What is PROSAFE?
 PROSAFE (Product Safety Forum of Europe) is a non-profit
professional organisation for market surveillance authorities
and officers from throughout the EEA. Its primary objective
is to improve the safety of users of products and services in
Europe.
Joint Market Surveillance Actions coordinated by PROSAFE
are primarily funded by the European Commission.
 PROSAFE has been established by market surveillance
officers from various countries throughout Europe. The first
meeting of the group was held in 1990. Since then, most EU
and EFTA countries have been represented at meetings
together with various other accession, candidate and
potential candidate countries from different parts of Europe.
In order to ensure a high level of transparency, the EU
Commission and EFTA Secretariat have standing invitations
to meetings and workshops.
What is PROSAFE?
 Over the last years, interest in PROSAFE has also
expanded overseas and PROSAFE has become an active
member of the ICPSC (International Consumer Product
Safety Caucus).
 As from 2006, PROSAFE has taken the initiative to
coordinate a number of Joint Actions between various
market surveillance organisations within the EEA
(European Economic Area), which are all financially
supported by the EU Commission. In order to effectively
handle this additional responsibility and to adequately
administer all Joint Actions, PROSAFE
utilises consultancy services.
What is PROSAFE?
 The corporate objective of PROSAFE is to promote
informal discussions and cross border cooperation
between market surveillance officers across Europe in
order to share valuable information and learn from each
others' experience with the primary intention of
enhancing market surveillance activities related to
product and service safety within the European
Economic Area (EEA).
JOINT ACTION PROJECTS
 Since 2005, PROSAFE has embarked on various projects.
Of particular importance was the EU funded EMARS-I
(Enhancing Market Surveillance through Best Practice)
Joint Action project, which is now being followed up by
EMARS II. Various other EU funded (product specific)
projects are also being led and coordinated by
PROSAFE. More information about all the projects can

WP3 Training
WP3 Training
 E-learning is an important tool to ensure that all
market surveillance officers have access to good
practices in market surveillance. The E-learning
Portal is freely accessible to everyone and registration
is very easy.
 The e-learning platform was established under Joint
Actions 2011 with two flagship deliverables, the elearning modules on Risk Assessment and on the
General Product Safety Directive. PROSAFE
engaged to develop further e-learning packages, in
particular training modules based on information and
experiences derived from product-specific activities of
the joint actions.
WP3 Training
 Under Joint Actions 2012, a third e-learning course was
finalised based on the European Home Authority
Principle (EHAP) also developed by the EHAP
working group within the JA2012.
 In 2014, an e-Learning module on Toys has been
developed as part of the deliverables within Joint
Action 2013. It is expected that yet another e-Learning
module, this time on Cords and Drawstrings will be
developed in a couple of months time under Joint
Action 2014.
