BRUSSELS METRO — A 3 Player Expansion
Set Up
Randomly draw and place 2 Goods cubes in each of the 12 Goods
Supply Spaces on the Steam game board.
Randomly draw and place 2 Goods cubes on each City Hex and 1 or 2
cubes in the indicated Town Hexes. The Town cubes may be shipped once
a rail has been built onto the Town Hex containing the Goods cube.
There is no Urbanization action in this expansion.
Game Length
The Brussels Metro expansion ends after 6 game turns.
Game Play
Phase 2 — Build Track
Except for the first build you make, all of your new builds must be
directly attached in some way to your existing rail networks. Once you
start a line you can only extend it or branch off it. You must never start a
new line that is detached from your starting network.
If your income level is above zero at the start of the building phase and
you build, you must drop your income level by 1. This is the case even if
you have to take a loan out to build that would drop you to zero or below
on the income track.
When you place a Town Track Tile on a Town Hex, you choose 1 cube
from any of the Goods Supply Spaces and place it into that town.
If another player builds a link into this town (by improving the track or
otherwise), that player immediately urbanizes the town. They must first
pay for any necessary tile improvements of the town hex as detailed in
the Steam rules to allow entry. Only after these costs have been paid does
the town Urbanize. The player urbanizing the town then chooses a New
City Tile and 1 group of cubes from a Goods Supply Space and places
them onto the board as normal. If there are no New City tiles left when
two players’ lines merge, then just add 1 cube from a Goods Supply Space
to the merged town.
Although Steam does not contain any 5-track town hexes, for the
purposes of this expansion it is possible for you to build a 5th track INTO
an opposing player’s town that contains any 4-track tile. This is done at a
cost of $6 ($1 for each the 4 tracks, $1 for the new track, $1 for the town
itself). If there are no New City tiles left, then this build is not possible,
and 4-track tiles are locked for the remainder of the game. In no other
cases may a 5-track town hex be built, as there are no 5-track tiles in the
game.
MID-ATLANTIC US — A 3-7 Player Expansion
The Mid Atlantic Map Expansion for Steam focuses on railroading
before, during and after the US Civil War. This board is designed to be
played in two different ways, depending upon the number of players. For
the 3 player and 4-5 player small versions, place the expansion map on
top of the North East US map that comes with the Steam base game. For
the 4-5 player large game and the 6-7 player game, place the expansion
map below the NE US map.
NOTE: In the large versions, the three gray NE hexes on the expansion
map also appear on the base map. When playing these versions, use
the base NE US board for all tile builds and use the gray hexes on the
expansion map for orientation purposes only. The gray hex sides indicate
that they connect to the base map.
Set Up
For all versions (3-7 players) use the Standard Steam setup rules with
the following additions & exceptions:
Place 2 markers on the turn track in spaces 3 and 4 to represent the
Civil War years.
3 player game only: Play with the full Mid-Atlantic expansion board
placed on top of the base Steam board. Use only the area south of the
orange Union/Confederate States border (do not use the Delaware
Peninsula either). Each player starts with an income level of –1.
4-5 player—small game only: Play with the full Mid-Atlantic
expansion board placed on top of the base Steam board. Use the entire
expansion map for the game.
4-5 player—large game: Place the expansion board beside the Steam
Board to form a large game board. Use only the area north of the
Orange Union/Confederate States border for this version.
6-7 player game: Place the expansion board beside the Steam Board to
form a large game board. Set up both boards for play.
Game Length
The 3 player game ends after 9 turns. The 4 - 7 player versions all end
after 7 turns.
Set Up
In all 4-7 player versions, Philadelphia only gets 3 cubes to start the
game. When using both boards, place Philadelphia’s cubes on the base
map; the Philadelphia hex on the southern map is only used as a guide.
Game Play
Phase 1—Government Subsidy: An 8th role has been added for this
expansion. There is no separate Action Tile* for this role, instead, it is
printed directly on the map. When you take this action, simply place 1
of your player markers onto the printed Action Tile. The Government
Subsidy Action allows you to ignore any terrain costs for mountains or
rivers.
During the game, the Government Subsidy Action should be treated
as tile 4.5 for determining turn order (it goes after First Build and before
City Growth).
Phase 2—Build Track: Delmarva Ferry: If Salisbury is urbanized, then
a Ferry link becomes available between Salisbury and Norfolk for $10.
When you build this link place a token on the orange circle. Placing this
link counts as one of your builds for the turn.
Phase 3—Move Goods: Civil War—Union/CSA Border: Union/CSA
Border: During turns 3 and 4, whenever you deliver across the orange
Union/CSA border your income level is reduced by 1 immediately.
NOTE: The ferry is considered to be part of the orange Union/CSA
border. Therefore, when you deliver over the ferry during the Civil War
(turns 3 and 4), your income level is reduced by 1.
7 Player Game Pieces
Since the current edition of Steam does not come with pieces for 7
players, a 7th player must use proxy pieces; such as: the Steam Locomotive
Set, your own tokens from another game, or the extra player tokens that
came with the 1st edition printing of Steam.

for this role. It can be found in the Steam Expansion Set #2 (MFG45612).
This expansion pack is designed to be placed directly on top of your Steam™ game board. Simply fold the expansion board so that the map you
want to play on is facing up. Place this map on top of the Steam map so that you can use the various tracks, keys, level spaces, etc. needed to play.
All of the expansions in this set use the Steam Standard Game Rules with some special expansion-specific rules detailed herein.
Initial Set Up
BELGIUM & LUXEMBOURG — A 2 Player Expansion
Place 4 gray Goods cubes in Luxembourg.
Randomly draw and place 1 Goods cube on Antwerp, Brussels and
Gent, 1 in each Town Hex, 1 in each Foreign city (Lille and Maastricht,
represented by white hexes), and 1 in each of the six white boxes of the
Goods Cube Chains extending from the Foreign cities.
Randomly draw and place only 2 Goods cubes in 6 of the Goods Supply
Spaces on the Steam game board, leaving the remaining ones empty.
Game Length
The Belgium & Luxembourg expansion ends after 7 Game Turns.
Turn Order
When the Standard or Base game normally requires a turn order
auction, the winner pays their full bid, the loser pays half of their losing
bid.
Select Action Tiles
When you take an Action tile, you must also place a disk on the
matching Action space on the board. If an opponent’s disk is currently
on that Action space, return that disk to your opponent when you place
yours. You may never select an Action that has 1 of your disks on it.
Engineer: The Engineer Action allows players to lay 3 tracks instead of 2.
Urbanization: When a town is urbanized, no goods cubes are added.
If a town is urbanized and it is adjacent to another city, any previously
established single direct links joining the town to that adjacent city
are represented by a token placed across two city tiles. If there are no
previously established links between the cities no token may be placed
connecting them, rather new track must be built to join the two.
Build Track
Players may only lay a maximum of 2 tracks on their turn.
Foreign Cities
Lille and Maastricht are Foreign cities that you can only import from.
You may never deliver Goods cubes to, or transport Goods cubes through,
these cities. Once you import any Goods cubes from either 1 of the
Foreign cities you are prohibited from importing cubes from the other
Foreign city for the rest of the game. Once per turn (at the end of Phase 1),
Lille and Maastricht increase their supply of Goods cubes as follows: at the
end of each turn, take the closest cube from the Goods Cube Chain and
move it into the city.
The City Growth Action may never be used with Foreign cities.
