ELECTION to the COMMUNITY COUNCIL
Please note the current Lennox Community Council will be dissolved at the
end of September 2013 and a new Council will be elected at that time.
Any voter in the Lennox Community Council area wishing to stand for
election will need to obtain a Nomination Paper and to do this you can
phone 01343 559 971 for assistance.

NEW LENNOX COMMUNITY COUNCIL for 2013 to 2017.
After being duly nominated the following have been elected to
the new L C C.
Spey Bay NO Nomination.
Portgordon –
Alison Proudfoot.
Fochabers Donald Cameron, Keir Cruickshank, Lynn Duncan,
Alison Hook, Peter Horton, Louise Morton, Mike Reid.
Clochan & Enzie – Robert Gray

Important Items:
Meeting chaired by Moray Community Council Liaison Officer.
She stated A. Proudfoot and K. Cruickshank had resigned.
Noted apology from P. Horton.
She explained operations of a Community Council in detail and issued a
Members Hand book to all Members.
She paid the Administration Grant [LCC income].
She noted presence of two prospective councillors for co-option.
She requested nominations for Office Bearers. Following were elected.
Chairman – Lynn Duncan.
Vice- Chairman – deferred.

Secretary – Donald Cameron.
Treasurer – Robert Gray.
To complete business meeting was adjourned to 7.00 pm on Tuesday 05
November.

Important Items.
Members agreed to co-opt 2 additional members from Portgordon.
292 Publicity about LCC Work - The Chairman proposed that Members name
and Tel. number be given to the Fochaberian for publication with information on
LCC activity. A note given also to Northern Scot and Banffshire Advertiser to
give publicity to the work of the Council. The Reporters to be offered cooperation and facilities if they are willing.

Important Items.
Police Report: Recent spate of house breaking and sneak thefts, so lock up and security
emphasised. Public should report all offences to assist detection and arrests.
206 A 96 By-Pass Roundabouts – East End, Cllr. Ross still acting on markings. West End, he
will raise the dangers of fast exits by bad drivers from By-Pass.
294 Decision to remove counter staff from Fochabers Police Station – Cllr. Ross states
M. Council has highlighted dangers – noted a Sergeant is always going to be on duty and on
call by phone.
297 No Toilet in centre of Fochabers again raised by a resident. Told Moray Council has said
there is no money. Noted in present circumstances M. Council will not build second toilets.
302 Moray Council have been asked to approve co-option of 2 new Members. Two other
persons are willing to join LCC and will be invited to a meeting.
Noted C C can apply to co-opt more in Special Circumstances. This may apply for LCC due
to our many vacancies.

Mr. John Main attended to give a presentation of his proposal to build 39 houses on R3
Development Site [behind Hayley Smith Gardens] this was well received.

Mike Thomas has resigned from the Council.
Still no progress on ownership of PG Square.
LCC to commemorate ANZAC Day on Mon. 25 April at Dallachy Memorial.

Pam Gowans Chief Officer Moray Health and Social Care Integrated Joint Board gave a
Presentation. Dave Malpas Senior Engineer [Traffic Management] explained the position on
current road concerns. Several Residents from Castlehill Road stated their objections to
proposed outline planning near their homes. Edinburgh Reg. inquiry gave no result on
ownership of Portgordon Square. Enquiry to be made from Banff County Council Records as
they may have been given ownership by the Estate.

Police Sgt. Tom Gorman has transferred out of LCC Area. Sgt. Alan Milton now in charge.
Mrs. Maxine Horne has resigned from the LCC.
Ownership of Portgordon Square still unknown.
Planning for two new houses in Castlehill Road has been refused.
LCC to offer a pupil prize to Milne’s H. S.
LCC to create own Facebook Page.

at Spey Bay Hall.
Request made to Moray Council for some Larger Litter and Dog Waste Bins in some areas of
Fochabers.
Request made by Local Residents for a Bike Stand in Fochabers Square. Information passed
to Moray Council.

1. LCC expressed concern over the service difficulties at the Fochabers Post Office Counter.
2. LCC concerned about problems for Elderly Persons climbing into the Mobile Bank due to
it parking on a slope. It has had parking difficulties in Fochabers Square.
3. LCC hoping to buy a Cardiac Defibrillator for a central position at each Village.
