, you must submit a letter of authority. A link to an example letter of authority for guidance can be found here. Please note that an ‘Information Systems – IT Technical Network Contact’ will only be required if a new MarketNet connection has been requested. (b) Section B.2 Additional Information You need to attach the following additional material: 1. Evidence of partnership status If you are applying for registration on behalf of a partnership, you must provide evidence of the legitimacy of the partnership, such as a partnership agreement. 2. Regulatory compliance - You must show that you comply with requirements currently imposed by the Jurisdictional Regulator who has jurisdiction over your activities (if applicable). You must confirm that you have either met your jurisdictional requirements, you are exempt from jurisdictional requirements, or that no jurisdictional requirements apply in your case. You should enclose the following, if applicable: – a copy of your current electricity licence or approval applicable in one or more NEM jurisdiction(s), or evidence of exemption, such as a letter from the relevant Jurisdictional Regulator explaining that no jurisdictional requirement exists, or copies of relevant exemptions or derogations; and – details of any non-compliance with jurisdictional regulatory obligations. 3. Financial viability - To meet the prudential requirements in clause 3.3 of the Rules, you must include an explanation of any financial links with parent or other organisations. If you are required to comply with the prudential requirements in the Rules and cannot establish that you satisfy the acceptable credit criteria, you must provide credit support. If this is the case, contact AEMO’s Onboarding team. 4. Organisational capability - To show that you are in a position to own, operate or control the relevant market load you must have established, resources, processes and procedures to ensure compliance with the Rules, you should enclose: – an organisation chart demonstrating that resources have been allocated to the intended NEM activities; – a brief resume of the relevant experience of key managers and their responsibilities if this is not included in your organisational chart; – evidence of experience in a comparable electricity market structure, such as: > copies of electricity licences held in related markets; > duration of activity in those markets; > sales volumes and number of customers; and NEM MASP and Classification of Load Registration Guide 1 July 2017 8 > – – details of any non-compliance with regulatory obligations in that market; evidence of business and administrative processes such as: > demonstration that NEM-related policies and procedures are actually in place. If the policies and procedures are under development, please advise the Onboarding team. The application will not be considered until these are in place. AEMO will require a list, but not actual copies; and > IT systems to support NEM activities. an explanation of arrangements with parent or other organisations that impact on or improve your ability to comply with the Rules. Please clearly mark all attachments as ‘Attachment to Section B.2’ and number each page consecutively. (c) Section B.3 Information Required for AEMO’s Market Systems To access AEMO's systems requires specific details, as below. AEMO has a private communication network (MarketNet). As part of processing the application for registration, AEMO sets up its end of the data network connection. The applicant is responsible for its own end, and the intermediate communications to connect to the AEMO end. When AEMO’s end is ready, AEMO’s network specialist advises the applicant’s IT Technical Network Contact. You must indicate if the Applicant is new to the NEM or already registered. AEMO require a NEM Participant ID (to be suggested if the Applicant is new to the NEM), an active Austraclear membership number and connection details for MarketNet. You can suggest a Participant ID for your organisation. AEMO will advise you of the suitability of this suggestion prior to the establishment of the registration record in AEMO’s systems. Please take care in nominating the ID as AEMO’s systems do not support changes once IDs have been allocated. If the Applicant wishes to utilise a third parties Austraclear account, we will require a letter of authority from the owner of that account granting access and a letter from the Applicant accepting that grant. 3.3 Section C – Application to Classify Market Load Connected to a Transmission or Distribution System to provide Market Ancillary Services Section C should be duplicated and completed as required for each ancillary service load. (a) Section C.1 Ancillary Service Load In Section C.1, you must provide information for each market load that you wish to classify as an ancillary service load. If you are applying to register a new ancillary service load, you can suggest a Load name and Dispatchable Unit Identifier (DUID) for your facilities. AEMO will advise you of the NEM MASP and Classification of Load Registration Guide 1 July 2017 9 suitability of these suggestions prior to the establishment of the registration record. Please take care in nominating the load name and DUID as changes once DUIDs have been allocated are not supported. A DUID should be allocated to each ancillary service load. The following guidelines apply to Load names and DUIDs Load name and DUID must be an intuitive representation of the full load name. – Example: Load name = Blue Sky Power Station. DUID = BLUESKY1. Load name and DUID must not contain any reference to the owner, operator or controller of the load. For the DUID the final