Cohort Selection Framework • • • • • Developed by GMP/NPS/CRC/LA group Amended after wider consultation Amended after Spotlight group review Adopted by JRE in May 2016 Implemented September 2016 Framework Context • Retains local decision making but • Sets common GM approach to selection • Allows JRE and Futures Board to monitor priorities • Identifies resource issues • Improves performance monitoring • Places the decision with Spotlight teams Local Governance • Spotlight teams should ensure they are aware of the CSP/RRB priorites. • Crime type not important – risk of harm/prolificness is – – – – Violent DV Sex Offenders OCG • Local governance is the link to – Housing employment support, MH and substance misuse provision Which Offenders? • All new registrations after 1st September 2016. • Before 1st September any offenders who have been on the cohort more than 6 months. • Teams must decide but acknowledge that organisation priorities differ. • Cohort size should reflect resources • Long term custody cases should be placed outside the main ‘active’ cohort The Framework Questions 1. What additionality will Spotlight provide? 2. What are the objectives in managing this offender? 3. What are the timescales? 4. What resources are needed? 5. What are the links with MASH, TF MARAC, etc? 6. Is there a link with MAPPA? 7. Has the referrer been informed of the decision? What are the links with MASH, TF MARAC, etc? • Does the Spotlight team have referral/information routes to other teams that may be involved with offenders • Is this offender known to other teams • Have you requested and shared information Questions for Oldham • Is Spotlight working for all partners? • If not why not? • Is Spotlight aligned with all the other Offender Management systems • Is Spotlight aligned with all locality service delivery systems? • Where are the gaps? • What could be done differently?