character must be a unique number which identifies the unit or load number. Even if only a single (or aggregated) unit is planned the DUID should still end in 1. For any additional units the number should increase sequentially. For consistency new units at an existing station should follow the existing DUIDs. Load name and DUID should not contain a reference to the technology type unless it forms part of the registered power station name – Example: If the name of the load was “Big Wind Farm” AEMO’s preferred option is DUID = BIG1, however BIGWF1 would be acceptable. In Section C.1.1, you must indicate the role(s) you will be acting in, in relation to the ancillary service load. For each role in which you will not be acting, you must advise who will be acting in that role. As a MASP it is likely that you will not be acting as the Owner, but instead will be acting as the Operator and Controller. In this case, you would provide details of the Owner for the load. In cases where there are multiple loads forming an aggregated ancillary service load, there will be multiple Owners, and it will be necessary to provide a list of the Owner for each load. A separate list including the NMI for each connection point would be an appropriate way to provide this information. Also in Section C.1.1, you must demonstrate how the load identified is under your ownership, operation or control. In Section C.1.2, you must provide the following declarations: The load being classified is a market load Performance standards for the load are in place, this would include connection agreements for the site(s), either specific connection agreements or deemed connection agreements, The MASP have agreement(s) in place with the retail customer(s) at the relevant connection point(s) to allow the MASP to control the load(s) as anticipated in the MASS, and The load complies with all the relevant clauses of the MASS If you unable to make the declaration you must outline why. NEM MASP and Classification of Load Registration Guide 1 July 2017 10 In Section C.1.3, you also need to indicate which of the eight market ancillary services the ancillary service load will offer, and the parameters within which each service can be provided. AEMO will review this information and indicate whether the ancillary service load can be used to provide the nominated ancillary services in accordance with the market ancillary service specifications. The parameters that you specify, once registered in AEMO’s MMS, will be used to validate ancillary service bids that you submit. You also must indicate: The market ancillary services you are seeking to provide from the ancillary service load the type of control equipment being used to control the load for each of the services to be provided, and the maximum capacity that you can provide for each of the services to be provided (b) Section C.2 Application to register the control equipment In Section C2.1, you must provide confirmation of how you determined that your load(s) can provide the ancillary services you wish to offer. In Section C.2.2, you are required to describe the facilities you have installed to receive dispatch instructions for the enablement of each ancillary service. You are also required to describe the control and monitoring facilities installed for each ancillary service in accordance with the market ancillary service specification. You are also required to provide test data that demonstrates provision of any fast, slow and/or delayed services applied for. This data is to be provided for all control equipment devices you are proposing to use. (c) Section C.3 Details of the relevant plant that forms the ancillary service load The table in Section C.3.1 is only to be filled out when the applicant is applying to change the details of the relevant plant that make up the ancillary service load. This could include adding additional connection points, removing connection points or amending the details of the relevant plant at a connection point. In this table you must: Identify the type of change for each row (add a new connection point, modify an existing connection point, delete a connection point) Provide the NMI of the connection point Confirm that you will act in the role of owner, operator and/or controller in relation to the ancillary service load(s) that are being classified Provide the postcode, NEM region, and Network Service Provider applicable to the connection point. Provide details of the devices being used to control the load including model and version details Confirm the capability of each relevant plant that make up the ancillary service load The table in Section C.3.2 is to provide a complete list of the relevant plant that form the ancillary service load incorporating any changes listed in Section C.3.1. You must fill out all the details required for each relevant plant, more lines can be added if required. Should the NEM MASP and Classification of Load Registration Guide 1 July 2017 11 ancillary service load consists of only a single connection point you will only fill in a single line of data. In this table you must: Provide the NMI of the connection point Confirm that you will act in the role of owner, operator and/or controller in relation to the ancillary service load(s) that are being classified Provide the postcode, NEM region, and Network Service Provider applicable to the connection point. Provide details of the devices being used to control the load including model and version details Confirm the capability of each relevant plant that make up the ancillary service load Please clearly mark attachments as ‘Attachment to Section C’ and number each page consecutively.
